3843 An Act relating to the Oklahoma State Bureau of

5055 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5156 SECTION 1. NEW LAW A new section of law to be codified
5257 in the Oklahoma Statutes as Section 151.4 of Title 74, unless there
5358 is created a duplication in numbering, reads as follows:
5459 A. As used in this act, “mass casualty event” means an incident
5560 that:
5661 1. Results in no less than three (3) injured individuals;
5762 2. Requires more emergency response resources than are
5863 typically available in the jurisdiction in which the incident
5964 occurs; and
60-3. Results in a sudden and timely surge of injured individuals

92+3. Results in a sudden and timely surge of injured individuals
93+in need of emergency services .
8894 B. After the occurrence of a mass casualty event caused by a
8995 violent crime, as defined in Section 571 of Title 57 of the Oklahoma
9096 Statutes, the Oklahoma State Bureau of Investigation may respond to
9197 the incident without a request from a law enforcement agency and
9298 coordinate with local law enforcement agencies that are responding
9399 to the event.
94100 SECTION 2. NEW LAW A new section of law to be codified
95101 in the Oklahoma Statutes as Section 151.5 of Title 74, unless there
96102 is created a duplication in numbering, reads as follows:
97103 There is hereby created in the State Treasury a revolving fund
98104 for the Oklahoma State Bureau of Investigation to be designated the
99105 “Mass Casualty Revolving Fu nd”. The fund shall be a continuing
100106 fund, not subject to fiscal year limitations, and shall consist of
101107 all monies received by the Oklahoma State Bureau of Investigation
102108 from legislative appropriations, federal grants, or funds from any
103109 other source provided for the purpose of investigating mass casualty
104110 events. All monies accruing to the credit of the fund are hereby
105111 appropriated and may be budgeted and expended by the Oklahoma State
106112 Bureau of Investigation for the purpose provided for in this act.
107113 Expenditures from the fund shall be made upon warrants issued by the
108114 State Treasurer against claims filed as prescribed by law with the
109-Director of the Office of Management and Enterprise Services for
110-approval and payment.
111-SECTION 3. This act shall become effective November 1 , 2025.
