7777 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7878 SECTION 1. NEW LAW A new section of law to b e codified
7979 in the Oklahoma Statutes as Section 308b of Title 75, unless there
8080 is created a duplication in numbering, reads as follows:
8181 A. Upon receipt by a state agency of a req uirement for an
8282 agency to adopt, follow, or otherwise submit to any new federal rule
8383 or regulation, new interpretation of any rule or regulation, or
8484 change to an existing federal rule or regulation, that agency shall
8585 send the federal rule or regulation by electronic mail to all
8686 members of the Legislature and the Governor.

138138 B. The Legislature may disapprove the implementation of any
139139 federal rule or regulation imposed on a state agency by the adoption
140140 of a joint resolution.
141141 C. Unless otherwise authorized by the Legislature, whenever a
142142 rule or regulation is disapproved as provided in subsection B of
143143 this section, the agency subject to such rule or regulation shall
144144 not have authority to follow, interpret, or abide by any
145145 requirements of the rule or regulation a s specified by the
146146 Legislature. Any effective rule or regulation which would have been
147147 imposed on an agency when the Legislature was not in session shall
148148 be deemed null and void on the date the Legislature disapproves the
149149 rule or regulation by a joint resolution as provided for in
150150 subsection B of this section. Federal rules and regulations imposed
151151 on state agencies may be disapproved in part or in whole by the
152152 Legislature. Upon enactment of any joint resolution disapproving a
153153 rule or regulation, the agen cy shall file notice of such legislative
154154 disapproval with the Attorney General .
155155 D. A federal rule or regulation shall be deemed authorized for
156156 state agency compliance if disapproved by a joint resolution
157157 pursuant to subsection B of this section which has been vetoed by
158158 the Governor in accordance with Section 11 of Article VI of the
159159 Oklahoma Constitution and the veto has not been overridden.

211211 E. State agencies and their employees complying with the
212212 provisions of this section shall be exempt from liability p ursuant
213213 to Section 155 of Title 51 of the Oklahoma Statutes.
214214 F. Nothing in this section shall be construed to affect a ny
215215 rights, privileges, or interests gained by any person by operation
216216 of a federal rule or regulation applied prior to the adoption of a
217217 joint resolution pursuant to this section . Such rights, privileges,
218218 or interests shall not be affected by reason of any subsequent
219219 disapproval or rejection of such rule or regulation by the
220220 Legislature.
221221 SECTION 2. This act shall become ef fective November 1, 2025.
