5375 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5476 SECTION 1. NEW LAW A new section of law to be codified
5577 in the Oklahoma Statutes as Section 20 2 of Title 75A, unless there
5678 is created a duplication in numbering, reads as follows:
5779 A. As used in this section:
5880 1. “Social media platform ” means a website or internet medium
5981 that:
6082 a. permits a person to become a registered user,
6183 establish an account, or create a profile for the
6284 purpose of allowing users to create, share, and view
6385 user-generated content through such an account or
6486 profile,

92138 b. enables one or more users to generat e content that can
93139 be viewed by other users of the medium, and
94140 c. primarily serves as a medium for users to interact
95141 with content generated by other users of the medium;

97143 2. “User” means a person who accesses or uses a social media
98144 platform.
99145 B. A social media platform shall prominently display a warning
100146 to any user who accesses the platform for the first time and to any
101147 established user once per day. Such warning shall appear for a
102148 duration of sixty (60) seconds, shall render the applications of the
103149 platform unusable for such duration, and shall not be able to be
104150 terminated by the user before the end of such duration. Such
105151 warning shall display the following message: “WARNING. THERE IS
106152 REASONABLE EVIDENCE TO SUGGEST THAT SOCIAL MEDIA IS HAZARDOUS TO
107153 MENTAL HEALTH, ESPECIALLY IN YOUNG CHILDREN, TEENAGERS, AND YOUNG
108154 ADULTS.”
109155 C. The provisions of this section shall not apply to a text
110156 messaging platform or a platform for which the primary purpose is
111157 related to education or health care.
112158 D. The Attorney General is authorized to bring a civil action
113159 against a social media platform for a violation of the provisions of
114160 this section and to seek injunctive relief or other appropriate
115161 relief as determined by the court.
