5783 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5884 SECTION 1. NEW LAW A new section of law to be codified
5985 in the Oklahoma Statutes as Section 200 of Title 75A, unless there
6086 is created a duplication in numbering, reads as follows:
6187 As used in this act:
6288 1. “Algorithm” means one or more processes, set s of rules,
6389 methodologies, or data used that govern the operation of a social
6490 media platform and determine how content is filtered, ranked,
6591 selected, and recommended to users;

93143 2. “Artificial intelligence ” means a machine-based system that
94144 can, for a given set of human -defined objectives, make predictions,
95145 recommendations, or decisions that influence real or virtual
96146 environments;
97147 3. “Best interests” means the use, by a covered entity, of
98148 personal data or the design of an online service, product, or
99149 feature in a way that will not:
100150 a. benefit the covered entity to the detriment of the
101151 user, or
102152 b. result in:
103153 (1) reasonably foreseeable and material p hysical or
104154 financial harm,
105155 (2) reasonably foreseeable and severe psychological
106156 or emotional harm,
107157 (3) an offensive intrusion on reasonable privacy
108158 expectations, or
109159 (4) discrimination based on race, color, religion,
110160 sex, national origin, disability, or sexu al
111161 orientation;
112162 4. “De-identified” means data that cannot reasonably be used to
113163 infer information about, or otherwise be linked to, an identified or
114164 identifiable natural person, or a device linked to such person,
115165 provided the covered entity that possesses the data:

143217 a. takes reasonable measures to ensure that the data
144218 cannot be associated with a natural person,
145219 b. publicly commits to not attempt to re -identify the
146220 data, and
147221 c. contractually obligates any recipient of the data to
148222 comply with the provisions o f this act;
149223 5. “Machine learning” means an application of artificial
150224 intelligence that is characterized by providing machine -based
151225 systems the ability to automatically learn and improve on the basis
152226 of data or experience, without being explicitly programm ed;
153227 6. “Minor” means an individual under eighteen (18) years of
154228 age;
155229 7. “Minor user” means an individual under eighteen (18) years
156230 of age who accesses or uses a social media platform;
157-8. a. “Social media platform” means a website or internet
158-medium that:
159-(1) permits a person to become a regist ered user,
231+8. “Social media platform ” means a website or internet medium
232+that:
233+a. permits a person to become a registered user,
160234 establish an account, or creat e a profile for the
161-purpose of allowing users to create, share, and
162-view user-generated content through such an
163-account or profile,
164-(2) enables one or more users to generate content

197-b. Social media platform does not include:
198-(1) an interactive gaming platform that complies with
199-the requirements of the federal Children's Online
200-Privacy Protection Act, 15 U.S.C., Section 6501,
201-and the regulations, rules, guidance, and
202-exemptions pursuant to such act, or
203-(2) a platform that primarily provides career
204-development opportunities, including professional
205-networking, job skills, learning certifications,
206-and job posting and application services; and
291+c. primarily serves as a medium for users to interact
292+with content generated by other users of the medium;
293+and
207294 9. “User” means a person who accesses or uses a social media
208295 platform.
209296 SECTION 2. NEW LAW A new section of law to be codified
210297 in the Oklahoma Statutes as Section 201 of Title 75A, unless there
211298 is created a duplication in numbering, reads as follows:
212299 A. This act shall be known and may be cited as the “Safe
213300 Screens for Kids Act”.
214301 B. 1. A social media platform shall not allow a minor who is a
215302 resident of this state to create or maintain an account on such
216303 platform without written consent from the parent or legal guardian
217304 of the minor. The social media platform shall ve rify the identity
305+of the person consenting and the relationship of the person
306+consenting to the minor.
307+2. A social media platform shall perform reasonable age
308+verification methods to verify the age of each user.
309+C. 1. A social media platform shall provi de a parent or legal
310+guardian with full access to the account of the minor user,
311+including any posts, messages, comments, likes, shares, reactions,
312+and other interactions on the platform.
313+2. A social media platform shall not restrict, limit, or
314+interfere with a parent or legal guardian ’s ability to monitor,

247-2. A social media platform shall perform reasonable age
248-verification methods to verify the age of each user.
249-C. 1. A social media platform shall provide a parent or legal
250-guardian with full access to the account of the mi nor user,
251-including any posts, messages, comments, likes, shares, reactions,
252-and other interactions on the platform.
253-2. A social media platform shall not restrict, limit, or
254-interfere with a parent or legal guardian ’s ability to monitor,
255366 modify, or delete any co ntent or activity on the account of the
256367 minor user.
257368 D. A social media platform shall not collect data from minor
258369 users unless such data is de -identified and shall not use or pro cess
259370 the data of a minor user in a manner that is inconsistent with the
260371 best interests of the minor user. A social media platform shall not
261372 display, send, or target an advertisement to a minor user or use
262373 data collected from a minor user for advertising p urposes.
263374 E. A social media platform shall not use an algorithm,
264375 artificial intelligence, machine learning, or other technology to
265376 select, recommend, rank, or personalize content for a minor user
266377 based on the profile, preferences, behavior, location, or ot her data
267378 of the minor user.
379+F. A social media platform shall not employ a feature, design,
380+or mechanism that:
381+1. Encourages or rewards excessive or compulsive use of the
382+platform by a minor user; or
383+2. Exploits the psychological vulnerabilities of a min or user.
384+G. If a social media platform violates any provision of this
385+act, the Attorney General is authorized to bring a civil action to
386+seek injunctive relief or a civil penalty.
387+H. The Attorney General shall promulgate rules to effectuate
388+the provisions of this act. Such rules shall include, but not be
389+limited to:

295-F. A social media platform shall not emplo y a feature, design,
296-or mechanism that:
297-1. Encourages or rewards excessive or compulsive use of the
298-platform by a minor user; or
299-2. Exploits the psychological vulnerabilities of a minor user.
300-G. If a social media platform violates any provision of this
301-act, the Attorney General is authorized to bring a civil action to
302-seek injunctive relief or a civil penalty.
303-H. The Attorney General shall promulgate rules to effectuate
304-the provisions of this act. Such rules shall include, but not be
305-limited to:
306441 1. Regulations regarding age verification and parental consent;
307442 and
308443 2. Reasonable exceptions to the provisions of this act;
309444 provided, such exceptions shall further the purpose of protecting
310445 minors.
311446 I. Nothing in this act shall be construed to prevent or
312447 preclude a minor from deliberately or independently searching for,
313448 or specifically requesting, content or require a social media
314449 platform to implement a minimum age requirement to access suc h
315450 platform.
316451 SECTION 3. This act shall become effective November 1, 2025.
