75	75	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
76	76	SECTION 1. AMENDATORY 21 O.S. 2021, Section 1289.24e, is
77	77	amended to read as follows:
78	78	Section 1289.24e. A. The State Legislature hereby occupies and
79	79	preempts the entire field of legislation by any agency of this state
80	80	or any political subdivision in this state to infringe upon the
81	81	rights of a citizen of the State of Oklahoma this state, the
82	82	unalienable right to keep and bear arms as guaranteed to them by the
83	83	Second Amendment of the United States Constitution.
84	84	B. Any federal, state, county , or municipal act, law, executive
85	85	order, administrative order, court order, rule, policy , or
86	86	regulation ordering that offers or orders the buy-back,
87	87	confiscation, or surrender of firearms, firearm accessories , or

139	139	ammunition from law-abiding citizens of this state shall be
140	140	considered an infringement on the r ights of citizens to keep and
141	141	bear arms as guaranteed by the Second Amendment of the Constitution
142	142	of the United States and Article II, Section 26 of the Constitution
143	143	of Oklahoma United States Constitution and Section 26 of Article II
144	144	of the Oklahoma Consti tution.
145	145	C. It shall be the duty of the courts and law enforcement
146	146	agencies of this state to protect the rights of law -abiding citizens
147	147	to keep and to bear arms within the borders of this state and to
148	148	protect these rights from the infringement provided und er the
149	149	provisions of this act the Second Amendment Sanctuary State Act .
150	150	D. The preemption provided in this act the Second Amendment
151	151	Sanctuary State Act shall include:
152	152	1. Any regulation of arms and ammunition, pursuant to the
153	153	National Firearms Act of 1934, prohibited or regulated on or after
154	154	the effective date of this act April 26, 2021; and
155	155	2. Any regulations regulation or provision of the Gun Control
156	156	Act of 1968, prohibited or regulated on or after the effective date
157	157	of this act April 26, 2021.
158	158	E. For purposes of this section:
159	159	1. “Arms” is defined as means any firearm, firearm part,
160	160	accessory, or ammunition required to render that firearm operable
161	161	and effective;

213	213	2. “Infringement” shall mean means any law that reduces,
214	214	represses, diminishes , or subverts the right to keep and bear arms,
215	215	ammunition, parts, and accessories in any a mount that is legal as of
216	216	the effective date of this act April 26, 2021, of any citizen in
217	217	this state; and
218	218	3. “Law-abiding citizen” means a person who is not otherwise
219	219	precluded under state law from possessing a firearm and shall not be
220	220	construed to include anyone who is not legally present in the United
221	221	States or this state.
222	222	SECTION 2. This act shall become effective November 1, 2025.
