7777 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7878 SECTION 1. NEW LAW A new section of law to be codified
7979 in the Oklahoma Statutes as Section 1 -712.1 of Title 63, unless
8080 there is created a duplication in numbering, reads as follows:
8181 A hospital, medical facility, or long -term care facility
8282 licensed by the State Department of Health shall publish on its
8383 website, and keep updated, all policies and procedures of the
8484 hospital, medical facility, or long -term care facility. The State
8585 Commissioner of Health shall promulgate rules to implement this
8686 section.

138138 SECTION 2. NEW LAW A new section of law to be co dified
139139 in the Oklahoma Statutes as Section 1 -712.2 of Title 63, unless
140140 there is created a duplication in numbering, reads as follows:
141141 A. A hospital, medical facility, or long -term care facility
142142 licensed by the State Department of Health shall establish policies
143143 and procedures necessary to track and document all additions,
144144 deletions, and other edits to a patient ’s medical records.
145145 B. Any person shall have the right to obtain, upo n request,
146146 detailed information of all additions, deletions, and other edits t o
147147 his or her medical records made by a hospital, medical facility, or
148148 long-term care facility, or those of:
149149 1. A minor child of whom the person is the parent or legal
150150 guardian; or
151151 2. Any other patient who lacks capacity to make medical
152152 decisions and for whom the person has legal authority to make such
153153 decisions and would have legal access to the patient ’s medical
154154 records.
155155 SECTION 3. This act shall become effecti ve November 1, 2025.
