8181 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8282 SECTION 1. NEW LAW A new section of law not to be
8383 codified in the Oklahoma Statutes reads as follows:
8484 This act shall be known and may be cited as the “Ethan Haim

140140 1. The Tenth Amendment to the Un ited States Constitution
141141 reserves to the states and the people all powers not delegated to
142142 the federal government ;
143143 2. The federal executive branch has expanded far beyond its
144144 constitutional boundaries, with numerous agencies assuming powers
145145 and responsibilities not granted by the United States Constitution;
146146 3. This expansion has infringed on the rights of states and
147147 their citizens, undermining federalism and Oklahoma’s sovereign ty;
148148 4. The United States Constitution guarantees inalienable
149149 rights, including those enumerated in the First, Second, and Fourth
150150 Amendments, as well as protections of individual autonomy in matters
151151 such as medical freedom ;
152152 5. Whistleblowers play a critic al role in exposing illegal,
153153 unethical, or unconstitutional actions and must be protected from
154154 retaliation or prosecution ; and
155155 6. Any actions by federal agents or entities that infringe upon
156156 these rights or exceed the federal government’s enumerated power s
157157 are unconstitutional and an affront to the liberty of Oklahoma
158158 residents.
159159 It is the intent of this act to establish penalties, including
160160 deportation, to deter unconstitutional actions, protect
161161 whistleblowers, and affirm Oklahoma’s responsibility to defen d its
162162 citizens’ rights and sovereignty.

214214 SECTION 3. NEW LAW A new section of law to be codified
215215 in the Oklahoma Statutes as Section 13000 of Title 74, unless there
216216 is created a duplication in numbering, reads as follows:
217217 For purposes of this act:
218218 1. “Agent” refers to any representative, employee, or
219219 contractor of a federal agency ;
220220 2. “Entity” includes federal agencies, organizations, or other
221221 bodies acting under federal authority ;
222222 3. “Unconstitutional action” means:
223223 a. any activity, investigation, enforcement, or operation
224224 that infringes upon rights guaranteed under the United
225225 States Constitution or the Oklahoma Constitution , or
226226 b. any action usurping powers not expressly granted to
227227 the federal government under the United States
228228 Constitution; and
229229 4. “Whistleblower” refers to any individual who, in good faith ,
230230 reports or discloses illegal, unconstitutional, or unethical actions
231231 within federal or state agencies.
232232 SECTION 4. NEW LAW A new section of law to be cod ified
233233 in the Oklahoma Statutes as Section 13001 of Title 74, unless there
234234 is created a duplication in numbering, reads as follows:
235235 A. It shall be unlawful for any agent or entity to engage in
236236 activities that violate the constitutional rights of Oklahoma
237237 residents while operating within the state.

289289 B. Specific violations include, bu t are not limited to:
290290 1. Actions infringing upon freedom of speech, religion, or the
291291 press;
292292 2. Seizure or restriction of firearms not supported by
293293 constitutional authority ;
294294 3. Search and seizure actions without probable cause or due
295295 process;
296296 4. Coercion or retaliation against individuals for protected
297297 expressions or lawful decisions ; and
298298 5. Prosecution, intimidation, or retaliation against
299299 whistleblowers who expose illegal or unconstitutional actions.
300300 C. Any federal agent found guilty of engaging in
301301 unconstitutional actions within Oklahoma shall be ordered to leave
302302 the state immediately and shall be prohibited from returning to the
303303 state for a minimum of one (1) year, shall b e subject to civil
304304 liability for damages caused by his or her unconstitutional actions,
305305 and shall be fined Thirty-five Thousand Dollars ($35,000.00) per day
306306 of violation.
307307 D. Any entity operating in violation of this act shall cease
308308 all operations within t he state and remove all representatives,
309309 employees, or agents within thirty (3 0) days of a court order, shall
310310 be prohibited from re -establishing operations within Oklahoma for a
311311 minimum of one (1) year, shall be subject to civil liability for

363363 damages caused by their unconstitutional actions, and shall be fin ed
364364 Five Hundred Thousand Dollars ($500,000.00) per day of violation.
365365 E. Oklahoma residents harmed by unconstitutional actions may
366366 bring civil suits against individuals, agents, or entities. Civil
367367 suits may seek compensatory and punitive damages, as well as
368368 injunctive relief.
369369 F. Any individual or entity deported under this act shall be
370370 barred from entering into contracts or enforcement actions within
371371 the state during the prohibition period.
372372 G. The Attorney General is authorized to investigate,
373373 prosecute, and enforce penalties, including deportation, for
374374 violations of this act. District attorneys shall have concurrent
375375 jurisdiction with the Attorney General to prosecute violations of
376376 this act and petitio n for deportation. Upon a finding of guilt, the
377377 court may order the immediate deportation of the individual or
378378 entity from Oklahoma for a period of time sufficient to prevent
379379 further violations. Local law enforcement agencies may detain
380380 individuals suspected of unconstitutional actions until adjudication
381381 or deportation.
382382 H. This act does not apply to actions explicitly authorized by
383383 the United States Constitution and adjudicated as lawful by the
384384 Oklahoma Supreme Court or the United States Supreme Court.
385385 I. If any provision of this act is found to be
386386 unconstitutional, the remaining provisions shall remain in effect.

438438 SECTION 5. This act shall become effective July 1, 2025.
439439 SECTION 6. It being immediately necessary for the p reservation
440440 of the public peace, health or safety, an emergency is hereby
441441 declared to exist, by reason whereof this act shall take effect and
442442 be in full force from and after its passage and approval.
