38	43		An Act relating to the Oklahoma State Bureau of
39	44		Investigation; defining term; authorizing the
40	45		Oklahoma State Bureau of Investigation to respond to
41	46		certain events; creating the Mass Casualty Revolving
42	47		Fund; authorizing certain expenditures by the
43	48		Oklahoma State Bureau of Investigation; providing for
44	49		codification; and providing an effective date .

50	55		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
51	56		SECTION 1. NEW LAW A new section of law to be codified
52	57		in the Oklahoma Statutes as Section 151.4 of Title 74, unless there
53	58		is created a duplication in numbering, reads as follows:
54	59		A. As used in this act, “mass casualty event” means an incident
55	60		that:
56	61		1. Results in no less than three (3) injured individuals;
57	62		2. Requires more emergency response resources than are
58	63		typically available in the jurisdiction in which the incident
59	64		occurs; and
60		-	3. Results in a sudden and timely surge of injured individuals
61		-	in need of emergency services .

	92	+	3. Results in a sudden and timely surge of injured individuals

88	94		B. After the occurrence of a mass casualty event caused by a
89	95		violent crime, as defined in Section 571 of Title 57 of the Oklahoma
90	96		Statutes, the Oklahoma State Bureau of Investigation may respond to
91	97		the incident without a request from a law enforcement agency and
92	98		coordinate with local law enforcement agencies that are responding
93	99		to the event.
94	100		SECTION 2. NEW LAW A new section of law to be codified
95	101		in the Oklahoma Statutes as Section 151.5 of Title 74, unless there
96	102		is created a duplication in numbering, reads as follows:
97	103		There is hereby created in the State Treasury a revolving fund
98	104		for the Oklahoma State Bureau of Investigation to be designated the
99	105		“Mass Casualty Revolving Fu nd”. The fund shall be a continuing
100	106		fund, not subject to fiscal year limitations, and shall consist of
101	107		all monies received by the Oklahoma State Bureau of Investigation
102	108		from legislative appropriations, federal grants, or funds from any
103	109		other source provided for the purpose of investigating mass casualty
104	110		events. All monies accruing to the credit of the fund are hereby
105	111		appropriated and may be budgeted and expended by the Oklahoma State
106	112		Bureau of Investigation for the purpose provided for in this act.
107	113		Expenditures from the fund shall be made upon warrants issued by the
108	114		State Treasurer against claims filed as prescribed by law with the
109		-	Director of the Office of Management and Enterprise Services for
110		-	approval and payment.
111		-	SECTION 3. This act shall become effective November 1 , 2025.
