77	77	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
78	78	SECTION 1. NEW LAW A new section of law to b e codified
79	79	in the Oklahoma Statutes as Section 308b of Title 75, unless there
80	80	is created a duplication in numbering, reads as follows:
81	81	A. Upon receipt by a state agency of a req uirement for an
82	82	agency to adopt, follow, or otherwise submit to any new federal rule
83	83	or regulation, new interpretation of any rule or regulation, or
84	84	change to an existing federal rule or regulation, that agency shall
85	85	send the federal rule or regulation by electronic mail to all
86	86	members of the Legislature and the Governor.

138	138	B. The Legislature may disapprove the implementation of any
139	139	federal rule or regulation imposed on a state agency by the adoption
140	140	of a joint resolution.
141	141	C. Unless otherwise authorized by the Legislature, whenever a
142	142	rule or regulation is disapproved as provided in subsection B of
143	143	this section, the agency subject to such rule or regulation shall
144	144	not have authority to follow, interpret, or abide by any
145	145	requirements of the rule or regulation a s specified by the
146	146	Legislature. Any effective rule or regulation which would have been
147	147	imposed on an agency when the Legislature was not in session shall
148	148	be deemed null and void on the date the Legislature disapproves the
149	149	rule or regulation by a joint resolution as provided for in
150	150	subsection B of this section. Federal rules and regulations imposed
151	151	on state agencies may be disapproved in part or in whole by the
152	152	Legislature. Upon enactment of any joint resolution disapproving a
153	153	rule or regulation, the agen cy shall file notice of such legislative
154	154	disapproval with the Attorney General .
155	155	D. A federal rule or regulation shall be deemed authorized for
156	156	state agency compliance if disapproved by a joint resolution
157	157	pursuant to subsection B of this section which has been vetoed by
158	158	the Governor in accordance with Section 11 of Article VI of the
159	159	Oklahoma Constitution and the veto has not been overridden.

211	211	E. State agencies and their employees complying with the
212	212	provisions of this section shall be exempt from liability p ursuant
213	213	to Section 155 of Title 51 of the Oklahoma Statutes.
214	214	F. Nothing in this section shall be construed to affect a ny
215	215	rights, privileges, or interests gained by any person by operation
216	216	of a federal rule or regulation applied prior to the adoption of a
217	217	joint resolution pursuant to this section . Such rights, privileges,
218	218	or interests shall not be affected by reason of any subsequent
219	219	disapproval or rejection of such rule or regulation by the
220	220	Legislature.
221	221	SECTION 2. This act shall become ef fective November 1, 2025.
