5750 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5851 SECTION 1. AMENDATORY Section 1, Chapter 272, O.S.L.
5952 2022 (74 O.S. Supp. 2024, Section 5060.44), is amended to read as
6053 follows:
6154 Section 5060.44. A. As used in this section:
6255 1. “Applicant organization ” means an Oklahoma-based entity that
6356 is a nonprofit research foun dation or private enterprise of special
6457 importance to the Oklahoma economy; and
6558 2. “Eligible student” means an individual currently enrolled in
6659 a technology center school under the governance of the State Board
60+of Career and Technology Education or an individual currently
61+enrolled in an undergraduate or graduate program at an institution
62+of higher education who is majoring in a science, technology,

96-of higher education who is majoring in a science, technology,
9789 engineering, and mathematics (STEM) based discipline including, but
9890 not limited to, natural sciences, compute r science, materials
9991 science, engineering, biomedical, biotechnical, data analytics,
10092 finance, mathematics, or a support area related to building
10193 successful Oklahoma high-tech companies.
10294 B. There is hereby created the Oklahoma Center for the
10395 Advancement of Science and Technology Intern Partnership for STEM
10496 Workforce Pipeline Program to be administered by the Oklahoma Center
10597 for the Advancement of Science and Technology under the governance
10698 of the Oklahoma Science and Technology Research and Development
10799 Board.
108100 C. The Oklahoma Center for the Advancement of Science and
109101 Technology may award competitive internship funds, through
110102 professional service contracts, to ap plicant organizations to hire
111103 qualified student interns to participate in innovative industry
112104 projects.
113105 D. To qualify for program internship funds, the applicant
114106 organization must provide:
115107 1. Documentation verifying that not less than fifty percent
116108 (50%) of the total direct cost of the proposed project will be
117109 provided by sources other than the Oklah oma Center for the
110+Advancement of Science and Technology and other state -appropriated
111+money. Such sources may be in the form of salary, cash, nonstate

146-money. Such sources may be in the form of salary, cash, nonstate
147138 grant funds, and other sources of funding as defined by the Oklahoma
148139 Center for the Advancement of Scien ce and Technology;
149140 2. A description of the potential commercial application of and
150141 the industrial sectors that will likely benefit from the project and
151142 the potential to enhance employment opportunities in Oklahoma;
152143 3. An itemized research budget, timelin e, and research
153144 methodology; and
154145 4. Any other information that may be required by the Board.
155146 E. The Board shall award professional service contracts after
156147 it determines the applicant organization:
157148 1. Provides a beneficial and meaningful intern experienc e which
158149 includes exposure to real -world application of technology and
159150 innovation activities;
160151 2. Involves projects leading to innovation, new knowledge, or
161152 technology that will benefit the applicant organization;
162153 3. Has a reasonable probability to enhance employment
163154 opportunities within Oklahoma;
164155 4. Is technically sound, will produce a measurable result, and
165156 will provide a positive impact to the applicant org anization; and
166157 5. Does not involve market surveys or research activities that
167158 create fundamental or basic information which lack the potential for
168159 reasonably short-term commercialization.
160+F. Based upon the information submitted by the applicant
161+organization, external peer review, and such additional

196-F. Based upon the information submitted by the applicant
197-organization, external peer review, and such additional
198188 investigation as the staff of the Center shall make , the Board may
199189 approve such professional service contracts after the Board finds
200190 that:
201191 1. The proposed project is research that leads to innovation,
202192 new knowledge, or technology and is not training or technical
203193 assistance for business firms;
204194 2. The project has a reasonable probability to enhance
205195 employment opportunities within the state; and
206196 3. The project is technically sound and will produce a
207197 measurable result.
208198 G. The Oklahoma Center for the Advancement of Science and
209199 Technology shall promulgate rul es necessary to implement and
210200 administer the program authorized in this section.
211201 SECTION 2. This act shall become effective November 1, 2025.
