55	48		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
56	49		SECTION 1. NEW LAW A new section of law to be codified
57	50		in the Oklahoma Statutes as Section 52 of Title 74, unless there is
58	51		created a duplication in numbering, reads as follows:
59	52		A. For purposes of this section:
60	53		1. “Biotechnology company of concern ” means an entity
61	54		designated by the federal government to be under the control of a
62	55		foreign adversary and that poses a risk to national se curity based
63	56		on the company’s research of multiomic data collection; and
64	57		2. “Multiomics” means a biological analysis method that
65	58		combines data from multiple research areas, including, but not
	59	+	limited to, genomics, tra nscriptomics, proteomics, epigenomics, and
	60	+	metabolomics in order to gain a comprehensive understanding of
	61	+	complex biological processes .

96	88		B. Any state agency that receives federal or state funds shall
97	89		not be authorized to use or procure any biotechnology equipment or
98	90		service that originates from a company designated by the federal
99	91		government to be a biotechnology company of concern nor shall any
100	92		such state agency contract with an entity that uses or procures such
101	93		biotechnology.
102	94		SECTION 2. This act shall take effect upon the enac tment of a
103	95		federal law that prohibits entities that receive federal funds from
104	96		using biotechnology that is from a company associated with a foreign
105	97		adversary.
