46	57		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
47	58		SECTION 1. NEW LAW A new section of law to be codified
48	59		in the Oklahoma Statutes as Section 2 -6-501.7 of Title 27A, unless
49	60		there is created a duplication in numbering, reads as follows:
50	61		A. To protect the health and safety of the people of this
51	62		state, land application of sludge and biosolid material is hereby
52	63		prohibited on and after July 1, 2027. On and after the effective
53	64		date of this act, the Department of Environmental Q uality shall not
54	65		issue any new permit for the land application of sludge or biosolid
55		-	material. Renewal of permits for land application shall be left to
56		-	the discretion of the Department of Environmental Quality.
57		-	B. 1. Not later than September 1, 2025, all persons or
58		-	entities permitted to land apply sludge or biosolid material shall
59		-	reduce the amount of such material land applied by at least twenty -
60		-	five percent (25%).

	95	+	B. 1. Not later than September 1, 2025, all persons or

87	99		2. Not later than September 1, 2026, all persons o r entities
88	100		permitted to land apply slu dge or biosolid material shall reduce the
89	101		amount of such material land applied by at least fifty percent
90	102		(50%).
91	103		C. Not later than September 1, 2025, any person or entity
92	104		permitted to land apply sludge or biosolid mate rial shall submit a
93	105		plan for full cessation of such actions to the Department of
94	106		Environmental Quality. The plan shall be compiled and submitted in
95	107		the form and manner prescribed by the Department. The Department
96	108		shall promulgate rules to implement the p rovisions of this section.
97	109		D. For the purposes of this section:
98	110		1. “Biosolid material” means sewage sludge containing any
99	111		perfluoroalkyl and polyfluoroalkyl substance; and
100	112		2. “Sludge” shall mean sludge as defined pursuant to Section 2 -
101	113		10-401 of Title 27A of the Oklahoma Statutes.
102	114		SECTION 2. It being immediately necessary for the preservation
103	115		of the public peace, health or safety, an emergency is hereby
104		-	declared to exist, by reason whereof this act shall take effect and
105		-	be in full force from and after its passage and approval.
