8787 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8888 SECTION 1. AMENDATORY 21 O.S. 2021, Section 1277, is

9191 UNLAWFUL CARRY IN CERTAIN PLACES
9292 A. It shall be unlawful for any person, including a person in

145145 provisions of the Oklahoma Self -Defense Act, to carry any concealed
146146 or unconcealed firearm into any of the following places:
147147 1. Any structure, building, or office space which is owned or
148148 leased by a city, town, county, the state or federal governmental
149149 authority for the purpose of conducting business with the public;
150150 2. Any courthouse, co urtroom, prison, jail, detention facility ,
151151 or any facility used to process, hold , or house arrested persons,
152152 prisoners, or persons alleged delinquent or adjudicated delinquent,
153153 except as provided in Section 21 of Title 57 of the Oklahoma
154154 Statutes;
155155 3. Any public or private elementary or public or private
156156 secondary school, except as provided in subsections C and D of this
157157 section;
158158 4. Any publicly owned or operated sports arena or venue during
159159 a professional sporting event, unless allowed by the event holder ;
160160 5. Any place where gambling is authorized by law, unless
161161 allowed by the property owner;
162162 6. Any other place specifically prohibited by law; and
163163 7. Any public property set aside by a county, city, town,
164164 public trust with a county, city , or town as a beneficiary, or state
165165 governmental authority for an event that is secured with minimum-
166166 security minimum security provisions; provided, however, the
167167 provisions of this paragraph shal l not apply to and shall not
168168 specifically exclude events held on the fairgroun ds and in buildings

220220 on the fairgrounds that are open to the general public during the
221221 Oklahoma State Fair or the Tulsa State Fair . For purposes of this
222222 paragraph, a minimum-security minimum security provision consists of
223223 a location that is secured utilizing the following:
224224 a. a metallic-style security fence that is at least eight
225225 (8) feet in height that encompasses the property and
226226 is secured in such a way as to deter unauthorized
227227 entry,
228228 b. controlled access points staffed by a uniformed,
229229 commissioned peace officer, and
230230 c. a metal detector whereby persons walk or otherwise
231231 travel with their property through or by the metal
232232 detector.;
233233 8. Any public building used for a public meetin g conducted
234234 under the Oklahoma Open Meeting Act, unless otherwise authorized by
235235 law; and
236236 9. Any public facility providing substance abuse or mental
237237 health services or any facilities providing substance abuse programs
238238 to persons who are under the direct su pervision of a municipality, a
239239 county, or the state, unless otherwise authoriz ed by law.
240240 B. It shall be lawful for a person to carry a concealed or
241241 unconcealed firearm on the following properties:

293293 1. Any property set aside for the use or parking of any
294294 vehicle, whether attended or unattended, by a city, town, county,
295295 state, or federal governmental authority;
296296 2. Any property set aside for the use or parking of any
297297 vehicle, whether attended or unattended, which is open to the
298298 public, or by any entity engag ed in gambling authorized by law;
299299 3. Any property adjacent to a structure, bu ilding, or office
300300 space in which concealed or unconcealed weapons are prohibited by
301301 the provisions of this section;
302302 4. Any property designated by a city, town, county , or state
303303 governmental authority as a park, recreational area, wildlife
304304 refuge, wildlife management area , or state or county fairgrounds;
305305 provided, nothing in this paragraph shall be construed to authorize
306306 any entry by a person in possession of a concealed or unconc ealed
307307 firearm into any structure, building, office space or event which is
308308 specifically prohibited by the provisions of subsection A of this
309309 section;
310310 5. Any property set aside by a public or private elementary or
311311 secondary school for the use or parking of any vehicle, whether
312312 attended or unattended; provided, however, the firearm shall be
313313 stored and hidden from view in a locked motor vehicle when the motor
314314 vehicle is left unattended on school property; and
315315 6. Any public property set aside temporarily by a county, city,
316316 town, public trust with a county, city , or town as a beneficiar y, or

368368 state governmental authority for the holder of an event permit that
369369 is without minimum-security minimum security provisions, as such
370370 term is defined in paragraph 7 of subse ction A of this section;
371371 provided, the carry of firearms within said the permitted event area
372372 shall be limited to concealed carry of a handgun unless otherwise
373373 authorized by the holder of the event permit ; and
374374 7. The fairgrounds and buildings of the fairg rounds that are
375375 open to the general public during the Oklahoma State Fair or t he
376376 Tulsa State Fair; provided, the handgun is carried in a concealed
377377 manner. The event holder shall be authorized to allow for the open
378378 carry of all lawful firearms during the O klahoma State Fair or the
379379 Tulsa State Fair.
380380 Nothing contained in any provision of this subsection or
381381 subsection C of this section shall be construed to authorize or
382382 allow any person in control of any place described in subsection A
383383 of this section to estab lish any policy or rule that has the effect
384384 of prohibiting any person in lawfu l possession of a handgun license
385385 or otherwise in lawful possession of a firearm from carrying or
386386 possessing the firearm on the property described in this subsection.
387387 C. A concealed or unconcealed weapon may be carried onto
388388 private school property or in any school bus or vehicle used by any
389389 private school for transportation of students or teachers by a
390390 person who is licensed pursuant to the Oklahoma Self -Defense Act,
391391 provided a policy has been adopted by the governing entity of the

443443 private school that auth orizes the carrying and possession of a
444444 weapon on private school property or in any school bus or vehicle
445445 used by a private school. Except for acts of gross negligence or
446446 willful or wanton misconduct, a governing entity of a private school
447447 that adopts a policy which authorizes the possession of a weapon on
448448 private school property, a school bus , or a vehicle used by the
449449 private school shall not be subject to liability for any inju ries
450450 arising from the adoption of the policy. The provisions of this
451451 subsection shall not apply to claims pursuant to the Administrative
452452 Workers’ Compensation Act.
453453 D. Notwithstanding paragraph 3 of subsection A of this section,
454454 a A board of education of a school district may adopt a policy
455455 pursuant to Section 5 -149.2 of Title 70 of the Oklahoma Statutes to
456456 authorize the carrying of a handgun onto school property by school
457457 personnel specifically designated by the board of education,
458458 provided such personnel either:
459459 1. Possess a valid armed security guard license as provided for
460460 in Section 1750.1 et seq. of Title 59 of the Oklahoma Statutes the
461461 Oklahoma Security Guard and Private Investigator Act ; or
462462 2. Hold a valid reserve peace officer certification as pr ovided
463463 for in Section 3311 of Title 70 of the Oklahoma Statutes.
464464 Nothing in this subsection shall be construed to restrict authority
465465 granted elsewhere in law to carry firearms.

517517 E. Notwithstanding the provisions of subsection A of this
518518 section, on any prop erty designated as a municipal zoo or park of
519519 any size that is owned, leased, operated, or managed by:
520520 1. A public trust created pursuant to the provisions of Section
521521 176 of Title 60 of the Oklahoma Statutes; or
522522 2. A nonprofit entity,
523523 an individual shall be allowed to carry a concealed handgun but not
524524 openly carry a handgun on the property. The public trust or
525525 nonprofit entity shall be authorized to allow for the open carry of
526526 all lawful firearms on the property of the public trust or nonprofit
527527 entity.
528528 F. Any person violating the provisions of paragraph 2 or 3 of
529529 subsection A of this section shall, upon conviction, be guilty of a
530530 misdemeanor punishable by a fine not to exceed Two Hundred Fifty
531531 Dollars ($250.00). A person violating any other provision of
532532 subsection A of this section may be denied entrance onto the
533533 property or removed from the property. If the person refuses to
534534 leave the property and a peace officer is summoned, the person may
535535 be issued a citation for an amount not to exceed Two Hundred F ifty
536536 Dollars ($250.00).
537537 G. No person in possession of a valid handgun license issued
538538 pursuant to the provisions of the Oklahoma Self -Defense Act or who
539539 is carrying or in possession of a firearm as otherwise permitted by
540540 law or who is carrying or in posses sion of a machete, blackjack,

592592 loaded cane, hand chain , or metal knuckles shall be authorized to
593593 carry the firearm, machete, blackjack, loaded cane, hand chain , or
594594 metal knuckles into or upon any college, university , or technology
595595 center school property, ex cept as provided in this subsection. For
596596 purposes of this subsection, the fol lowing property shall not be
597597 construed to be college, university , or technology center school
598598 property:
599599 1. Any property set aside for the use or parking of any motor
600600 vehicle, whether attended or unattended, provided the firearm,
601601 machete, blackjack, loaded cane, hand chain , or metal knuckles are
602602 carried or stored as required by law and the firearm, machete,
603603 blackjack, loaded cane, hand chain , or metal knuckles are not
604604 removed from the motor vehicle without the prior consent of the
605605 college or university pres ident or technology center school
606606 administrator while the vehicle is on any college, university , or
607607 technology center school property;
608608 2. Any property authorized for possession or use of firearms,
609609 machetes, blackjacks, loaded canes, hand chains , or metal knuckles
610610 by college, university , or technology center school policy; and
611611 3. Any property authorized by the written consent of the
612612 college or university president or technology c enter school
613613 administrator, provided the written consent is carried with the
614614 firearm, machete, blackjack, loaded cane, hand chain , or metal

666666 knuckles and the valid handgun license while on college, university ,
667667 or technology center school property.
668668 The college, university, or technology center school may notify
669669 the Oklahoma State Bureau of Investigation within ten (10) days of a
670670 violation of any provision of this subsection by a licensee. Upon
671671 receipt of a written notification of violation, the Bureau shall
672672 give a reasonable notice to the licensee and hold a hearing. At the
673673 hearing, upon a determination that the licensee has violated any
674674 provision of this subsection, the licensee may be subject to an
675675 administrative fine of Two Hundred Fifty Dollars ($250.00) and may
676676 have the handgun license suspended for three (3) months.
677677 Nothing contained in any provision of this subsection shall be
678678 construed to authorize or allow any college, university , or
679679 technology center school to establish any policy or rule that has
680680 the effect of prohibiting any person in lawful possession of a
681681 handgun license or any person in lawful possession of a firearm,
682682 machete, blackjack, loaded cane, hand chain , or metal knuckles from
683683 possession of a firearm, machete, blackjack, loaded cane, han d
684684 chain, or metal knuckles in places described in paragraphs 1, 2 , and
685685 3 of this subsection. Nothing contained in any provision of this
686686 subsection shall be construed to limit the authority of any college,
687687 university, or technology center school in this st ate from taking
688688 administrative action against any student for any violation of any
689689 provision of this subsection.

741741 H. The provisions of this section shall not apply to the
742742 following:
743743 1. Any peace officer or any person authorized by law to carry a
744744 firearm in the course of employment;
745745 2. District judges, associate district judges , and special
746746 district judges, who are in possession of a valid handgun license
747747 issued pursuant to the provisions of the Oklahoma Self -Defense Act
748748 and whose names appear on a list ma intained by the Administrative
749749 Director of the Courts, when acting in the cour se and scope of
750750 employment within the courthouses of this state;
751751 3. Private investigators with a firearms authorization when
752752 acting in the course and scope of employment;
753753 4. Elected officials An elected official of a county, who are
754754 is in possession of a valid handgun license issued pursuant to the
755755 provisions of the Oklahoma Self -Defense Act, may carry a concealed
756756 handgun when acting in the performance of his or her duties withi n
757757 the courthouses of the county in which he or she was elected. The
758758 provisions of this paragraph shall not allow the elected county
759759 official to carry the handgun into a courtroom;
760760 5. The sheriff of any county may authorize certain employees of
761761 the county, who possess a valid handgun license issued pursuant to
762762 the provisions of the Oklahoma Self -Defense Act, to carry a
763763 concealed handgun when acting in the course and scope of employment
764764 within the courthouse in the county in which the person is employed.

816816 Nothing in the Oklahoma Self -Defense Act shall prohibit the sheriff
817817 from requiring additional instruction or training before granting
818818 authorization to carry a concealed handgun within the courthouse.
819819 The provisions of this paragraph and of paragraph 6 of t his
820820 subsection shall not allow the county employee to carry the handgun
821821 into a courtroom, sheriff ’s office, adult or juvenile jail , or any
822822 other prisoner detention area; and
823823 6. The board of county commissioners of any county may
824824 authorize certain employee s of the county, who possess a valid
825825 handgun license issued pursuant to the pr ovisions of the Oklahoma
826826 Self-Defense Act, to carry a concealed handgun when acting in the
827827 course and scope of employment on county annex facilities or grounds
828828 surrounding the county courthouse.
829829 I. For the purposes of this section, “motor vehicle” means any
830830 automobile, truck, minivan, sports utility vehicle, or motorcycle,
831831 as defined in Section 1 -135 of Title 47 of the Oklahoma Statutes,
832832 equipped with a locked accessory container within or affixed to the
833833 motorcycle.
834834 SECTION 2. AMENDATORY 21 O.S. 2021, Section 1290.22, is
835835 amended to read as follows:

837837 BUSINESS OWNER’S RIGHTS
838838 A. Except as provided in subsections B, C , and D of this
839839 section, nothing contained in any provision of the Oklahoma Self -

891891 Defense Act shall be construed to limit, restrict , or prohibit in
892892 any manner the existing rights of any person, property owner,
893893 tenant, employer, liquor store, place of worship , or business entity
894894 to control the possession of weapons on any property owned or
895895 controlled by the person or business entity.
896896 B. No person, property owner, tenant, employer, liquor store,
897897 holder of an event permit, place of worship , or business entity
898898 shall be permitted to est ablish any policy or rule that has the
899899 effect of prohibiting any person, except a convicted felon, from
900900 transporting and storing firearms in a locked vehicle on any
901901 property set aside for any vehicle.
902902 C. A property owner, tenant, employer, liquor store, p lace of
903903 worship, or business entity may prohibit any person from carrying a
904904 concealed or unconcealed firearm on the property. If the building
905905 or property is open to the public, the property owner, tenant,
906906 employer, liquor store, place of worship , or business entity shall
907907 post signs on or about the property stating such prohibition.
908908 D. No person, property owner, tenant, employer, liquor store,
909909 holder of an event permit, place of worship , or business entity
910910 shall be permitted to establish any policy or rule that has the
911911 effect of prohibiting any person from carrying a concealed or
912912 unconcealed firearm on property within the specific exclusion
913913 provided for in paragraph 4 of subsection B of Section 1277 of this

966966 be prohibited in the following places:
967967 1. The portion of a public property structure or building
968968 during an event authorized by the city, town, county, or state or
969969 federal governmental authority owning or controlling such building
970970 or structure;
971971 2. Any public property sports field including any adjacent
972972 seating or adjacent area set aside for viewing a sporting event,
973973 where an elementary or secondary school, collegiate, or professional
974974 sporting event or, an International Olympic Committee or
975975 organization or any committee subordinate to the International
976976 Olympic Committee event , or a horse racing event is being held;
977977 3. The fairgrounds during the Oklahoma State Fair or the Tulsa
978978 State Fair; and
979979 4. 3. The portion of a public property structure or building
980980 that is leased or under contract to a business or not -for-profit
981981 entity or group for offices.
982982 E. The otherwise lawful carrying of a concealed or unconcealed
983983 firearm by a person on property that has signs prohibiting the
984984 carrying of firearms shall subject the person to being denied

10381038 1. Has been informed by the property owner, business entity , or
10391039 manager of the business that the person is in violation of a policy
10401040 that prohibits firearms on the property; and
10411041 2. Refuses to leave the property and a peace officer is
10421042 summoned, the person shall, upon conviction, be guilty of a
10431043 misdemeanor punishable by a fine not to exceed Two Hundred Fifty
10441044 Dollars ($250.00).
10451045 F. A person, property owner, tenant, employer, liquor store,
10461046 holder of an event permit, place of worship , or business entity that
10471047 does or does not prohibit any individual, except a convicted felon,
10481048 from carrying a loaded or unloaded, concealed or unconcealed weapon
10491049 on property that the person, property owner, tenant, employer,
10501050 liquor store, holder of an event permit, place of worship , or
10511051 business entity owns, or has legal control of, is immune from any
10521052 liability arising from that decision. Except for acts of gross
10531053 negligence or willful or wanton misconduct, an employer who does or
10541054 does not prohibit his or her employees from carrying a concealed or
10551055 unconcealed weapon is immune from any liability arising from that
10561056 decision. A person, property owner, tenant, employer, liquor store,
10571057 holder of an event permit, place of worship , or business entity that
10581058 does not prohibit persons from carrying a concealed or unconcealed
10591059 weapon pursuant to subsection D of this section shall be immune from
10601060 any liability arising from the carrying of a concealed or
10611061 unconcealed weapon, while in the scope of employment, on the

11141114 of this subsection shall not apply to claims pursuant to the
11151115 Administrative Workers ’ Compensation Act.
11161116 G. It shall not be considered part of an employee ’s job
11171117 description or within the emplo yee’s scope of employment if an
11181118 employee is allowed to carry or discharge a weapon pursuant to this
11191119 section.
11201120 H. Nothing in subsections F and G of this section shall prevent
11211121 an employer, employee, or person who has suffered loss resulting
11221122 from the discharge of a weapon to seek redress or damages of the
11231123 person who discharged the weapon or used the weapon outside the
11241124 provisions of the Oklahoma Self -Defense Act.
11251125 SECTION 3. This act shall become effective November 1, 2025.
