75	75	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
76	76	SECTION 1. NEW LAW A new section of law to be codified
77	77	in the Oklahoma Statutes as Section 18-202.2 of Title 70, unless
78	78	there is created a duplication in numbering, reads as follows:
79	79	A. Notwithstanding any other provision of federal law, public
80	80	school districts that receive federal funding through the Elementary
81	81	and Secondary Education Act of 1965 (ESEA) as reauthorized by P.L.
82	82	No. 114-95, also known as the Every Student Succeeds Act (ESSA), to
83	83	ensure that English learners attain English language proficiency
84	84	shall use fifty percent (50%) of the funds to provide professional
85	85	development for teachers who offer instruction in English as a
86	86	second language. For the purposes of this section, “English
87	87	learner” shall mean a student who has limited English speaking

140	140	language as reported on the current year application for
141	141	accreditation.
142	142	B. The State Board of Education may promulgate rules to monitor
143	143	compliance with subsection A of this section.
144	144	SECTION 2. This act shall become effective July 1, 2025.
145	145	SECTION 3. It being immediately necessary for the preservation
146	146	of the public peace, health, or safety, an emergency is hereby
147	147	declared to exist, by reason whereof this act s hall take effect and
148	148	be in full force from and after its passage and approval.
