54	55		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
55	56		SECTION 1. AMENDATORY Section 5, Chapter 361, O.S.L.
56	57		2023 (40 O.S. Supp. 2024, Section 904), is amended to read as
57	58		follows:
58	59		Section 904. The Oklahoma Workforce Commission shall have the
59	60		following powers, duties, and responsibilities:
60	61		1. To administer the provisions of this act the Oklahoma
61	62		Workforce Transformation Act or any duty as directed by statute;
62	63		2. To establish an office for the Commission within this state;
63	64		3. To elect whatever other officers may be necessary to direct
64	65		operations of the Commission;

91	93		4. To employ or contract for personnel and administrative
92	94		support as the Commission deems appropriate to c arry out the purpose
93	95		and provisions of this act the Oklahoma Workforce Transformation
94	96		Act, including, but not limited to, a nonprofit corporation to carry
95	97		out the Commission’s objectives, an Executive Director executive
96	98		director or other chief executive of ficer, and any other employees
97	99		or contractors the Commiss ion deems appropriate, and to prescribe
98	100		their duties and fix their compensation;
99	101		5. To administer the Workforce Coordination Revolving Fund
100	102		created in Section 255.4 of Title 62 of the Oklahoma Statu tes;
101	103		6. To approve or disapprove the budget of the Commission;
102	104		7. To promulgate rules to carry out the provisions of this act
103	105		the Oklahoma Workforce Transformation Act ;
104	106		8. To enter into contracts or agreements for studies,
105	107		professional services, grant a dministration and procurement,
106	108		research projects, supplie s, or any other services the Commission
107	109		deems necessary to carry out its purpose, and to incur those
108	110		expenses necessary to carry out those purposes;
109	111		9. To cooperate with any private, local, state, o r national
110	112		commission, organization, agency, or group and to make contracts and
111	113		agreements for joint programs beneficial to Oklahoma ’s workforce
112	114		development efforts;
113	115		10. To accept donations, grants, contributions, and gifts from
114	116		any public or private sour ce and deposit such in the Workforce

141	144		Coordination Revolvi ng Fund, created in Section 255.4 of Title 62 of
142	145		the Oklahoma Statutes;
143	146		11. To oversee and direct to the extent permitted by law the
144	147		activities and administration of the Governor ’s Council for
145	148		Workforce and Economic Development, including , but not limited to,
146	149		the creation and submission of state plans to the federal government
147	150		pursuant to the provisions of the Workforce Innovation and
148	151		Opportunity Act;
149	152		12. To collect data from federal, state, and loc al agencies,
150	153		departments, educational institutions, board s, commissions, or any
151	154		other entities including, but not limited to:
152	155		a. number of participants in workforce development
153	156		programming,
154	157		b. cost per participant,
155	158		c. wages before and after participation i n programs,
156	159		d. degree or certificate conferred on each participant,
157	160		e. number of jobs open needing degrees or certificates,
158	161		f. labor force and economic information, and
159	162		g. any other information the Commission deems appropriate
160	163		to guide funding decisions, f acilitate its work or the
161	164		work of workforce development e ntities in the state,
162	165		or to understand the impact of the state ’s workforce
163	166		efforts and programming;

190	194		13. To create and maintain a public dashboard and create
191	195		reports with data concerning workforce de velopment efforts in the
192	196		state. All state and local agencies, departments, educational
193	197		institutions, boards, commissions, and other public entities shall
194	198		cooperate with information and data requests from the Commission or
195	199		its designees. It is the intent of the Legislature that the
196	200		Oklahoma Workforce Commission serve as the centralized data and
197	201		information repository for workforce development activities for the
198	202		state; and
199	203		14. To make recommendations to the Legislature to improve
200	204		workforce development prog rams in the state; and
201	205		15. To implement programs designed to expand workforce
202	206		development.
203	207		SECTION 2. NEW LAW A new section of law to be codified
204	208		in the Oklahoma Statutes as Section 905 of Title 40, unless there is
205	209		created a duplication in numbering, reads as follows:
206	210		A. Pursuant to the provisions of Section 904 of Title 40 of the
207	211		Oklahoma Statutes, the Oklahoma Workforce Commission shall implement
208	212		programs in this state to address the following:
209	213		1. High demand and critical occupa tion workforce development,
210	214		which may:
211	215		a. identify the needs of institutions of higher education
212	216		suited for certain critical workforce areas,
213	217		b. identify outcomes based on funding,

241	246		d. improve program capacity development;
242	247		2. Work-based learning opportunities, which may include, but
243	248		not be limited to, internships, apprenticeships, and other career
244	249		exploration and exposure; and
245	250		3. K-12 district innovation for workforce success, which may:
246	251		a. enhance pathway development,
247	252		b. utilize development grants for basic skills
248	253		development,
249	254		c. utilize regulatory innovation grants, and
250	255		d. develop career-connected high schools.
251	256		B. The Commission may administer these programs through funds
252	257		in the Workforce Coordination Revolving Fund created in S ection
253	258		255.4 of Title 62 of the Oklahoma Statutes.
254	259		C. The Commission shall promulgate rules necessary to implement
255	260		the provisions of this section.
256	261		SECTION 3. This act shall become effective November 1, 2025.
