77	77	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
78	78	SECTION 1. AMENDATORY 74 O.S. 2021, Secti on 5017.1, is
79	79	amended to read as follows:
80	80	Section 5017.1. A. The Oklahoma Department of Commerce shall
81	81	have the authority to establish, administer and enforce state and
82	82	federal energy conservation programs including, but not limited to,
83	83	implementing The Energy Conservation Act of 1975 (P.L. 94 -163),
84	84	National Energy Extension Service Act (P.L. 95 -39, 42 U.S.C. Section
85	85	7001 et seq.) and the National Conservation Policy Act (P.L. 9 5-
86	86	619), except as otherwise provided by law.
87	87	B. The Energy Conservation Servi ces Division of the Oklahoma
88	88	Corporation Commission is hereby abolished. All personnel,

140	140	equipment, files, fixtures, funds, furniture, publications and
141	141	supplies, and all duties, functions, authority and contractual
142	142	obligations that relate to the Energy Conservation Services Division
143	143	of the Oklahoma Corporation Commission are hereby transferred to and
144	144	vested in the Oklahoma Department of Commerce.
145	145	C. Employees transferred to the Oklahoma Department of Commerce
146	146	shall be classified and subject to the provisio ns of the Merit
147	147	System of Personnel Administration as provided for in the Oklahoma
148	148	Personnel Act. The salaries, grade and/or class of the employees
149	149	transferred shall be adjusted to be commensurate with comparable
150	150	positions in the Oklahoma Department of Commerce.
151	151	D. The full-time-equivalent employee positions funded through
152	152	the federal energy conservation programs outlined in this section
153	153	shall terminate upon the exhaustion of said the federal funding.
154	154	E. The Department shall make publicly available on it s website,
155	155	to be updated annually, information related to federal, state,
156	156	local, and tribal energy efficiency incentive programs. The
157	157	information provided shall include, but not be limited to:
158	158	1. Information regarding ongoing programs for individual
159	159	households, multi-family housing, and any other energy efficiency
160	160	incentive programs; and
161	161	2. Information that would improve collaboration between retail
162	162	energy providers and busines ses, local governments, tribal
163	163	governments, and consumers, which may include:
