7575 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7676 SECTION 1. NEW LAW A new section of law to be codified
7777 in the Oklahoma Statutes as Section 18-202.2 of Title 70, unless
7878 there is created a duplication in numbering, reads as follows:
7979 A. Notwithstanding any other provision of federal law, public
8080 school districts that receive federal funding through the Elementary
8181 and Secondary Education Act of 1965 (ESEA) as reauthorized by P.L.
8282 No. 114-95, also known as the Every Student Succeeds Act (ESSA), to
8383 ensure that English learners attain English language proficiency
8484 shall use fifty percent (50%) of the funds to provide professional
8585 development for teachers who offer instruction in English as a
8686 second language. For the purposes of this section, “English
8787 learner” shall mean a student who has limited English speaking

142142 B. The State Board of Education may promulgate rules to monitor
143143 compliance with subsection A of this section.
144144 SECTION 2. This act shall become effective July 1, 2025.
145145 SECTION 3. It being immediately necessary for the preservation
146146 of the public peace, health, or safety, an emergency is hereby
147147 declared to exist, by reason whereof this act s hall take effect and
148148 be in full force from and after its passage and approval.
