7575 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7676 SECTION 1. AMENDATORY 59 O.S. 2021, Section 650, is
7777 amended to read as follo ws:
7878 Section 650. A. This act shall be known and may be cited as
7979 the “Oklahoma Interventional Pain Management and Treatment Act ”.
8080 B. As used in this section:
8181 1. “Chronic pain” means a pain state which is subacute,
8282 persistent and intractable;
8383 2. “Fluoroscope” means a radiologic instrument equipped with a
8484 fluorescent screen on which opaque internal structures can be viewed
8585 as moving shadow images formed by the differential transmission of
8686 X-rays throughout the body; and

138138 3. “Interventional pain management ” means the practice of
139139 medicine devoted to the diagnosis and treatment of chr onic pain,
140140 through the use of such techniques as:
141141 a. ablation of targeted nerves,
142142 b. percutaneous precision needle placement within the
143143 spinal column with placement of drugs such as local
144144 anesthetics, steroids, analgesics in targeted areas of
145145 the spinal column, or
146146 c. surgical techniques, such as laser or endoscopic
147147 diskectomy, intrathecal infusion pumps and spinal cord
148148 stimulators; and
149149 4. “Supervision” means that the supervising physician is
150150 present in the office before, during, and after the procedure and
151151 includes the authorization and evaluation of the procedure , ensuring
152152 that the patient-physician relationship remain s intact.
153153 C. It shall be unlawful to practice or offer to pra ctice
154154 interventional pain management in this state unless such person has
155155 been duly licensed under the provisions of the Oklahoma Allopathic
156156 Medical and Surgical Licensure and Supervision Act or the Oklahoma
157157 Osteopathic Medicine Act.
158158 D. Nothing in this section shall be construed to forbid the
159159 administration of lumbar intra -laminar epidural steroid injections
160160 or peripheral nerve blocks by a certified registered nurse
161161 anesthetist when requested to do so by a physician and under the

213213 supervision of an allopath ic or osteopathic physician licensed in
214214 this state and under conditions in which timely on -site consultation
215215 by such allopathic or osteopathic physician is available.
216216 E. A certified registered nurse anesthetist shall not operate a
217217 freestanding pain manage ment facility without direct supervision of
218218 a physician who is board -certified in interventional pain management
219219 or its equivalent.
220220 SECTION 2. This act shall become effective November 1, 2025.
