79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
80	80	SECTION 1. AMENDATORY 59 O.S. 2021, Section 650, is
81	81	amended to read as follows:
82	82	Section 650. A. This act section shall be known and may be
83	83	cited as the “Oklahoma Interventional Pain Management and Treatment
84	84	Act”.
85	85	B. As used in this section:
86	86	1. “Chronic pain” means a pain state which is subacute,
87	87	persistent and intractable;
88	88	2. “Fluoroscope” means a radiologic instrument equipped with a
89	89	fluorescent screen on which opaque internal structures can be viewed

142	142	X-rays throughout the body “Fluoroscopy” means a medical imaging
143	143	procedure that uses an X -ray beam to take real -time footage of
144	144	moving internal body parts such as bones, muscles, joints, organs,
145	145	and tissue to display a consistent radiographic picture
146	146	progressively onto a screen ; and
147	147	3. “Interventional pain management ” means the practice of
148	148	medicine delivery of health care services devoted to the diagnosis
149	149	and treatment of chronic pain, throu gh the use of such techniques
150	150	as:
151	151	a. ablation of targeted nerves,
152	152	b. percutaneous precision needle placement within the
153	153	spinal column with placement of drugs such as local
154	154	anesthetics, steroids, and analgesics in targeted
155	155	areas of the spinal column , or
156	156	c. surgical techniques, such as laser or endoscopic
157	157	diskectomy discectomy, intrathecal infusion pumps and
158	158	spinal cord stimulators , or
159	159	d. fluoroscopy.
160	160	C. It shall be unlawful to pra ctice or offer to practice
161	161	interventional pain management in this state unless such person has:
162	162	1. Has been duly licensed under the provisions of the Oklahoma
163	163	Allopathic Medical and Surgical Licensure and Supervision Act or the
164	164	Oklahoma Osteopathic Medici ne Act; or

216	216	2. Is a Certified Registered Nurse Anesthetist licensed in
217	217	accordance with the Oklahoma Nursing Practice Act who holds a valid
218	218	certification in Nonsurgical Pain Management from the National Board
219	219	of Certification and Recertification for Nurse A nesthetists and
220	220	practices in accordance with the certification .
221	221	D. Nothing in this section shall be construed to forbid the
222	222	administration of lumbar intra -laminar epidural steroid injections
223	223	or peripheral nerve blocks by a certified registered nurse
224	224	anesthetist when requested to do so by a physician and under the
225	225	supervision of A Certified Registered Nurse Anesthetist who meets
226	226	the criteria of subsection C of this section may:
227	227	1. Practice interventional pain management, except for surgical
228	228	techniques, in collaboration with an allopathic or osteopathic
229	229	physician licensed in this sta te and under conditions in which
230	230	timely on-site consultation by such allopathic or osteopathic
231	231	physician is available .
232	232	E. A certified registered nurse anesthetist shall not oper ate;
233	233	2. Operate a freestanding pain management facility without
234	234	direct supervision of a in collaboration with an allopathic or
235	235	osteopathic physician who is board -certified in interventional pain
236	236	management or its equivalent ; and
237	237	3. Perform procedural sed ation.
238	238	E. Nothing in this section shall authorize a Certified
239	239	Registered Nurse Anesthetist to prescribe or dispense any opioid or

293	293	SECTION 2. This act shall become effective November 1, 2025.
