7979 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8080 SECTION 1. AMENDATORY 59 O.S. 2021, Section 650, is
8181 amended to read as follows:
8282 Section 650. A. This act section shall be known and may be
8383 cited as the “Oklahoma Interventional Pain Management and Treatment
8484 Act”.
8585 B. As used in this section:
8686 1. “Chronic pain” means a pain state which is subacute,
8787 persistent and intractable;
8888 2. “Fluoroscope” means a radiologic instrument equipped with a
8989 fluorescent screen on which opaque internal structures can be viewed

141141 as moving shadow images formed by the differential transmission of
142142 X-rays throughout the body “Fluoroscopy” means a medical imaging
143143 procedure that uses an X -ray beam to take real -time footage of
144144 moving internal body parts such as bones, muscles, joints, organs,
145145 and tissue to display a consistent radiographic picture
146146 progressively onto a screen ; and
147147 3. “Interventional pain management ” means the practice of
148148 medicine delivery of health care services devoted to the diagnosis
149149 and treatment of chronic pain, throu gh the use of such techniques
150150 as:
151151 a. ablation of targeted nerves,
152152 b. percutaneous precision needle placement within the
153153 spinal column with placement of drugs such as local
154154 anesthetics, steroids, and analgesics in targeted
155155 areas of the spinal column , or
156156 c. surgical techniques, such as laser or endoscopic
157157 diskectomy discectomy, intrathecal infusion pumps and
158158 spinal cord stimulators , or
159159 d. fluoroscopy.
160160 C. It shall be unlawful to pra ctice or offer to practice
161161 interventional pain management in this state unless such person has:
162162 1. Has been duly licensed under the provisions of the Oklahoma
163163 Allopathic Medical and Surgical Licensure and Supervision Act or the
164164 Oklahoma Osteopathic Medici ne Act; or

216216 2. Is a Certified Registered Nurse Anesthetist licensed in
217217 accordance with the Oklahoma Nursing Practice Act who holds a valid
218218 certification in Nonsurgical Pain Management from the National Board
219219 of Certification and Recertification for Nurse A nesthetists and
220220 practices in accordance with the certification .
221221 D. Nothing in this section shall be construed to forbid the
222222 administration of lumbar intra -laminar epidural steroid injections
223223 or peripheral nerve blocks by a certified registered nurse
224224 anesthetist when requested to do so by a physician and under the
225225 supervision of A Certified Registered Nurse Anesthetist who meets
226226 the criteria of subsection C of this section may:
227227 1. Practice interventional pain management, except for surgical
228228 techniques, in collaboration with an allopathic or osteopathic
229229 physician licensed in this sta te and under conditions in which
230230 timely on-site consultation by such allopathic or osteopathic
231231 physician is available .
232232 E. A certified registered nurse anesthetist shall not oper ate;
233233 2. Operate a freestanding pain management facility without
234234 direct supervision of a in collaboration with an allopathic or
235235 osteopathic physician who is board -certified in interventional pain
236236 management or its equivalent ; and
237237 3. Perform procedural sed ation.
238238 E. Nothing in this section shall authorize a Certified
239239 Registered Nurse Anesthetist to prescribe or dispense any opioid or

292292 offsite for the management of chronic pain .
293293 SECTION 2. This act shall become effective November 1, 2025.
