6565 An Act relating to school athletics; defining terms;

6767 State Department of Health to joi ntly develop and

6969 procedures, and safety standards regarding exertional

8181 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8282 SECTION 1. NEW LAW A new section of law to be codified
8383 in the Oklahoma Statutes as Section 27-107 of Title 70, unless there
8484 is created a duplication in numbering, reads as follows:
8585 A. As used in this section :
8686 1. “Acclimatization period” means a specific period of time to
8787 allow for students’ bodies to adapt and work towards the eliminatio n
8888 of exertional heat-related illnesses and deaths within secondary

141141 2. “Exertional heat-related illness” means a serious medical
142142 condition that result s from the body’s inability to cool itself in
143143 extremely hot environments. Exertional heat-related illnesses
144144 include exertional heatstroke, heat exhaustion, heat cramps, heat
145145 syncope, heat rash, and muscle breakdown ;
146146 3. “Athletic trainer” shall have the same meaning as prov ided
147147 for in Section 1-116 of Title 70 of the Oklahoma Statutes;
148148 4. “Practice” means the act of school personnel directly or
149149 indirectly giving individual or team instruction concerning
150150 fundamentals, conditioning activities , and workouts;
151151 5. “School district” means a school district or public charter
152152 school that offers interscholastic secondary school athletics and
153153 activities;
154154 6. “Student” means a secondary-school-age individual who is
155155 participating in an activity or sport which is individual - or team-
156156 based, outside of school or within school , and competitive or in an
157157 organized practice; and
158158 7. “Wet Bulb Globe Temperature” (WBGT) means a measure of how
159159 much heat stress a person is experiencing in direct sunlight , which
160160 takes into account atmospheric factor s including temperature,
161161 humidity, wind speed, sun angle, and cloud cover.
162162 B. The State Department of Education and the State Department
163163 of Health shall jointly develop and post on their publicly
164164 accessible websites guidelines, policies, procedures, and safety

216216 standards for the prevention and management of exertional heat-
217217 related illness in students’ interscholastic athletics and
218218 activities. The guidelines developed pursuant to this section shall
219219 include, but not be limited to :
220220 1. Identification of envir onmental conditions at which a public
221221 school district that offers athletic s or activities shall limit or
222222 prohibit practice and play using the acclimatization period for all
223223 athletics and activities with a specific set of guidelines dedicated
224224 to football. The guidelines shall include, but not be limited to,
225225 teams having eighteen (18) days to complete fourteen practices. The
226226 eighteen days start prior to the team’s first scrimmage, not
227227 including intrasquad scrimmages; and
228228 2. Information regarding the accura te measurement of
229229 environmental heat stress at the site of the athletic s or activities
230230 including the use of Web Bulb Globe Temperature (WBGT ). WBGT
231231 readings shall be taken on the practice site of athletics or
232232 activities a minimum of every hour , beginning thirty minutes prior
233233 to the beginning of practice. All readings shall be recorded. If a
234234 modification or cancellation to athletics or activities is required,
235235 documentation using the WBGT Heat Participation Policy Record Chart
236236 shall be completed.
237237 C. The governing body of each school district shall d evelop a
238238 venue-specific exertional heat-related illness emergency action
239239 plan. Each school district shall include guidelines formulated by

292292 prevention for students participating in athletics and activities ,
293293 criteria for the establishment of cooling zones, hydration
294294 guidelines, modifications for competitions and scrimmages, and
295295 evidence-based practices to treat exertional heat-related illnesses
296296 associated with athletic s and activities.
297297 D. School districts that offer athletic s and activities may
298298 hold an informational meeting prior to the start of each athletic
299299 season for all ages of competitors and their parents and legal
300300 guardians regarding the warning signs, symptoms, and treatment of
301301 exertional heat-related illness.
302302 SECTION 2. This act shall become effective July 1, 2025.
303303 SECTION 3. It being immediately necessary for the preservation
304304 of the public peace, health, or safety, an emergency is hereby
305305 declared to exist, by reason whereof this act shall take effect and
306306 be in full force from and after its passage and approval.
