6183 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6284 SECTION 1. AMENDATORY 21 O.S. 2021, Section 1289.7a, is
6385 amended to read as follows:
6486 Section 1289.7a. A. No person, property owner, tenant,
6587 employer, or business entity shall maintain, establish, or enforce
6688 any policy or rule that has the effect of prohibiting any person,
6789 except a convicted felon, from transporting and storing firearms or
6890 ammunition in a locked motor vehicle, or from transportin g and

97143 vehicle on any property set aside for any motor vehicle.
98144 B. No person, property owner, tenant, employer, or business
99145 entity shall be liable in any civil action for occurrences which
100146 result from the storing of establish or enforce any policy or rule
101147 that prohibits any person or employee, except a convicted felon,
102148 from transporting, carrying, or storing firearms or ammunition in a
103149 locked motor vehicle on any property set aside for any motor
104150 vehicle, unless the person, property owner, tenant, employer, or
105151 owner of the business entity commits a criminal act involving the
106152 use of the firearms or ammunition. The provisions of this
107153 subsection shall not apply to claims pursuant to the Workers ’
108154 Compensation Act or a motor vehicle owned, leased, or rented by the
109155 person or employee to conduct business for the business entity .
110156 C. An individual may bring a civil action to enforce this
111157 section. If a plaintiff prevails in a civil action related to the
112158 personnel manual against a person, property owner, tenant, employer ,
113159 or business for a violation of this section, the court shall award
114160 actual damages, enjoin further violations of this section, and award
115161 court costs and attorney fees to the prevailing plain tiff.
116162 D. As used in this section, “motor vehicle” means any
117163 automobile, truck, minivan, sports utility vehicle, motorcycle,
118164 motor scooter, and any other vehicle required to be registered under
119165 the Oklahoma Vehicle License and Registration Act.

147217 SECTION 2. AMENDATORY 21 O.S. 2021, Section 1290.22, is

150220 BUSINESS PRIVATE PROPERTY OWNER’S RIGHTS
151221 A. Except as provided in subsections B, C , and D of this
152222 section, nothing contained in any provisi on of the Oklahoma Self -
153223 Defense Act shall be construed to limit, restrict , or prohibit in
154224 any manner the existing rights of any person, property owner,
155225 tenant, employer, liquor store, place of worship , or business entity
156226 to control the possession of weapon s on any property owned or
157227 controlled by the person or business entity.
158228 B. 1. No person, property owner, tenant, employer, liquor
159229 store, holder of an event permit, place of worship , or business
160230 entity shall be permitted to establish any policy or rule th at has
161231 the effect of prohibiting prohibits any person, except a convicted
162232 felon, from transporting and storing firearms in a locked motor
163233 vehicle on any property set aside for any motor vehicle or from
164234 transporting, carrying, or storing firearms or ammunit ion in a motor
165235 vehicle owned, leased, or rented by the person or employee while
166236 conducting business for the business entity.
167237 2. An individual may bring a civil action to enforce the
168238 provisions of paragraph 1 of this subsection. If a plaintiff
169239 prevails in a civil action against a person, property owner, tenant,
170240 employer, liquor store, place of worship , or business entity for a

198292 policy or rule that violates paragraph 1 of this subsection, the
199293 court shall award actual damages, enjoin further violations of
200294 paragraph 1 of this subsection, and award court costs and attorney

203297 Compensation Act.
204298 C. A property owner, tenant, employer, liquor store, place of
205299 worship, or business entity may prohibit any person f rom carrying a
206300 concealed or unconcealed firearm on the property. If the building
207301 or property is open to the public, the property owner, tenant,
208302 employer, liquor store, place of w orship, or business entity shall
209303 post signs on or about the property stating such prohibition.
210304 D. No person, property owner, tenant, employer, liquor store,
211305 holder of an event permit, place of worship , or business entity
212306 shall be permitted to establish an y policy or rule that has the
213307 effect of prohibiting any person from carrying a concealed or
214308 unconcealed firearm on property within the specific exclusion
215309 provided for in paragraph 4 of subsection B of Section 1277 of this
216310 title; provided that carrying a co ncealed or unconcealed firearm may
217311 be prohibited in the following places:
218312 1. The portion of a public property structure or building
219313 during an event authorized by the city, town, county, state , or
220314 federal governmental authority owning or controlling such b uilding
221315 or structure;

249367 2. Any public property sports field including any adja cent
250368 seating or adjacent area set aside for viewing a sporting event,
251369 where an elementary or secondary school, collegiate, or professional
252370 sporting event, or an International Olym pic Committee or
253371 organization, or any committee subordinate to the International
254372 Olympic Committee event is being held;
255373 3. The fairgrounds during the Oklahoma State Fair or the Tulsa
256374 State Fair; and
257375 4. The portion of a public property structure or buildi ng that
258376 is leased or under contract to a business or not -for-profit entity
259377 or group for offices.
260378 E. The otherwise lawful carrying of a concealed or unconcealed
261379 firearm by a person on property that has signs prohibiting the
262380 carrying of firearms shall subje ct the person to being denied
263381 entrance onto the property or removed from the property. If the
264382 person:
265383 1. Has been informed by the property owner, business entity , or
266384 manager of the business that the person is in violation of a policy
267385 that prohibits firea rms on the property; and
268386 2. Refuses to leave the property and a peace office r is
269387 summoned,
270388 the person shall, upon conviction, be guilty of a misdemeanor
271389 punishable by a fine not to exceed Two Hundred Fifty Dollars
272390 ($250.00).

300442 F. A person, property owner, tenant, employer, liquor store,
301443 holder of an event permit, place of worship , or business entity that
302444 does or does not prohibit any individual, except a convicted felon,
303-from transporting, storing, or carrying a loaded or unloaded,
304-concealed or unconcealed weapon on property that the person,
445+from carrying a loaded or unloaded, concealed or unconcealed weapon
446+on property that the person, property owner, tenant, employer,
447+liquor store, holder of an event permit, place of worship , or
448+business entity owns, or has legal control of, is immune from shall
449+not be subject to any liability arising from that decision. Except
450+for acts of gross negligence or willful or wanton misconduct, an
451+employer who does or does not prohibit his or her employees from
452+carrying a concealed or unconcealed weapon is immune from shall not
453+be subject to any liability arising from that decision. A person,
305454 property owner, tenant, employer, liquor store, holder of an event
306-permit, place of worship , or business entity owns, or has legal
307-control of, is immune from and shall not be subject to any liability
308-arising from that decision. Except for acts of gross negligence or
309-willful or wanton misconduct, an employer who does or does not
310-prohibit his or her employees from carrying a concealed or
311-unconcealed weapon is immune from shall not be subject to any
312-liability arising from that decision. A person, property owner,
313-tenant, employer, liquor store, holder of an event permit, place of
314-worship, or business entity that does not prohibit persons from
315-transporting, storing, or carrying a concealed or unconcealed weapon
316-pursuant to subsection D of this section s hall be immune from and
317-not subject to any liability arising from the transporting, storing,
318-or carrying of a concealed or unconcealed weapon, while in the scope
319-of employment, on the property or in or about a business entity
320-motor vehicle. Any employee, using his or her own private motor
321-vehicle or a motor vehicle that is personally rented or leased by
322-the employee, may transport a firearm or other legal weapon in the
323-motor vehicle while conducting business for the business entity and
455+permit, place of worship, or business entity that does not prohibit
456+persons from carrying a concealed or unconcealed weapon pursuant to
457+subsection D of this section shall not be immune from subject to any
458+liability arising from the carrying of a concealed or unconcealed
459+weapon, while in the scope of employment, on the property or in or
460+about a business entity motor vehicle. Any employee, using his or
461+her own private motor vehicle or a motor vehi cle that is personally
462+rented or leased by the employee, may transport a fire arm or other
463+legal weapon in the motor vehicle while conducting business for the
464+business entity and shall not be prohibited from transporting such

353-subsection shall not apply to claims pursuant to the Administrative

355519 G. It shall not be considered part of an employee ’s job
356520 description or within the employee ’s scope of employment if an
357521 employee is allowed to carry or discharge a weapon pursuant t o this
358522 section.
359523 H. Nothing in subsections F and G of this section shall prevent
360524 an employer, employee , or person who has suffered loss resulting
361525 from the discharge of a weapon to seek redress or damages of the
362526 person who discharged the weapon or used the weapon outside the
363527 provisions of the Oklahoma Self -Defense Act.
364528 I. As used in this section, “motor vehicle” means any
365529 automobile, truck, minivan, sports utility vehicle, motorcyc le,
366530 motor scooter, and any other vehicle required to be registered under
367531 the Oklahoma Vehicle License and Registration Act.
368532 SECTION 3. This act shall become effective November 1, 2025.
