81	81	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
82	82	SECTION 1. NEW LAW A new section of law not to be
83	83	codified in the Oklahoma Statutes reads as follows:
84	84	This act shall be known and may be cited as the “Ethan Haim
85	85	Act”.

140	140	1. The Tenth Amendment to the Un ited States Constitution
141	141	reserves to the states and the people all powers not delegated to
142	142	the federal government ;
143	143	2. The federal executive branch has expanded far beyond its
144	144	constitutional boundaries, with numerous agencies assuming powers
145	145	and responsibilities not granted by the United States Constitution;
146	146	3. This expansion has infringed on the rights of states and
147	147	their citizens, undermining federalism and Oklahoma’s sovereign ty;
148	148	4. The United States Constitution guarantees inalienable
149	149	rights, including those enumerated in the First, Second, and Fourth
150	150	Amendments, as well as protections of individual autonomy in matters
151	151	such as medical freedom ;
152	152	5. Whistleblowers play a critic al role in exposing illegal,
153	153	unethical, or unconstitutional actions and must be protected from
154	154	retaliation or prosecution ; and
155	155	6. Any actions by federal agents or entities that infringe upon
156	156	these rights or exceed the federal government’s enumerated power s
157	157	are unconstitutional and an affront to the liberty of Oklahoma
158	158	residents.
159	159	It is the intent of this act to establish penalties, including
160	160	deportation, to deter unconstitutional actions, protect
161	161	whistleblowers, and affirm Oklahoma’s responsibility to defen d its
162	162	citizens’ rights and sovereignty.

214	214	SECTION 3. NEW LAW A new section of law to be codified
215	215	in the Oklahoma Statutes as Section 13000 of Title 74, unless there
216	216	is created a duplication in numbering, reads as follows:
217	217	For purposes of this act:
218	218	1. “Agent” refers to any representative, employee, or
219	219	contractor of a federal agency ;
220	220	2. “Entity” includes federal agencies, organizations, or other
221	221	bodies acting under federal authority ;
222	222	3. “Unconstitutional action” means:
223	223	a. any activity, investigation, enforcement, or operation
224	224	that infringes upon rights guaranteed under the United
225	225	States Constitution or the Oklahoma Constitution , or
226	226	b. any action usurping powers not expressly granted to
227	227	the federal government under the United States
228	228	Constitution; and
229	229	4. “Whistleblower” refers to any individual who, in good faith ,
230	230	reports or discloses illegal, unconstitutional, or unethical actions
231	231	within federal or state agencies.
232	232	SECTION 4. NEW LAW A new section of law to be cod ified
233	233	in the Oklahoma Statutes as Section 13001 of Title 74, unless there
234	234	is created a duplication in numbering, reads as follows:
235	235	A. It shall be unlawful for any agent or entity to engage in
236	236	activities that violate the constitutional rights of Oklahoma
237	237	residents while operating within the state.

289	289	B. Specific violations include, bu t are not limited to:
290	290	1. Actions infringing upon freedom of speech, religion, or the
291	291	press;
292	292	2. Seizure or restriction of firearms not supported by
293	293	constitutional authority ;
294	294	3. Search and seizure actions without probable cause or due
295	295	process;
296	296	4. Coercion or retaliation against individuals for protected
297	297	expressions or lawful decisions ; and
298	298	5. Prosecution, intimidation, or retaliation against
299	299	whistleblowers who expose illegal or unconstitutional actions.
300	300	C. Any federal agent found guilty of engaging in
301	301	unconstitutional actions within Oklahoma shall be ordered to leave
302	302	the state immediately and shall be prohibited from returning to the
303	303	state for a minimum of one (1) year, shall b e subject to civil
304	304	liability for damages caused by his or her unconstitutional actions,
305	305	and shall be fined Thirty-five Thousand Dollars ($35,000.00) per day
306	306	of violation.
307	307	D. Any entity operating in violation of this act shall cease
308	308	all operations within t he state and remove all representatives,
309	309	employees, or agents within thirty (3 0) days of a court order, shall
310	310	be prohibited from re -establishing operations within Oklahoma for a
311	311	minimum of one (1) year, shall be subject to civil liability for

363	363	damages caused by their unconstitutional actions, and shall be fin ed
364	364	Five Hundred Thousand Dollars ($500,000.00) per day of violation.
365	365	E. Oklahoma residents harmed by unconstitutional actions may
366	366	bring civil suits against individuals, agents, or entities. Civil
367	367	suits may seek compensatory and punitive damages, as well as
368	368	injunctive relief.
369	369	F. Any individual or entity deported under this act shall be
370	370	barred from entering into contracts or enforcement actions within
371	371	the state during the prohibition period.
372	372	G. The Attorney General is authorized to investigate,
373	373	prosecute, and enforce penalties, including deportation, for
374	374	violations of this act. District attorneys shall have concurrent
375	375	jurisdiction with the Attorney General to prosecute violations of
376	376	this act and petitio n for deportation. Upon a finding of guilt, the
377	377	court may order the immediate deportation of the individual or
378	378	entity from Oklahoma for a period of time sufficient to prevent
379	379	further violations. Local law enforcement agencies may detain
380	380	individuals suspected of unconstitutional actions until adjudication
381	381	or deportation.
382	382	H. This act does not apply to actions explicitly authorized by
383	383	the United States Constitution and adjudicated as lawful by the
384	384	Oklahoma Supreme Court or the United States Supreme Court.
385	385	I. If any provision of this act is found to be
386	386	unconstitutional, the remaining provisions shall remain in effect.
