79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
80	80	SECTION 1. AMENDATORY 74 O.S. 2021, Section 150.3, is
81	81	amended to read as follows :
82	82	Section 150.3. A. 1. There is hereby created an Oklahoma
83	83	State Bureau of Investigation Commission which shall consist of
84	84	seven (7) members, not more than two of whom shall b e from the same
85	85	congressional district. When congressional districts are redrawn,
86	86	each member appointed prior to July 1 of the year in which such
87	87	modification becomes effective shall complete the current term of
88	88	office and appointments made after July 1 o f the year in which such
89	89	modification becomes effective shall be based on the redrawn

142	142	which such modification becomes effective if such appointment would
143	143	result in more than two members se rving from the same modified

145	145	2. The members shall be appointed by the Governor and confirmed
146	146	by the Senate and shall be removable only for cause, as provided by
147	147	law for the removal of officers not subject to impeachment. The
148	148	term of office of each member shall be seven (7) years. The first
149	149	appointments shall be for the following terms as designated by the
150	150	Governor: one member for a term of one (1) year; one member for a
151	151	term of two (2) years; one member for a term of three (3) years; one
152	152	member for a term of four (4) years; one member for a term of five
153	153	(5) years; one member for a term of six (6) years; and one member
154	154	for a term of seven (7) years as follows:
155	155	a. one chief of police, while serving in such capacity,
156	156	appointed by the Oklahoma Association of Chiefs of
157	157	Police,
158	158	b. one sheriff, while serving in such capacity, a ppointed
159	159	by the Oklahoma Sheriffs’ Association,
160	160	c. one district attorney, while serving in such capacity,
161	161	appointed by the District Attorneys Council,
162	162	d. one member appointed by the Attorney General,
163	163	e. one member appointed by the Governor,

217	217	g. one member appointed by the Speaker of the House of
218	218	Representatives.
219	219	Each member shall serve for a term of two (2) yea rs. A member
220	220	may serve more than one term on the Commission. Each member sha ll
221	221	continue to serve so long as the member is qualified and until a
222	222	successor has been appointed and confirmed by the Senate . Vacancies
223	223	occurring during a term shall be filled f or the unexpired portion of
224	224	the term by the same procedure used to make the regular
225	225	appointments.
226	226	B. Four of the members shall represent the lay citizenry, one
227	227	member shall be a district attorney while serving in that capacity,
228	228	one member shall be a sheri ff while serving in that capacity, and
229	229	one member shall be a chief of police w hile serving in that
230	230	capacity; provided that the sheriff and police chief members shall
231	231	have successfully completed an approved course of instruction for
232	232	peace officers as requir ed by law.
233	233	C. Annually the Commission shall select one of the Commission
234	234	members to serve as chair and one member to serve as vice -chair.
235	235	The Commission shall meet at least quarterly. The chair shall
236	236	preside at all meetings of the Commission and shall h ave the power
237	237	to call meetings of the Commission. In addition, meetings of th e
238	238	Commission may be called by a majority of the members. The vice -

290	290	chair shall perform these functions in the absence or incapacity of
291	291	the chair. A quorum of four members of the Commission shall be
292	292	necessary to conduct any official business. All actions taken by
293	293	the Commission shall be by a simple majority vote of a quorum. In
294	294	the event of a tie vote, the measure being voted upon shall be
295	295	deemed to have failed.
296	296	The Commission shall adopt rules of procedure for the orderly
297	297	performance of its functions.
298	298	D. C. Members of the Commission shall serve without salary but
299	299	may be reimbursed for travel and other expenses in attending
300	300	meetings and performing their duties in the manner prov ided for
301	301	other state officers and employees under the State Travel
302	302	Reimbursement Act. The lay -citizen members shall be paid Thirty
303	303	Dollars ($30.00) per diem for attendance at meetings of the
304	304	Commission. No other provisions of law shall be construed as
305	305	prohibiting public officers from also serving as members of the
306	306	Commission, nor shall any other provisions of law be construed as
307	307	prohibiting public officers or public employees from performing
308	308	services for the Commission without compensation. It is further
309	309	provided that no town, city, county or other subdivision or other
310	310	agency of state government shall be prohibited from receiving a
311	311	grant or from benefiting from grants or expenditures of the
312	312	Commission for the reason that an officer or employee of such tow n,
