8181 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8282 SECTION 1. NEW LAW A new section of law to be codified
8383 in the Oklahoma Statutes as Section 6021 of Title 59, unless there
8484 is created a duplication in numbering, reads as follows:
8585 A. No later than December 31, 2030, the administration of
8686 professional and occupational licensing in this state including, but
8787 not limited to, the licensing of health care providers, behavioral
8888 health providers, and professional occupations, shall be transferred
8989 to Service Oklahoma.
9090 B. Nothing in this section shall be construed to:

142142 1. Remove, abrogate, reduce, or otherwise affect an y power or
143143 duty of a licensing board to establish or enforce licensure
144144 qualifications, examination requirements, or disciplinary standards
145145 or procedures, or to exercise any other power or duty of the
146146 licensing board as provided by law; or
147147 2. Confer to Service Oklahoma any power or duty of a licensing
148148 board provided by law including , but not limited to, those described
149149 in paragraph 1 of this section. The sole function of Service
150150 Oklahoma under the provisions of this section shall be to administer
151151 the issuance of professional and occupational licenses in this
152152 state.
153153 C. Service Oklahoma and all licensing boards covered under this
154154 section may promulgate rules as necessary to implement the
155155 provisions of this section.
156156 D. 1. The Executive Director of Service O klahoma and the
157157 Secretary of Licensing and Regulation shall determine the orde r in
158158 which professional and occupational licensing services are onboarded
159159 to Service Oklahoma.
160160 2. Beginning no later than July 1, 2026, and to be completed no
161161 later than December 31, 2030, the boards identified by the Executive
162162 Director of Service Oklahoma and the Secretary of Licensing and
163163 Regulation shall transition to Service Oklahoma for the application
164164 and renewal of professional and occupational licenses.

216216 3. Before the third Tuesday of November of each year, Service
217217 Oklahoma shall prepare and submit a detailed annual performance
218218 report and recommendation to the Governor, the President Pro Tempore
219219 of the Senate, and the Speaker of the House of Representatives. The
220220 first report shall be due by November 18, 2025. The report shall
221221 include the following:
222222 a. information related to the metrics used for assessing
223223 customer satisfaction, transaction efficiency, and
224224 service reliability,
225225 b. analysis of cost-effectiveness and adherence to the
226226 approved budget,
227227 c. information on identified areas for improvement an d a
228228 corrective action plan, if necessary, and
229229 d. recommendations for expanding or discontinuing
230230 professional and occupational licensing services
231231 established by this section.
232232 4. Any change in professional and occupational licensing
233233 services established by this section, unless rejected or amended as
234234 provided by this subsection, shall become effective on July 1 of the
235235 following calendar year.
236236 5. If the annual performance report demonstrates that the
237237 established performance metrics have been met or exceeded,
238238 additional boards, commissions, or agencies identified within the
239239 annual report shall transition their professional and occupational

291291 licensing services as recommended by Service Oklahoma, effective on
292292 July 1 of the following calendar year.
293293 6. If the annual performance report demonstrates that the
294294 established performance metrics have not been met, the Legislature
295295 or the Governor may amend or reject the recommendations contained
296296 therein. Any amendment passed by a majority vote of each house of
297297 the Legislature shall become effective as provided by the amendment
298298 unless vetoed by the Governor.
299299 E. Beginning January 1, 2027, Service Oklahoma shall publish
300300 and make available publicly a quarterly report summarizing the
301301 applicable performance metrics, customer feedback, and progress
302302 toward achieving benchmarks established by the Executive Director of
303303 Service Oklahoma and the Secretary of Licensing and Regulation.
304304 SECTION 2. This act shall become effective November 1, 2025.
