77	77	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
78	78	SECTION 1. NEW LAW A new section of law not to be
79	79	codified in the Oklahoma Statutes reads as follows:
80	80	This act shall be known and may be cited as “Julie’s Law”.
81	81	SECTION 2. AMENDATORY 76 O.S. 2021, Section 50.2, is
82	82	amended to read as follows:
83	83	Section 50.2. As used in the Oklahoma Livestock Activities
84	84	Liability Limitation Act:
85	85	1. “Engages in a livestock activity” includes training, racing,
86	86	showing, riding, or assisting in medical treatment of, or driving
87	87	livestock, or engaging in any agritourism activity involving
88	88	livestock or on a location where livestock are displayed or raised,

141	141	or livestock professional. The term “engages in a livestock
142	142	activity” does not include being a spectator at a livestock
143	143	activity, except in cases where the spectator places himself or
144	144	herself in immediate proximity to livestock activity;
145	145	2. “Agritourism activity ” includes, but is not limited to, any
146	146	activity carried out on a farm or ranch that allows members of the
147	147	general public, for recreational, entertainment, or educational
148	148	purposes, to view or enjoy rural activities, including farming,
149	149	ranching, historic, cultural, harvest -your-own activities, or
150	150	natural activities and attractions. An activity is an agritourism
151	151	activity whether or not the participant pays to participate in the
152	152	activity;
153	153	3. “Equestrian facility” means a facility created and
154	154	maintained for the purpose of accomm odating horses for equine
155	155	activities. Equestrian facility does not mean a facility used for
156	156	livestock activities ;
157	157	3. 4. “Equine activity” means equine training or teaching
158	158	activities or both such training or teaching activities at an
159	159	equestrian facility;
160	160	5. “Livestock” means any cattle, bison, hog, sheep, goat,
161	161	equine livestock, including but not limited to animals of the
162	162	families bovidae, cervidae and antilocapridae or birds o f the ratite
163	163	group;

215	215	4. 6. “Livestock activity” includes but is not limited to :
216	216	a. livestock shows, fairs, livestock sales, competitions,
217	217	performances, or parades that involve any or all
218	218	breeds of livestock and any of the livestock
219	219	disciplines, including, but not limited to, rodeos,
220	220	auctions, driving, pulling, judging, cutting and
221	221	showing,
222	222	b. livestock training or teaching activities or both such
223	223	training and teaching activities,
224	224	c. boarding or pasturing livestock,
225	225	d. inspecting or evaluating livestock belo nging to
226	226	another, whether or not the owner has received some
227	227	monetary consideration or other thing of value for the
228	228	use of the livestock or is permitting a prospective
229	229	purchaser of the livestock to inspect or evaluate the
230	230	livestock,
231	231	e. drives, rides, trips , hunts or other livestock
232	232	activities of any type however informal or impromptu
233	233	that are sponsored by a livestock activity sponsor,
234	234	f. placing or replacing horseshoes on an equine, or
235	235	otherwise preparing livestock for show, and
236	236	g. agritourism activities in volving the viewing of,
237	237	handling of, riding of, showing of, or other
238	238	interactive activities with livestock;

290	290	5. 7. “Livestock activity sponsor ” means an individual, group,
291	291	club, partnership or corporation, whether or not the sponsor is
292	292	operating for profit or nonprofit, which sponsors, organizes, or
293	293	provides the facilities for, a livestock activity, including but not
294	294	limited to: livestock clubs, 4 -H clubs, FFA chapters, school and
295	295	college-sponsored classes, programs and activities, therapeutic
296	296	riding programs, and operators, instructors, and promoters of
297	297	livestock facilities, includ ing, but not limited to, barns, stables,
298	298	clubhouses, ponyride strings, fairs and arenas at which the activity
299	299	is held;
300	300	6. 8. “Livestock professional ” means a person engaged for
301	301	compensation in:
302	302	a. instructing a participant or renting to a participant
303	303	livestock for the purpose of engaging in livestock
304	304	activity, or
305	305	b. renting equipment or tack to a participant;
306	306	7. 9. “Inherent risks of livestock activities ” means those
307	307	dangers or conditions which are an integral part of livestock
308	308	activities, including but n ot limited to:
309	309	a. the propensity of livestock to behave in ways that may
310	310	result in injury to persons on or around them,
311	311	b. the unpredictability of livestock ’s reaction to such
312	312	things as sounds, sudden movement and unfamiliar
313	313	objects, persons or other animals,

366	366	conditions unknown to the livestock activity sponsor,
367	367	d. collisions with other livestock or objects, and
368	368	e. the potential of tack to become dislodged or move in
369	369	ways that may result in injury to persons on or around
370	370	livestock activities; and
371	371	8. 10. “Participant” means any person, whether amateur or
372	372	professional, who engages in a livestock activity, whether or not a
373	373	fee is paid to participate in the livestock activity.
374	374	SECTION 3. AMENDATORY 76 O.S. 2021, Section 50.3, is
375	375	amended to read as follows:
376	376	Section 50.3. A. Except as provided in subsection B of this
377	377	section, a livestock activity sponsor, a par ticipant or a livestock
378	378	professional acting in good faith and pursuant to the standards of
379	379	the livestock industry shall not be liable for injuries to any
380	380	person engaged in livestock activities when such injuries result
381	381	from the inherent risks of livestock activities.
382	382	B. 1. The provisions of the Oklahoma Livestock Activities
383	383	Liability Limitation Act shall not apply to employees of the sponsor
384	384	or livestock professional in the performance of their duties who are
385	385	covered by or subject to the provisions of the workers’ compensation
386	386	laws of Title 85 of the Oklahoma Statutes.
387	387	2. Nothing in subsection A of this section shall prevent or
388	388	limit the liability of a livestock activity sponsor, a participant

440	440	or a livestock professional, if the livestock activity sponsor , a
441	441	participant or livestock professional:
442	442	a. commits an act or omission that constitutes willful or
443	443	wanton disregard for the safety of any person engaged
444	444	in livestock activities, and that act or omission
445	445	caused the injury,
446	446	b. intentionally injures a perso n engaged in livestock
447	447	activities,
448	448	c. provided the equipment or tack, which wa s faulty, and
449	449	such equipment or tack was faulty to the extent that
450	450	it did cause the injury. The provisions of this
451	451	subparagraph shall not apply to livestock activities
452	452	sponsored by youth organizations when youth
453	453	participants share equipment or tack between
454	454	themselves,
455	455	d. provided the livestock and failed to make a reasonable
456	456	effort to determine the ability of the participant to
457	457	manage the particular livestock based upon the
458	458	participant’s representations of such participant ’s
459	459	ability. Provided, however, a participant in a
460	460	livestock show, livestock sale, or rodeo shall be
461	461	presumed to be competent in the handling of livestock
462	462	if an entry form is required for the activity and
463	463	signed by the participant, or

515	515	e. owns, leases, rents or otherwise is in lawful
516	516	possession and control of the land or facilities upon
517	517	which the participant sustained injuries because of a
518	518	dangerous condition which was known to the livestock
519	519	activity sponsor, lives tock professional or person and
520	520	not made known to the participant.
521	521	3. Nothing in subsection A of this section shall prevent or
522	522	limit the liability of a livestock activity sponsor, a participant
523	523	or a livestock professional:
524	524	a. under liability provisions as set forth in the
525	525	products liability laws, or
526	526	b. for livestock activities which result in the death of
527	527	any person engaged in livestock activities from the
528	528	inherent risks of livestock activities.
529	529	4. Nothing in subsection A of this section shall prevent or
530	530	limit the liability of an individual owning, leasing, renting, or
531	531	otherwise in lawful possession of an equestrian facility who fails
532	532	to follow the provisions of Section 3 of this act.
533	533	C. A sponsor shall not be held vicariously liable for the acts
534	534	or omission of a participant or a livestock professional.
535	535	SECTION 4. NEW LAW A new section of law to be codified
536	536	in the Oklahoma Statutes as Section 50.5 of Title 76, unless there
537	537	is created a duplication in numbering, reads as follows:

589	589	A. It shall be unlawful for a person less than eighteen (18)
590	590	years of age to engage in equine activities at an equestrian
591	591	facility in this state without wearing protective headgear secured
592	592	by a harness, which passed ASTM International and the Safety
593	593	Equipment Institute standards for equine activity use.
594	594	B. The provisions of this section may be waived pursuant to
595	595	Section 50.4 of Title 76 of the Oklahoma Statutes .
596	596	SECTION 5. This act shall become effective November 1, 2025.
