7777 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7878 SECTION 1. NEW LAW A new section of law not to be
7979 codified in the Oklahoma Statutes reads as follows:
8080 This act shall be known and may be cited as “Julie’s Law”.
8181 SECTION 2. AMENDATORY 76 O.S. 2021, Section 50.2, is
8282 amended to read as follows:
8383 Section 50.2. As used in the Oklahoma Livestock Activities
8484 Liability Limitation Act:
8585 1. “Engages in a livestock activity” includes training, racing,
8686 showing, riding, or assisting in medical treatment of, or driving
8787 livestock, or engaging in any agritourism activity involving
8888 livestock or on a location where livestock are displayed or raised,

140140 and any person assisting a participant, livestock activity sponsor
141141 or livestock professional. The term “engages in a livestock
142142 activity” does not include being a spectator at a livestock
143143 activity, except in cases where the spectator places himself or
144144 herself in immediate proximity to livestock activity;
145145 2. “Agritourism activity ” includes, but is not limited to, any
146146 activity carried out on a farm or ranch that allows members of the
147147 general public, for recreational, entertainment, or educational
148148 purposes, to view or enjoy rural activities, including farming,
149149 ranching, historic, cultural, harvest -your-own activities, or
150150 natural activities and attractions. An activity is an agritourism
151151 activity whether or not the participant pays to participate in the
152152 activity;
153153 3. “Equestrian facility” means a facility created and
154154 maintained for the purpose of accomm odating horses for equine
155155 activities. Equestrian facility does not mean a facility used for
156156 livestock activities ;
157157 3. 4. “Equine activity” means equine training or teaching
158158 activities or both such training or teaching activities at an
159159 equestrian facility;
160160 5. “Livestock” means any cattle, bison, hog, sheep, goat,
161161 equine livestock, including but not limited to animals of the
162162 families bovidae, cervidae and antilocapridae or birds o f the ratite

215215 4. 6. “Livestock activity” includes but is not limited to :
216216 a. livestock shows, fairs, livestock sales, competitions,
217217 performances, or parades that involve any or all
218218 breeds of livestock and any of the livestock
219219 disciplines, including, but not limited to, rodeos,
220220 auctions, driving, pulling, judging, cutting and
221221 showing,
222222 b. livestock training or teaching activities or both such
223223 training and teaching activities,
224224 c. boarding or pasturing livestock,
225225 d. inspecting or evaluating livestock belo nging to
226226 another, whether or not the owner has received some
227227 monetary consideration or other thing of value for the
228228 use of the livestock or is permitting a prospective
229229 purchaser of the livestock to inspect or evaluate the
230230 livestock,
231231 e. drives, rides, trips , hunts or other livestock
232232 activities of any type however informal or impromptu
233233 that are sponsored by a livestock activity sponsor,
234234 f. placing or replacing horseshoes on an equine, or
235235 otherwise preparing livestock for show, and
236236 g. agritourism activities in volving the viewing of,
237237 handling of, riding of, showing of, or other
238238 interactive activities with livestock;

290290 5. 7. “Livestock activity sponsor ” means an individual, group,
291291 club, partnership or corporation, whether or not the sponsor is
292292 operating for profit or nonprofit, which sponsors, organizes, or
293293 provides the facilities for, a livestock activity, including but not
294294 limited to: livestock clubs, 4 -H clubs, FFA chapters, school and
295295 college-sponsored classes, programs and activities, therapeutic
296296 riding programs, and operators, instructors, and promoters of
297297 livestock facilities, includ ing, but not limited to, barns, stables,
298298 clubhouses, ponyride strings, fairs and arenas at which the activity
299299 is held;
300300 6. 8. “Livestock professional ” means a person engaged for
301301 compensation in:
302302 a. instructing a participant or renting to a participant
303303 livestock for the purpose of engaging in livestock
304304 activity, or
305305 b. renting equipment or tack to a participant;
306306 7. 9. “Inherent risks of livestock activities ” means those
307307 dangers or conditions which are an integral part of livestock
308308 activities, including but n ot limited to:
309309 a. the propensity of livestock to behave in ways that may
310310 result in injury to persons on or around them,
311311 b. the unpredictability of livestock ’s reaction to such
312312 things as sounds, sudden movement and unfamiliar
313313 objects, persons or other animals,

365365 c. certain hazards such as surface and subsurface
366366 conditions unknown to the livestock activity sponsor,
367367 d. collisions with other livestock or objects, and
368368 e. the potential of tack to become dislodged or move in
369369 ways that may result in injury to persons on or around
370370 livestock activities; and
371371 8. 10. “Participant” means any person, whether amateur or
372372 professional, who engages in a livestock activity, whether or not a
373373 fee is paid to participate in the livestock activity.
374374 SECTION 3. AMENDATORY 76 O.S. 2021, Section 50.3, is
375375 amended to read as follows:
376376 Section 50.3. A. Except as provided in subsection B of this
377377 section, a livestock activity sponsor, a par ticipant or a livestock
378378 professional acting in good faith and pursuant to the standards of
379379 the livestock industry shall not be liable for injuries to any
380380 person engaged in livestock activities when such injuries result
381381 from the inherent risks of livestock activities.
382382 B. 1. The provisions of the Oklahoma Livestock Activities
383383 Liability Limitation Act shall not apply to employees of the sponsor
384384 or livestock professional in the performance of their duties who are
385385 covered by or subject to the provisions of the workers’ compensation
386386 laws of Title 85 of the Oklahoma Statutes.
387387 2. Nothing in subsection A of this section shall prevent or
388388 limit the liability of a livestock activity sponsor, a participant

440440 or a livestock professional, if the livestock activity sponsor , a
441441 participant or livestock professional:
442442 a. commits an act or omission that constitutes willful or
443443 wanton disregard for the safety of any person engaged
444444 in livestock activities, and that act or omission
445445 caused the injury,
446446 b. intentionally injures a perso n engaged in livestock
447447 activities,
448448 c. provided the equipment or tack, which wa s faulty, and
449449 such equipment or tack was faulty to the extent that
450450 it did cause the injury. The provisions of this
451451 subparagraph shall not apply to livestock activities
452452 sponsored by youth organizations when youth
453453 participants share equipment or tack between
454454 themselves,
455455 d. provided the livestock and failed to make a reasonable
456456 effort to determine the ability of the participant to
457457 manage the particular livestock based upon the
458458 participant’s representations of such participant ’s
459459 ability. Provided, however, a participant in a
460460 livestock show, livestock sale, or rodeo shall be
461461 presumed to be competent in the handling of livestock
462462 if an entry form is required for the activity and
463463 signed by the participant, or

515515 e. owns, leases, rents or otherwise is in lawful
516516 possession and control of the land or facilities upon
517517 which the participant sustained injuries because of a
518518 dangerous condition which was known to the livestock
519519 activity sponsor, lives tock professional or person and
520520 not made known to the participant.
521521 3. Nothing in subsection A of this section shall prevent or
522522 limit the liability of a livestock activity sponsor, a participant
523523 or a livestock professional:
524524 a. under liability provisions as set forth in the
525525 products liability laws, or
526526 b. for livestock activities which result in the death of
527527 any person engaged in livestock activities from the
528528 inherent risks of livestock activities.
529529 4. Nothing in subsection A of this section shall prevent or
530530 limit the liability of an individual owning, leasing, renting, or
531531 otherwise in lawful possession of an equestrian facility who fails
532532 to follow the provisions of Section 3 of this act.
533533 C. A sponsor shall not be held vicariously liable for the acts
534534 or omission of a participant or a livestock professional.
535535 SECTION 4. NEW LAW A new section of law to be codified
536536 in the Oklahoma Statutes as Section 50.5 of Title 76, unless there
537537 is created a duplication in numbering, reads as follows:

589589 A. It shall be unlawful for a person less than eighteen (18)
590590 years of age to engage in equine activities at an equestrian
591591 facility in this state without wearing protective headgear secured
592592 by a harness, which passed ASTM International and the Safety
593593 Equipment Institute standards for equine activity use.
594594 B. The provisions of this section may be waived pursuant to
595595 Section 50.4 of Title 76 of the Oklahoma Statutes .
596596 SECTION 5. This act shall become effective November 1, 2025.
