7575 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7676 SECTION 1. AMENDATORY 21 O.S. 2021, Section 1277, is
7777 amended to read as follows:
7878 Section 1277.
7979 UNLAWFUL CARRY IN CERTAIN PLACES
8080 A. It shall be unlaw ful for any person, including a person in
8181 possession of a valid handgun license issued pursuant to the
8282 provisions of the Oklahoma Self -Defense Act, to carry any concealed
8383 or unconcealed firearm into any of the following places:
8484 1. Any structure, building, or office space which is owned or
8585 leased by a city, town, county, or the state or federal governmental
8686 authority for the purpose of conducting business with the public;

138138 2. Any courthouse, courtroom, prison, jail, detention facility ,
139139 or any facility used to process, hold, or house arrested persons,
140140 prisoners, or persons alleged delinquent or adjudicated delinquent,
141141 except as provided in Section 21 of Title 57 of the Oklahoma
142142 Statutes;
143143 3. Any public or private elementary or public or private
144144 secondary school, except as provided in subsections C and D of this
145145 section;
146146 4. Any publicly owned or operated sports arena or venue during
147147 a professional sporting event, unless allowed by th e event holder;
148148 5. Any place where gambling is authorized by law, unless
149149 allowed by the property owner;
150150 6. Any other place specifically prohibited by law; and
151151 7. Any public property set aside by a county, city, town,
152152 public trust with a county, city , or town as a beneficiary, or state
153153 governmental authority for an event that is secured with minimum-
154154 security minimum security provisions. For purposes of this
155155 paragraph, a minimum-security minimum security provision consists of
156156 a location that is secured ut ilizing the following:
157157 a. a metallic-style security fence that is at least eig ht
158158 (8) feet in height that encompasses the property and
159159 is secured in such a way as to deter unauthorized

212212 b. controlled access points staffed by a uniformed,
213213 commissioned peace officer, and
214214 c. a metal detector whereby persons walk or otherwise
215215 travel with their property through or by the metal
216216 detector.
217217 B. It shall be lawful for a person to carry a concealed or
218218 unconcealed firearm on the following properties:
219219 1. Any property set aside for the use or parking of any
220220 vehicle, whether attended or unatt ended, by a city, town, county, or
221221 state or federal governmental authority;
222222 2. Any property set aside for the use or parking of any
223223 vehicle, whether attended or unattended, whic h is open to the
224224 public, or by any entity engaged in gambling authorized by law;
225225 3. Any property adjacent to a structure, building , or office
226226 space in which concealed or unconcealed weapons are prohibited by
227227 the provisions of this section;
228228 4. Any property designated by a city, town, county , or state
229229 governmental authority as a par k, recreational area, wildlife
230230 refuge, wildlife management area , or fairgrounds; provided, nothing
231231 in this paragraph shall be construed to authorize any entry by a
232232 person in possession of a concealed or unconcealed firearm into any
233233 structure, building, office space or event which is specifically
234234 prohibited by the provisions of subsection A of this section;

286286 5. Any property set aside by a public or private elementary or
287287 secondary school for the use or parking of any vehicle, whether
288288 attended or unattended; p rovided, however, the firearm shall be
289289 stored and hidden from view in a locked motor vehicle when the motor
290290 vehicle is left unattended on school property; and
291291 6. Any public property set aside temporarily by a county, city,
292292 town, public trust with a county, city , or town as a beneficiary, or
293293 state governmental authority for the holder of an event permit that
294294 is without minimum-security minimum security provisions, as such
295295 term is defined in paragraph 7 of subsection A of this section;
296296 provided, the carry of firearms within said the permitted event area
297297 shall be limited to concealed carry of a handgun unless otherwise
298298 authorized by the holder of the event permit.
299299 Nothing contained in any provision of this subsection or
300300 subsection C of this section shall be construed to authorize or
301301 allow any person in control of any place described in subsection A
302302 of this section to establish any policy or rule that has the effect
303303 of prohibiting any person in lawful possession of a handgun license
304304 or otherwise in lawful posses sion of a firearm from carrying or
305305 possessing the firearm on the property described in this subsection.
306306 C. A concealed or unconcealed weapon may be carried onto
307307 private school property or in any school bus or vehicle used by any
308308 private school for transportation of students or teachers by a
309309 person who is licensed pursuant to the Oklahoma Self -Defense Act,

361361 provided a policy has been adopted by the governing entity of the
362362 private school that authorizes the carrying and possession of a
363363 weapon on private schoo l property or in any school bus or vehicle
364364 used by a private school. Except for acts of gross negligence or
365365 willful or wanton misconduct, a governing entity of a private school
366366 that adopts a policy which authorizes the possession of a weapon on
367367 private school property, a school bus , or a vehicle used by the
368368 private school shall not be subject to liability for any injuries
369369 arising from the adoption of the policy. The provisions o f this
370370 subsection shall not apply to claims pursuant to the Administrative
371371 Workers’ Compensation Act.
372372 D. Notwithstanding paragraph 3 of subsection A of this section,
373373 a A board of education of a school district may adopt a policy
374374 pursuant to Section 5 -149.2 of Title 70 of the Oklahoma Statutes to
375375 authorize the carrying of a handgun onto school property by school
376376 personnel specifically designated by the board of education,
377377 provided such personnel either:
378378 1. Possess a valid armed security guard license as pr ovided for
379379 in Section 1750.1 et seq. of Title 59 of the Oklahoma Statutes the
380380 Oklahoma Security Guard and Private Investigator Act ; or
381381 2. Hold a valid reserve peace officer certification as provided
382382 for in Section 3311 of Title 70 of the Oklahoma Statutes .
383383 Nothing in this subsection shall be construed to restrict authority
384384 granted elsewhere in law to carry firearms.

436436 E. Notwithstanding the provisions of subsection A of this
437437 section, on any property designated as a municipal zoo or park of
438438 any size that is owned, leased, operated , or managed by:
439439 1. A public trust created pursuant to the provisions of Section
440440 176 of Title 60 of the Oklahoma Statutes; or
441441 2. A nonprofit entity,
442442 an individual shall be allowed to carry a concealed handgun but not
443443 openly carry a handgun on the property.
444444 F. Any person violating the provisions of paragraph 2 or 3 of
445445 subsection A of this section shall, upon conviction, be guilty of a
446446 misdemeanor punishable by a fine not to exceed Two Hundred Fifty
447447 Dollars ($250.00). A person viola ting any other provision of
448448 subsection A of this section may be denied entranc e onto the
449449 property or removed from the property. If the person refuses to
450450 leave the property and a peace officer is summoned, the person may
451451 be issued a citation for an amount not to exceed Two Hundred Fifty
452452 Dollars ($250.00).
453453 G. No person in possession of a valid handgun license issued
454454 pursuant to the provisions of the Oklahoma Self -Defense Act or who
455455 is carrying or in possession of a firearm as otherwise permitted by
456456 law or who is carrying or in possession of a machete, blackjack,
457457 loaded cane, hand cha in, or metal knuckles shall be authorized to
458458 carry the firearm, machete, blackjack, loaded cane, hand chain , or
459459 metal knuckles into or upon any college, university , or technology

511511 center school property, except as provided in this subsection. For
512512 purposes of this subsection, the following property shall not be
513513 construed to be college, university , or technology center school
514514 property:
515515 1. Any property set aside for the use or parki ng of any motor
516516 vehicle, whether attended or unattended, provided the firearm,
517517 machete, blackjack, loaded cane, hand chain , or metal knuckles are
518518 carried or stored as required by law and the firearm, machete,
519519 blackjack, loaded cane, hand chain , or metal knuckles are not
520520 removed from the motor vehicle without the prior consent of the
521521 college or university president or technology center school
522522 administrator while the vehicle is on any college, university , or
523523 technology center school property;
524524 2. Any property authorized for possession or use of firearms,
525525 machetes, blackjacks, loaded ca nes, hand chains, or metal knuckles
526526 by college, university , or technology center school policy; and
527527 3. Any property authorized by the written consent of the
528528 college or universit y president or technology center school
529529 administrator, provided the written consent is carried with the
530530 firearm, machete, blackjack, loaded cane, hand chain , or metal
531531 knuckles and the valid handgun license while on college, university ,
532532 or technology center school property.
533533 The college, university , or technology center school may not ify
534534 the Oklahoma State Bureau of Investigation within ten (10) days of a

586586 violation of any provision of this subsection by a licensee. Upon
587587 receipt of a written notification of v iolation, the Bureau shall
588588 give a reasonable notice to the licensee and hold a hearing. At the
589589 hearing, upon a determination that the licensee has violated any
590590 provision of this subsection, the licensee may be subject to an
591591 administrative fine of Two Hund red Fifty Dollars ($250.00) and may
592592 have the handgun license suspended for thr ee (3) months.
593593 Nothing contained in any provision of this subsection shall be
594594 construed to authorize or allow any college, university , or
595595 technology center school to establish an y policy or rule that has
596596 the effect of prohibiting any person in lawful possession of a
597597 handgun license or any person in lawful possession of a firearm,
598598 machete, blackjack, loaded cane, hand chain , or metal knuckles from
599599 possession of a firearm, machete, blackjack, loaded cane, hand
600600 chain, or metal knuckles in places described in p aragraphs 1, 2, and
601601 3 of this subsection. Nothing contained in any provision of this
602602 subsection shall be construed to limit the authority of any college,
603603 university, or technology center school in this state from taking
604604 administrative action against any student for any violation of any
605605 provision of this subsection.
606606 H. The provisions of this section shall not apply to the
607607 following:
608608 1. Any peace officer or any person authorized by law to carry a
609609 firearm in the course of employment;

661661 2. District judges, as sociate district judges , and special
662662 district judges, who are in possession of a valid handgun license
663663 issued pursuant to the provisions of the Oklahoma Self -Defense Act
664664 and whose names appear on a list maintained by the Administrative
665665 Director of the Courts, when acting in the course and scope of
666666 employment within the courthouses of this state;
667667 3. Private investigators with a firearms authorization when
668668 acting in the course and scope of employment;
669669 4. Elected officials An elected official of a county, who are
670670 is in possession of a valid handgun license issued pursuant to the
671671 provisions of the Oklahoma Self -Defense Act, may carry a concealed
672672 handgun when acting in the performance of his or her duties within
673673 the courthouses of the county in which he or she was elected. The
674674 provisions of this paragraph shall not allow the elected county
675675 official to carry the handgun into a courtroom;
676676 5. The sheriff of any county may authorize cert ain employees of
677677 the county, who possess a valid handgun license issued pursua nt to
678678 the provisions of the Oklahoma Self -Defense Act, to carry a
679679 concealed handgun when acting in the course and scope of employment
680680 within the courthouse in the county in which the person is employed.
681681 Nothing in the Oklahoma Self -Defense Act shall prohibit the sheriff
682682 from requiring additional instruction or training before granting
683683 authorization to carry a concealed handgun within the courthouse.
684684 The provisions of this paragr aph and of paragraph 6 of this

736736 subsection shall not allow the county employee to carry the handgun
737737 into a courtroom, sheriff ’s office, adult or juvenile jail , or any
738738 other prisoner detention area; and
739739 6. The board of county commissioners of any county may
740740 authorize certain employees of the county, who possess a valid
741741 handgun license issued pursuant to the provisions of the Oklahoma
742742 Self-Defense Act, to carry a concealed handgun when acting in the
743743 course and scope of employment on county annex facilities or grounds
744744 surrounding the county courthouse.
745745 I. For the purposes of this secti on, “motor vehicle” means any
746746 automobile, truck, minivan, sports utility vehicle, or motorcycle,
747747 as defined in Section 1 -135 of Title 47 of the Oklahoma Statutes,
748748 equipped with a locked accessory container within or affixed to the
749749 motorcycle.
750750 SECTION 2. This act shall become effective November 1, 2025.
