75	75	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
76	76	SECTION 1. AMENDATORY 21 O.S. 2021, Section 1277, is
77	77	amended to read as follows:
78	78	Section 1277.
79	79	UNLAWFUL CARRY IN CERTAIN PLACES
80	80	A. It shall be unlaw ful for any person, including a person in
81	81	possession of a valid handgun license issued pursuant to the
82	82	provisions of the Oklahoma Self -Defense Act, to carry any concealed
83	83	or unconcealed firearm into any of the following places:
84	84	1. Any structure, building, or office space which is owned or
85	85	leased by a city, town, county, or the state or federal governmental
86	86	authority for the purpose of conducting business with the public;

138	138	2. Any courthouse, courtroom, prison, jail, detention facility ,
139	139	or any facility used to process, hold, or house arrested persons,
140	140	prisoners, or persons alleged delinquent or adjudicated delinquent,
141	141	except as provided in Section 21 of Title 57 of the Oklahoma
142	142	Statutes;
143	143	3. Any public or private elementary or public or private
144	144	secondary school, except as provided in subsections C and D of this
145	145	section;
146	146	4. Any publicly owned or operated sports arena or venue during
147	147	a professional sporting event, unless allowed by th e event holder;
148	148	5. Any place where gambling is authorized by law, unless
149	149	allowed by the property owner;
150	150	6. Any other place specifically prohibited by law; and
151	151	7. Any public property set aside by a county, city, town,
152	152	public trust with a county, city , or town as a beneficiary, or state
153	153	governmental authority for an event that is secured with minimum-
154	154	security minimum security provisions. For purposes of this
155	155	paragraph, a minimum-security minimum security provision consists of
156	156	a location that is secured ut ilizing the following:
157	157	a. a metallic-style security fence that is at least eig ht
158	158	(8) feet in height that encompasses the property and
159	159	is secured in such a way as to deter unauthorized

212	212	b. controlled access points staffed by a uniformed,
213	213	commissioned peace officer, and
214	214	c. a metal detector whereby persons walk or otherwise
215	215	travel with their property through or by the metal
216	216	detector.
217	217	B. It shall be lawful for a person to carry a concealed or
218	218	unconcealed firearm on the following properties:
219	219	1. Any property set aside for the use or parking of any
220	220	vehicle, whether attended or unatt ended, by a city, town, county, or
221	221	state or federal governmental authority;
222	222	2. Any property set aside for the use or parking of any
223	223	vehicle, whether attended or unattended, whic h is open to the
224	224	public, or by any entity engaged in gambling authorized by law;
225	225	3. Any property adjacent to a structure, building , or office
226	226	space in which concealed or unconcealed weapons are prohibited by
227	227	the provisions of this section;
228	228	4. Any property designated by a city, town, county , or state
229	229	governmental authority as a par k, recreational area, wildlife
230	230	refuge, wildlife management area , or fairgrounds; provided, nothing
231	231	in this paragraph shall be construed to authorize any entry by a
232	232	person in possession of a concealed or unconcealed firearm into any
233	233	structure, building, office space or event which is specifically
234	234	prohibited by the provisions of subsection A of this section;

286	286	5. Any property set aside by a public or private elementary or
287	287	secondary school for the use or parking of any vehicle, whether
288	288	attended or unattended; p rovided, however, the firearm shall be
289	289	stored and hidden from view in a locked motor vehicle when the motor
290	290	vehicle is left unattended on school property; and
291	291	6. Any public property set aside temporarily by a county, city,
292	292	town, public trust with a county, city , or town as a beneficiary, or
293	293	state governmental authority for the holder of an event permit that
294	294	is without minimum-security minimum security provisions, as such
295	295	term is defined in paragraph 7 of subsection A of this section;
296	296	provided, the carry of firearms within said the permitted event area
297	297	shall be limited to concealed carry of a handgun unless otherwise
298	298	authorized by the holder of the event permit.
299	299	Nothing contained in any provision of this subsection or
300	300	subsection C of this section shall be construed to authorize or
301	301	allow any person in control of any place described in subsection A
302	302	of this section to establish any policy or rule that has the effect
303	303	of prohibiting any person in lawful possession of a handgun license
304	304	or otherwise in lawful posses sion of a firearm from carrying or
305	305	possessing the firearm on the property described in this subsection.
306	306	C. A concealed or unconcealed weapon may be carried onto
307	307	private school property or in any school bus or vehicle used by any
308	308	private school for transportation of students or teachers by a
309	309	person who is licensed pursuant to the Oklahoma Self -Defense Act,

361	361	provided a policy has been adopted by the governing entity of the
362	362	private school that authorizes the carrying and possession of a
363	363	weapon on private schoo l property or in any school bus or vehicle
364	364	used by a private school. Except for acts of gross negligence or
365	365	willful or wanton misconduct, a governing entity of a private school
366	366	that adopts a policy which authorizes the possession of a weapon on
367	367	private school property, a school bus , or a vehicle used by the
368	368	private school shall not be subject to liability for any injuries
369	369	arising from the adoption of the policy. The provisions o f this
370	370	subsection shall not apply to claims pursuant to the Administrative
371	371	Workers’ Compensation Act.
372	372	D. Notwithstanding paragraph 3 of subsection A of this section,
373	373	a A board of education of a school district may adopt a policy
374	374	pursuant to Section 5 -149.2 of Title 70 of the Oklahoma Statutes to
375	375	authorize the carrying of a handgun onto school property by school
376	376	personnel specifically designated by the board of education,
377	377	provided such personnel either:
378	378	1. Possess a valid armed security guard license as pr ovided for
379	379	in Section 1750.1 et seq. of Title 59 of the Oklahoma Statutes the
380	380	Oklahoma Security Guard and Private Investigator Act ; or
381	381	2. Hold a valid reserve peace officer certification as provided
382	382	for in Section 3311 of Title 70 of the Oklahoma Statutes .
383	383	Nothing in this subsection shall be construed to restrict authority
384	384	granted elsewhere in law to carry firearms.

436	436	E. Notwithstanding the provisions of subsection A of this
437	437	section, on any property designated as a municipal zoo or park of
438	438	any size that is owned, leased, operated , or managed by:
439	439	1. A public trust created pursuant to the provisions of Section
440	440	176 of Title 60 of the Oklahoma Statutes; or
441	441	2. A nonprofit entity,
442	442	an individual shall be allowed to carry a concealed handgun but not
443	443	openly carry a handgun on the property.
444	444	F. Any person violating the provisions of paragraph 2 or 3 of
445	445	subsection A of this section shall, upon conviction, be guilty of a
446	446	misdemeanor punishable by a fine not to exceed Two Hundred Fifty
447	447	Dollars ($250.00). A person viola ting any other provision of
448	448	subsection A of this section may be denied entranc e onto the
449	449	property or removed from the property. If the person refuses to
450	450	leave the property and a peace officer is summoned, the person may
451	451	be issued a citation for an amount not to exceed Two Hundred Fifty
452	452	Dollars ($250.00).
453	453	G. No person in possession of a valid handgun license issued
454	454	pursuant to the provisions of the Oklahoma Self -Defense Act or who
455	455	is carrying or in possession of a firearm as otherwise permitted by
456	456	law or who is carrying or in possession of a machete, blackjack,
457	457	loaded cane, hand cha in, or metal knuckles shall be authorized to
458	458	carry the firearm, machete, blackjack, loaded cane, hand chain , or
459	459	metal knuckles into or upon any college, university , or technology

512	512	purposes of this subsection, the following property shall not be
513	513	construed to be college, university , or technology center school
514	514	property:
515	515	1. Any property set aside for the use or parki ng of any motor
516	516	vehicle, whether attended or unattended, provided the firearm,
517	517	machete, blackjack, loaded cane, hand chain , or metal knuckles are
518	518	carried or stored as required by law and the firearm, machete,
519	519	blackjack, loaded cane, hand chain , or metal knuckles are not
520	520	removed from the motor vehicle without the prior consent of the
521	521	college or university president or technology center school
522	522	administrator while the vehicle is on any college, university , or
523	523	technology center school property;
524	524	2. Any property authorized for possession or use of firearms,
525	525	machetes, blackjacks, loaded ca nes, hand chains, or metal knuckles
526	526	by college, university , or technology center school policy; and
527	527	3. Any property authorized by the written consent of the
528	528	college or universit y president or technology center school
529	529	administrator, provided the written consent is carried with the
530	530	firearm, machete, blackjack, loaded cane, hand chain , or metal
531	531	knuckles and the valid handgun license while on college, university ,
532	532	or technology center school property.
533	533	The college, university , or technology center school may not ify
534	534	the Oklahoma State Bureau of Investigation within ten (10) days of a

586	586	violation of any provision of this subsection by a licensee. Upon
587	587	receipt of a written notification of v iolation, the Bureau shall
588	588	give a reasonable notice to the licensee and hold a hearing. At the
589	589	hearing, upon a determination that the licensee has violated any
590	590	provision of this subsection, the licensee may be subject to an
591	591	administrative fine of Two Hund red Fifty Dollars ($250.00) and may
592	592	have the handgun license suspended for thr ee (3) months.
593	593	Nothing contained in any provision of this subsection shall be
594	594	construed to authorize or allow any college, university , or
595	595	technology center school to establish an y policy or rule that has
596	596	the effect of prohibiting any person in lawful possession of a
597	597	handgun license or any person in lawful possession of a firearm,
598	598	machete, blackjack, loaded cane, hand chain , or metal knuckles from
599	599	possession of a firearm, machete, blackjack, loaded cane, hand
600	600	chain, or metal knuckles in places described in p aragraphs 1, 2, and
601	601	3 of this subsection. Nothing contained in any provision of this
602	602	subsection shall be construed to limit the authority of any college,
603	603	university, or technology center school in this state from taking
604	604	administrative action against any student for any violation of any
605	605	provision of this subsection.
606	606	H. The provisions of this section shall not apply to the
607	607	following:
608	608	1. Any peace officer or any person authorized by law to carry a
609	609	firearm in the course of employment;

662	662	district judges, who are in possession of a valid handgun license
663	663	issued pursuant to the provisions of the Oklahoma Self -Defense Act
664	664	and whose names appear on a list maintained by the Administrative
665	665	Director of the Courts, when acting in the course and scope of
666	666	employment within the courthouses of this state;
667	667	3. Private investigators with a firearms authorization when
668	668	acting in the course and scope of employment;
669	669	4. Elected officials An elected official of a county, who are
670	670	is in possession of a valid handgun license issued pursuant to the
671	671	provisions of the Oklahoma Self -Defense Act, may carry a concealed
672	672	handgun when acting in the performance of his or her duties within
673	673	the courthouses of the county in which he or she was elected. The
674	674	provisions of this paragraph shall not allow the elected county
675	675	official to carry the handgun into a courtroom;
676	676	5. The sheriff of any county may authorize cert ain employees of
677	677	the county, who possess a valid handgun license issued pursua nt to
678	678	the provisions of the Oklahoma Self -Defense Act, to carry a
679	679	concealed handgun when acting in the course and scope of employment
680	680	within the courthouse in the county in which the person is employed.
681	681	Nothing in the Oklahoma Self -Defense Act shall prohibit the sheriff
682	682	from requiring additional instruction or training before granting
683	683	authorization to carry a concealed handgun within the courthouse.
684	684	The provisions of this paragr aph and of paragraph 6 of this

737	737	into a courtroom, sheriff ’s office, adult or juvenile jail , or any
738	738	other prisoner detention area; and
739	739	6. The board of county commissioners of any county may
740	740	authorize certain employees of the county, who possess a valid
741	741	handgun license issued pursuant to the provisions of the Oklahoma
742	742	Self-Defense Act, to carry a concealed handgun when acting in the
743	743	course and scope of employment on county annex facilities or grounds
744	744	surrounding the county courthouse.
745	745	I. For the purposes of this secti on, “motor vehicle” means any
746	746	automobile, truck, minivan, sports utility vehicle, or motorcycle,
747	747	as defined in Section 1 -135 of Title 47 of the Oklahoma Statutes,
748	748	equipped with a locked accessory container within or affixed to the
749	749	motorcycle.
750	750	SECTION 2. This act shall become effective November 1, 2025.
