63	60		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
64	61		SECTION 1. NEW LAW A new section of law to be codified
65	62		in the Oklahoma Statutes as Section 4675 of Title 70, unless there
66	63		is created a duplication in numbering, reads as follows:
67	64		A. Beginning on the effective date of this act and ending five
68	65		(5) academic years thereafter, there is hereby declared a moratorium
69	66		on the following higher education course and program restrictions:

106	102		Masters level as provided by subsection C of Section 3405.1 of this

108	104		4. Oklahoma State University -Tulsa's restriction to upper
109	105		division undergraduate courses and degree programs as provided by
110	106		Section 4662 of this title;
111	107		5. Oklahoma State University's prohibition from duplicating
112	108		undergraduate courses offered by Tulsa Community College as provided
113	109		by Section 4665 of this title;
114	110		6. Oklahoma State University's prohibition from duplicating
115	111		undergraduate degree programs offered by Langston University Branch
116	112		in Tulsa as provided by Section 4667 of this title;
117	113		7. Langston University Branch in Tulsa's restriction to uppe r
118	114		division undergraduate and graduate courses as provided by Section

147	142		8. Northeastern State University in Tulsa's restriction to
148	143		upper division undergraduate and graduate courses as provided by
149	144		Section 4668 of this title;
150	145		9. Oklahoma State University-Tulsa's prohibition from
151	146		duplicating undergraduate degree programs offered by Northeastern
152	147		State University in Tulsa as provided by Section 4668 of this title;
153	148		10. Any restrictions imposed by law preventing two -year
154	149		community colleges and junior colleges from offering upper division
155	150		undergraduate courses and undergraduate degree programs; and
156	151		11. Any other geographical restrictions imposed by law
157	152		restricting the offering of undergraduate courses or undergraduate
158	153		degree programs at institut ions of higher education with The State
159	154		System of Higher Education.
160	155		B. The State Regents for Higher Education may approve
161	156		functional exceptions. As used in this section, "functional
162	157		exception" means an expansion or exception to assigned institutional
163	158		function or mission to permit an institution of higher education
164	159		within The State System of Higher Education to offer courses or
165	160		degree programs outside the institution's assigned function or
166	161		mission to meet unmet workforce needs.
167	162		SECTION 2. This act shall become effective July 1, 2025.
168	163		SECTION 3. It being immediately necessary for the preservation
169	164		of the public peace, health or safety, an emergency is hereby
