77	77	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
78	78	SECTION 1. NEW LAW A new section of law to be codified
79	79	in the Oklahoma Statutes as Section 250.8 of Title 74, unless there
80	80	is created a duplication in numbering, reads as follows:
81	81	A. Notwithstanding any other provision of law, and on and after
82	82	the effective date of this act, n o state employee shall be annually
83	83	compensated more than the Governor of this state pursuant to the
84	84	salary established in Section 250.4 of Title 74 of the Oklahoma
85	85	Statutes.
86	86	B. Except as provided in subsection C of this secti on and for
87	87	the purposes of this section, “state employee” means and includes

139	139	each officer or employee elected or employed in the service of this
140	140	state.
141	141	C. The following state employees shall be exempt from the
142	142	requirements in subsection A of this section:
143	143	1. Officers and members of the Oklahoma State Regents for
144	144	Higher Education and state employees of institutions under the
145	145	administrative authority of the Oklahoma State Regents for Higher
146	146	Education; and
147	147	2. Physicians and other licensed health care profes sionals
148	148	under the administrative authority of any state department or
149	149	agency.
150	150	D. State employee compensation greater than the Governor ’s may
151	151	be submitted to the Legislature by the director of the respective
152	152	state department, agency, or political subdivisi on. The Legislature
153	153	may approve such compensation by the proper passage of a joint or
154	154	concurrent resolution.
155	155	SECTION 2. This act shall become effective July 1, 2025.
156	156	SECTION 3. It being immediately necessary for the prese rvation
157	157	of the public peace, health or safety, an emergency is hereby
158	158	declared to exist, by reason whereof this act shall take effect and
159	159	be in full force from and after its passage and approval.
