79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
80	80	SECTION 1. NEW LAW A new section of law not to be
81	81	codified in the Oklahoma Statutes reads as follows:
82	82	This act shall be known as and may be c ited as the “Voter Roll
83	83	Integrity and Maintenance Act ”.
84	84	SECTION 2. NEW LAW A new section of law to be codified
85	85	in the Oklahoma Statutes as Section 4-122 of Title 26, unless there
86	86	is created a duplication in numbering, reads as follo ws:
87	87	A. 1. The Secretary of the State Election Board shall prepare
88	88	and submit an annual report, as provided for in subsection B of this
89	89	section, to the Governor, the President Pro Tempore of the Senate,

142	142	January 31 of each year.
143	143	2. Each secretary of a county election board shall prepare and
144	144	submit an annual report, as provided for in subsection B of this
145	145	section, to the Secretary of the State Election Board no later than
146	146	January 15 of each year.
147	147	B. 1. The reports required in subsection A of this section
148	148	shall include the following information:
149	149	a. a summary of efforts undertaken during the preceding
150	150	calendar year to prevent non -citizens from being added
151	151	to the voter rolls,
152	152	b. actions taken to remove any identified non -citizens or
153	153	other ineligible persons from the voter rolls,
154	154	including the total number of removed individuals and
155	155	reasons for removal,
156	156	c. any coordination or collaboration with federal, state,
157	157	and local agencies to verify voter eligi bility, and
158	158	d. an analysis of the efficacy of current voter
159	159	registration maintenance processes and any
160	160	recommendations for improvements.
161	161	2. The report of the Secretary of the State Election Board shall
162	162	include aggregated statewide data as well as a summary of county-
163	163	level reports.

215	215	C. The Secretary shall publish the statewide report on the
216	216	official state website within thirty (30) days of submission to the
217	217	Governor, the President Pro Tempore of the Senate, and the Speaker
218	218	of the House of Representatives, to ensure public transparency.
219	219	D. Failure by the secretary of a county election board to
220	220	submit the required report by the specified deadline shall result in
221	221	notification from the Secretary, providing a fourteen -day grace
222	222	period for compliance. Repeated failure to comply with the
223	223	provisions of this act shall result in a written referral to the
224	224	Secretary for review and potential disciplinary action as de emed
225	225	appropriate by the Secretary.
226	226	E. The Legislature shall retain exclusive authority to
227	227	establish statutes necessary for implement ation of the provisions of
228	228	this act. The Secretary of State may promulgate rules necessary to
229	229	implement the requirements of this section and submit to the
230	230	legislature for approval as required by law .
231	231	SECTION 3. This act shall become effective November 1, 2025.
