7979 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8080 SECTION 1. AMENDATORY 70 O.S. 2021, Section 11 -103.6, as
8181 last amended by Section 1, Chapter 384, O.S.L. 2024 (70 O.S. Supp.
8282 2024, Section 11-103.6), is amended to read as f ollows:
8383 Section 11-103.6. A. 1. The State Board of Education shall
8484 adopt subject matter standards for instruction of students in the
8585 public schools of this state that are necessary to ensure there is
8686 attainment of desired levels of competencies in a var iety of areas
8787 to include language, mathematics, science, social studies,
8888 communication, and health and physical education.

140140 2. School districts shall develop and implement curriculum,
141141 courses, and instruction in order to ensure that students meet the
142142 skills and competencies as set forth in this section and in the
143143 subject matter standards adopted by the State Board of Education.
144144 3. All students shall gain literacy at the elementary and
145145 secondary levels. Students shall develop skills in reading,
146146 writing, speaking, computing, and critical thinking. For purposes
147147 of this section, critical thinking “critical thinking” means a
148148 manner of analytical thinking which is logical and uses linear
149149 factual analysis to reach a conclusion. They shall learn about
150150 cultures and environments - their own and those of others with whom
151151 they share the earth. All students shall receive the instruction
152152 needed to lead healthy and physically active lifestyles. Students,
153153 therefore, shall study social studies, literature, languages, th e
154154 arts, health, mathematics, and science. Such curricula shall
155155 provide for the teaching of a hands -on career exploration program in
156156 cooperation with technology center schools.
157157 4. The subject matter standards shall be designed to teach the
158158 competencies for which students shall be tested as provided in
159159 Section 1210.508 of this title and shall be designed to prepare all
160160 students for active citizenship, employment, and/or successful
161161 completion of postsecondary education without the need for remedial
162162 coursework at the postsecondary level.

214214 5. The subject matter standards shall be design ed with rigor as
215215 defined in paragraph 6 of subsection F of this section.
216216 6. The subject matter standards for English Language Arts shall
217217 give Classic Literature and nonfiction l iterature equal
218218 consideration to other literature. In addition, emphasis shall be
219219 given to the study of complete works of literature.
220220 7. At a minimum, the subject matter standards for mathematics
221221 shall require mastery of the standard algorithms in mathem atics,
222222 which is the most logical, efficient way of solving a problem that
223223 consistently works, and for students to attain fluency in Euclidian
224224 Euclidean geometry.
225225 8. The subject matter standards for history, social studies,
226226 and United States Government sha ll include the content of the United
227227 States naturalization test, with an emphasis on the specific content
228228 of the test and the ideas and concepts it references. The United
229229 States naturalization test shall be made available in physical and
230230 electronic online formats as an optional assessment tool for
231231 teachers.
232232 9. The subject matter s tandards for United States Government
233233 shall include an emphasis on civics. For the purposes of this
234234 section, “civics” means the study of the rights and duties of
235235 Oklahoma and United States citizens and of how those governments
236236 work.

288288 10. The subject matter standards for health and physical
289289 education shall include , but not be limited to , the domains of
290290 physical, emotional, social, and intellectual health. Health
291291 literacy shall include the ability to obtain, process, and
292292 understand basic health information and services needed to make
293293 appropriate health decisions. Health shall also include the
294294 importance of proper nutrition and exercise, mental health and
295295 wellness, substance abuse, coping skills for understanding and
296296 managing trauma, establishing and maintaining positive
297297 relationships, and responsible decision making. Physical literacy
298298 shall include the ability to move with competence and confidence in
299299 a wide variety of physical ac tivities in multiple environments that
300300 benefit the healthy development of the whole person.
301301 B. Subject to the provisions of subsection C or subsection D of
302302 this section, in order to graduate from a public high school
303303 accredited by the State Board of Educa tion with a standard diploma,
304304 students enrolled in grades eight through twelve in the 2024 -2025
305305 school year shall complete the following college preparatory/work
306306 ready curriculum units or sets of competencies at the secondary
307307 level:
308308 1. Four units or sets of competencies of English to include
309309 Grammar, Composition, Literature, or any English course approved for
310310 college admission requirements;

372372 and one unit or set of competencies from the domains of physical
373373 science, life science, or earth and space science such that the
374374 content and rigor is above Biology I or Physical Science;
375375 4. Three units or sets of competencies of history and
376376 citizenship skills including one uni t of American History, 1/2 unit
377377 of Oklahoma History, 1/2 unit of United States Government, and one
378378 unit from the subjects of History, Government, Geography, Economics,
379379 Civics, or non-Western culture and approved for college admission
380380 requirements;
381381 5. Two units or sets of competencies of the same world or non -
382382 English language or two units of computer technology approved for
383383 college admission requirements, whether taught at a high school or a
384384 technology center school including computer programming, hardware,
385385 and business computer applications, such as word processing,

438438 typing courses;
439439 6. One additional unit or set of competencies selected from
440440 paragraphs 1 through 5 of this subsection or career a nd technology
441441 education courses, concurrently enrolled courses, advanced placement
442442 courses, or International Baccalaureate courses approved for college
443443 admission requirements; and
444444 7. One unit or set of competencies of fine arts, such as music,
445445 art, or drama, or one unit or set of competencies of speech.
446446 C. In lieu of the requireme nts of subsection B or subsection D
447447 of this section which requires a college preparatory/work ready
448448 curriculum, a student enrolled in grades eight through twelve in the
449449 2024-2025 school year may enroll in the core curriculum as provided
450450 in this subsection upon written approval of the parent or legal
451451 guardian of the student. For students under the age of eighteen
452452 (18) school districts shall require a parent or legal guardian of
453453 the student to meet with a designee of the school prior to
454454 enrollment in the cor e curriculum. The State Department of
455455 Education shall develop and distribute to school districts a form
456456 suitable for this purpose, which shall include information on the
457457 benefits to students of completing the college preparatory/work
458458 ready curriculum as provided for in subsection B of this section.
459459 In order to graduate from a public high school accredited by the
460460 State Board of Education with a standard diploma, students enrolled

515515 1. Language Arts – 4 units or sets of competencies to consist
516516 of 1 unit or set of competencies o f grammar and composition, and 3
517517 units or sets of competencies which may include, but are not limited
518518 to, the following courses:
519519 a. American Literature,
520520 b. English Literature,
521521 c. World Literature,
522522 d. Advanced English Courses, or
523523 e. other English courses wi th content and/or rigor equal
524524 to or above grammar and composition;
525525 2. Mathematics – 3 units or sets of competencies to consist of
526526 1 unit or set of competencies of Algebra I or Algebra I taught in a
527527 contextual methodology, and 2 units or sets of competenci es which
528528 may include, but are not limited to, the following courses:
529529 a. Algebra II,
530530 b. Geometry or Geometry taught in a contextual
531531 methodology,
532532 c. Trigonometry,
533533 d. Math Analysis or Precalculus,
534534 e. Calculus,

588588 completion of one (1) year of a full -time, three-hour
589589 career and technology program leading to an industry
590590 credential/certificate or college credit. The State
591591 Board of Career and Technology Education shall
592592 promulgate rules to define the provisions of this
593593 section related to the accepted industry -valued
594594 credentials which are industry -endorsed or industry -
595595 aligned. The list of accepted industry -valued
596596 credentials shall be reviewed annually and updated at
597597 least every three (3 ) years by the Board,
598598 h. (1) contextual mathematics courses which enhance
599599 technology preparation, or
600600 (2) a science, technology, engineering, and math
601601 (STEM) block course meeting the requirements for
602602 course competencies listed in paragraph 2 of
603603 subsection B of this section, whether taught at
604604 a:
605605 (a) comprehensive high school, or
606606 (b) technology center school when taken in the
607607 tenth, eleventh, or twelfth grade, taught by
608608 a certified teacher, and approved by the
609609 State Board of Education and the independent
610610 district board of education,

832832 D. Beginning with the 2024 -2025 school year, students whose
833833 parent or legal guardian approve modification of the existing
834834 graduation track as outlined in su bsections B and C of this section,

887887 (23) curriculum units or sets of competencies at the secondary level
888888 as listed below; and provided for in this subsection. Beginning
889889 with students entering the eighth grade in the 2025 -2026 school
890890 year, in order to graduate from a public high school accredited by
891891 the State Board of Education with a standard diploma, students shall
892892 complete a minimum of the following twenty -three (23) curriculum
893893 units or sets of competencies at the secondary level:
894894 1. Four units or sets of competenc ies of English to include
895895 Grammar, Composition, Literature, or any English course including
896896 English 10: Advanced Placement Seminar ;
897897 2. Four units or sets of competencies of math ematics, two of
898898 which shall be Algebra I and either Algebra II or Geometry. The
899899 other two units may include Algebra II, Geometry, Trigonometry, Math
900900 Analysis, Calculus, Statistics, Math of Finance, Computer Science,
901901 college courses approved for dual credi t, an approved full-time
902902 postsecondary career and technology program, or local ly approved
903903 math based application course, or any mathematics course with
904904 content and/or rigor above Algebra I;
905905 3. Three units or sets of competencies of laboratory science
906906 approved for college admission requirements including one unit or
907907 set of competencies of life science meeting the standards for
908908 Biology I; one unit or set of competencies of physical science
909909 meeting the standards for Physical Science, Chemistry, or Physics;
910910 and one unit or set of competencies from the domains of physical

971971 5. Six pathway units or sets of competencies approved at the
972972 discretion of the school district board of education which align
973973 with each student’s Individual Career and Academic Plan (ICAP) and
974974 may include, but are not limited to, any additional units or sets of
975975 competencies as provided in paragraphs 1 through 4 of this
976976 subsection, world or non -English language, computer technology,
977977 Junior Reserve Officers ’ Training Corps (JROTC), internship or
978978 apprenticeship programs, career and technol ogy education courses,
979979 concurrently enrolled courses, advanced placement courses,
980980 International Baccalaureate courses approved for college admission
981981 requirements, music, art, dra ma, speech, dance, media arts, or other
982982 approved courses; and
983983 6. Three units or sets of competencies of elective courses
984984 approved by the school district board of education.

10361036 E. A school district shall determine the specific description
10371037 of the locally approved math and science based application courses
10381038 allowed pursuant to paragraphs 2 and 3 of subsection D of this
10391039 section. Formal notification with the specific course description
10401040 shall be provided to the State Department of Education prior to July
10411041 1 of each school year. The notification shall include what courses
10421042 will be coded as locally approved math and science based application
10431043 courses for the ensuing school year.
10441044 F. 1. In addition to the curriculum requirements of subsection
10451045 B, C, or D of this section , in order to graduate from a public high
10461046 school accredited by the State Board of Education students shall
10471047 complete the requirements for a personal financial literacy passport
10481048 as set forth in the Passport to Financial Literacy Act and any
10491049 additional course requirements or recommended elective courses as
10501050 may be established by the State Board of Education and the district
10511051 school board. School districts shall strongly encourage students to
10521052 complete two units or sets of competencies of world languages and
10531053 two units or sets of competencies of physical and health education.
10541054 2. No student shall receive credit for high school graduation
10551055 more than once for completion of the same unit or set of
10561056 competencies to satisfy the curriculum requirements of this section.
10571057 3. A school district shall not be required to offer every
10581058 course listed in subsections B, C, and D of this section but shall

11121112 G. For purposes of this section:
11131113 1. “Contextual methodology ” means academic content and skills
11141114 taught by utilizing real -world problems and projects in a way that
11151115 helps students understand the application of that knowledge;
11161116 2. “Locally approved” means approved by the local school
11171117 district board of education;
11181118 3. “Math based application course ” means a course that teaches
11191119 math content within a real -world application;
11201120 4. “Pathway unit” means a course taken by a high school student
11211121 that is aligned with the stud ent’s current Individualized Individual
11221122 Career and Academic Plan (ICAP);
11231123 5. “Qualified agricultural education courses ” means courses
11241124 that have been determined by the State Board of Education to offer
11251125 the sets of competencies for one or more science conten t areas and
11261126 which correspond to academic science courses. Qualified
11271127 agricultural education courses shall include, but are not limited
11281128 to, horticulture, plant and soil science, natural resources and
11291129 environmental science, and animal science. The courses s hall be
11301130 taught by teachers certified in agricultural education and comply
11311131 with all rules of the Oklahoma Department of Career and Technology

11841184 6. “Rigor” means a level of difficulty that is thorough,
11851185 exhaustive, and accurate and is appropriate fo r the grade level;
11861186 7. “Science based application course ” means a course that
11871187 teaches science content within a real -world application;
11881188 8. “Sets of competencies ” means instruction in those skills and
11891189 competencies that are specified in the subject matter st andards
11901190 adopted by the State Board of Education and other skills and
11911191 competencies adopted by the Board, without regard to specified
11921192 instructional time; and
11931193 9. “Unit” means a Carnegie Unit as defined by the North Central
11941194 Association’s Commission on Schools .
11951195 H. 1. The State Board of Education, State Board of Career and
11961196 Technology Education, and Oklahoma State Regents for Higher
11971197 Education shall adopt a joint plan and electronically submit it to
11981198 the Speaker of the Oklahoma House of Representatives and the
11991199 President Pro Tempore of the Oklahoma State Senate by January 1,
12001200 2025, to ensure that rigor is maintained in the content, teaching
12011201 methodology, level of expectations for student achievement, and
12021202 application of learning in all the courses taught to meet the
12031203 graduation requirements specified in subsection D of this section.
12041204 2. The State Board of Education shall allow as much flexibility
12051205 at the district level as is possible without diminishing the rigor
12061206 or undermining the intent of providing these courses. To accomplish
12071207 this purpose, the State Department of Education shall work with

12611261 D of this section. Options may include, but shall not be limited
12621262 to, courses taken by concurrent enrollment, advanced placement, or
12631263 correspondence, or courses bearing different titles.
12641264 3. Technology center school districts may offer programs
12651265 designed in cooperation with institutions of higher education.
12661266 Students in the tenth grade may be allowed to attend these programs
12671267 for up to one-half (1/2) of a school day and credit for the units or
12681268 sets of competencies required in paragraphs 2, 3, and 6 of
12691269 subsection B or C and paragraphs 2 and 3 of subsection D of this
12701270 section shall be given if the courses are taught by a teacher
12711271 certified in the secondary subject area; provided, credit for units
12721272 or sets of competencies pursuant to subsection B of this section
12731273 shall be approved for college admission requirements.
12741274 4. If a student enrolls in a concurrent course, the school
12751275 district shall not be responsible for any costs incurred for that
12761276 course, unless the school district does not offer enough course
12771277 selection during the student ’s secondary grade years to allow the
12781278 student to receive the courses needed to meet the graduation
12791279 requirements of this section. If the school district does not offer
12801280 the necessary course selection during the student ’s secondary grade
12811281 years, it shall be responsible for the cost of resident tui tion at
12821282 an institution in The Oklahoma State System of Higher Education,

13351335 for transportation to and from the institution to the school site.
13361336 It is the intent of the Legislature that for stu dents enrolled
13371337 in a concurrent enrollment course which is paid for by the school
13381338 district pursuant to this paragraph, the institution charge only the
13391339 supplementary and special service fees that are directly related to
13401340 the concurrent enrollment course and e nrollment procedures for that
13411341 student. It is further the intent of the Legisl ature that fees for
13421342 student activities and student service facilities including the
13431343 student health care and cultural and recreational service fees not
13441344 be charged to such students .
13451345 5. Credit for the units or sets of competencies required in
13461346 subsection B, C, or D of this section shall be given when such units
13471347 or sets of competencies are taken prior to ninth grade if the
13481348 teachers are certified or authorized to teach the subjects for high
13491349 school credit and the required rigor is maintained.
13501350 6. The units or set s of competencies in mathematics required in
13511351 subsection B, C, or D of this section may be completed at any time
13521352 during the eighth through twelfth grades. If a student completes
13531353 any required courses or sets of competencies in mathematics prior to
13541354 eighth grade, the student may take any other mathematics courses or
13551355 sets of competencies to fulfill the requirement to complete the
13561356 units or sets of competencies in grades eight through t welve after

14101410 7. All units or sets of competencies required for graduation
14111411 may be taken in any sequence recommended by the school district.
14121412 I. As a condition of receiving accreditation from the State
14131413 Board of Education, all students in grades nine through twelve shall
14141414 enroll in a minimum of six periods, or the equivalent in block
14151415 scheduling or other scheduling structure that allows for instruction
14161416 in sets of competencies, o f rigorous academic and/or rigorous
14171417 vocational courses each day, which may inc lude arts, vocal and
14181418 instrumental music, speech classes, and physical education classes.
14191419 J. 1. Academic and vocational -technical courses designed to
14201420 offer sets of competencies integrated or embedded within the course
14211421 that provide for the teaching and learning of the appropriate skills
14221422 and knowledge in the subject matter standards, as adopted by the
14231423 State Board of Education, may upon approval of the Board, in
14241424 consultation with th e Oklahoma Department of Career and Technology
14251425 Education if the courses are of fered at a technology center school
14261426 district, be counted for academic credit and toward meeting the
14271427 graduation requirements of this section.
14281428 2. Internet-based courses offered by a technology center school
14291429 that are taught by a certified teacher and provide for the teaching
14301430 and learning of the appropriate skills and knowledge in the subject
14311431 matter standards may, upon approval of the State Board of Education

14891489 approved by the Board, in consultation with the Oklahoma Department
14901490 of Career and Technology Education if the courses are offered by a
14911491 technology center school district, if such courses incorporate
14921492 standards of nationally recognized professional organizations and
14931493 are taught by certified teachers.
14941494 4. Courses offered by a supplemental education organization
14951495 that is accredited by a national accrediting body and that are
14961496 taught by a certified teacher an d provide for the teaching and
14971497 learning of the appropriate skills and knowledge in the subject
14981498 matter standards may, upon approval of the State Board of Education
14991499 and the school district board of education, be counted for academic
15001500 credit and toward meeting the graduation requirements of this
15011501 section.
15021502 K. The State Board of Education shall provide an option for
15031503 high school graduation based upon attainment of the desired levels
15041504 of competencies as required in tests pursuant to the provisions of
15051505 Section 1210.508 of this title. Such option shall be in lieu of the
15061506 amount of course credits earned.

15581558 L. The State Board of Education shall prescribe, adopt , and
15591559 approve a promotion system based on the attainment by students of
15601560 specified levels of competencies in each a rea of the core
15611561 curriculum.
15621562 M. Children who have individualized education pro grams pursuant
15631563 to the Individuals with Disabilities Education Act (IDEA), and who
15641564 satisfy the graduation requirements through the individualized
15651565 education program for that studen t shall be awarded a standard
15661566 diploma.
15671567 N. Any student who completes the curriculum requirements of the
15681568 International Baccalaureate Diploma Program shall be awarded a
15691569 standard diploma.
15701570 O. Any student who successfully completes an advanced
15711571 mathematics or science course offered pursuant to Section 1210.404
15721572 of this title shall be gran ted academic credit toward meeting the
15731573 graduation requirements pursuant to paragraph 2 or 3, as
15741574 appropriate, of subsection B, C, or D of this section.
15751575 P. For purposes of this se ction, the courses approved for
15761576 college admission requirements shall be courses which are approved
15771577 by the Oklahoma State Regents for Higher Education for admission to
15781578 an institution within The Oklahoma State System of Higher Education.
15791579 Q. Students who hav e been denied a standard diploma by the
15801580 school district in which the student i s or was enrolled for failing
15811581 to meet the requirements of this section may re -enroll in the school

16341634 denial of a standard diploma. The student shall be provided
16351635 remediation or intervention and the opportunity to complete the
16361636 curriculum units or sets of competencies required by this section to
16371637 obtain a standard diploma. Students who re -enroll in the school
16381638 district to meet the graduation requirements of this section shall
16391639 be exempt from the ho urly instructional requirements of Section 1 -
16401640 111 of this title and the six -period enrollment requirements of this
16411641 section.
16421642 SECTION 2. This act shall become effec tive July 1, 2025.
16431643 SECTION 3. It being immediately necessary for the preservation
16441644 of the public peace, health, or safety, an emergency is hereby
16451645 declared to exist, by reason whereof this act shall take effect and
16461646 be in full force from and after its passage and approval.
