7575 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7676 SECTION 1. AMENDATORY 21 O.S. 2021, Section 1289.24e, is
7777 amended to read as follows:
7878 Section 1289.24e. A. The State Legislature hereby occupies and
7979 preempts the entire field of legislation by any agency of this state
8080 or any political subdivision in this state to infringe upon the
8181 rights of a citizen of the State of Oklahoma this state, the
8282 unalienable right to keep and bear arms as guaranteed to them by the
8383 Second Amendment of the United States Constitution.
8484 B. Any federal, state, county , or municipal act, law, executive
8585 order, administrative order, court order, rule, policy , or
8686 regulation ordering that offers or orders the buy-back,
8787 confiscation, or surrender of firearms, firearm accessories , or

139139 ammunition from law-abiding citizens of this state shall be
140140 considered an infringement on the r ights of citizens to keep and
141141 bear arms as guaranteed by the Second Amendment of the Constitution
142142 of the United States and Article II, Section 26 of the Constitution
143143 of Oklahoma United States Constitution and Section 26 of Article II
144144 of the Oklahoma Consti tution.
145145 C. It shall be the duty of the courts and law enforcement
146146 agencies of this state to protect the rights of law -abiding citizens
147147 to keep and to bear arms within the borders of this state and to
148148 protect these rights from the infringement provided und er the
149149 provisions of this act the Second Amendment Sanctuary State Act .
150150 D. The preemption provided in this act the Second Amendment
151151 Sanctuary State Act shall include:
152152 1. Any regulation of arms and ammunition, pursuant to the
153153 National Firearms Act of 1934, prohibited or regulated on or after
154154 the effective date of this act April 26, 2021; and
155155 2. Any regulations regulation or provision of the Gun Control
156156 Act of 1968, prohibited or regulated on or after the effective date
157157 of this act April 26, 2021.
158158 E. For purposes of this section:
159159 1. “Arms” is defined as means any firearm, firearm part,
160160 accessory, or ammunition required to render that firearm operable

213213 2. “Infringement” shall mean means any law that reduces,
214214 represses, diminishes , or subverts the right to keep and bear arms,
215215 ammunition, parts, and accessories in any a mount that is legal as of
216216 the effective date of this act April 26, 2021, of any citizen in
217217 this state; and
218218 3. “Law-abiding citizen” means a person who is not otherwise
219219 precluded under state law from possessing a firearm and shall not be
220220 construed to include anyone who is not legally present in the United
221221 States or this state.
222222 SECTION 2. This act shall become effective November 1, 2025.
