81	81	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
82	82	SECTION 1. NEW LAW A new section of law to be codified
83	83	in the Oklahoma Statutes as Section 6021 of Title 59, unless there
84	84	is created a duplication in numbering, reads as follows:
85	85	A. No later than December 31, 2030, the administration of
86	86	professional and occupational licensing in this state including, but
87	87	not limited to, the licensing of health care providers, behavioral
88	88	health providers, and professional occupations, shall be transferred
89	89	to Service Oklahoma.
90	90	B. Nothing in this section shall be construed to:

142	142	1. Remove, abrogate, reduce, or otherwise affect an y power or
143	143	duty of a licensing board to establish or enforce licensure
144	144	qualifications, examination requirements, or disciplinary standards
145	145	or procedures, or to exercise any other power or duty of the
146	146	licensing board as provided by law; or
147	147	2. Confer to Service Oklahoma any power or duty of a licensing
148	148	board provided by law including , but not limited to, those described
149	149	in paragraph 1 of this section. The sole function of Service
150	150	Oklahoma under the provisions of this section shall be to administer
151	151	the issuance of professional and occupational licenses in this
152	152	state.
153	153	C. Service Oklahoma and all licensing boards covered under this
154	154	section may promulgate rules as necessary to implement the
155	155	provisions of this section.
156	156	D. 1. The Executive Director of Service O klahoma and the
157	157	Secretary of Licensing and Regulation shall determine the orde r in
158	158	which professional and occupational licensing services are onboarded
159	159	to Service Oklahoma.
160	160	2. Beginning no later than July 1, 2026, and to be completed no
161	161	later than December 31, 2030, the boards identified by the Executive
162	162	Director of Service Oklahoma and the Secretary of Licensing and
163	163	Regulation shall transition to Service Oklahoma for the application
164	164	and renewal of professional and occupational licenses.

216	216	3. Before the third Tuesday of November of each year, Service
217	217	Oklahoma shall prepare and submit a detailed annual performance
218	218	report and recommendation to the Governor, the President Pro Tempore
219	219	of the Senate, and the Speaker of the House of Representatives. The
220	220	first report shall be due by November 18, 2025. The report shall
221	221	include the following:
222	222	a. information related to the metrics used for assessing
223	223	customer satisfaction, transaction efficiency, and
224	224	service reliability,
225	225	b. analysis of cost-effectiveness and adherence to the
226	226	approved budget,
227	227	c. information on identified areas for improvement an d a
228	228	corrective action plan, if necessary, and
229	229	d. recommendations for expanding or discontinuing
230	230	professional and occupational licensing services
231	231	established by this section.
232	232	4. Any change in professional and occupational licensing
233	233	services established by this section, unless rejected or amended as
234	234	provided by this subsection, shall become effective on July 1 of the
235	235	following calendar year.
236	236	5. If the annual performance report demonstrates that the
237	237	established performance metrics have been met or exceeded,
238	238	additional boards, commissions, or agencies identified within the
239	239	annual report shall transition their professional and occupational

291	291	licensing services as recommended by Service Oklahoma, effective on
292	292	July 1 of the following calendar year.
293	293	6. If the annual performance report demonstrates that the
294	294	established performance metrics have not been met, the Legislature
295	295	or the Governor may amend or reject the recommendations contained
296	296	therein. Any amendment passed by a majority vote of each house of
297	297	the Legislature shall become effective as provided by the amendment
298	298	unless vetoed by the Governor.
299	299	E. Beginning January 1, 2027, Service Oklahoma shall publish
300	300	and make available publicly a quarterly report summarizing the
301	301	applicable performance metrics, customer feedback, and progress
302	302	toward achieving benchmarks established by the Executive Director of
303	303	Service Oklahoma and the Secretary of Licensing and Regulation.
304	304	SECTION 2. This act shall become effective November 1, 2025.
