8181 BE IT ENACTED BY THE PEOPLE OF THE ST ATE OF OKLAHOMA:
8282 SECTION 1. NEW LAW A new section of law to be codified
8383 in the Oklahoma Statutes as Section 569 of Title 57, unless there is
8484 created a duplication in numbering, reads as follows:
8585 A. The Department of Corrections sha ll establish a five-year
8686 pilot program, subject to the availability of funds , called the
8787 “Secure Pre-Integration Pilot Program”. The purpose of the pilot
8888 program is to provide re -integration assistance to offenders
8989 incarcerated for non -violent offenses in order to reduce prison
9090 populations and the associated cost to this state .

142142 B. The Secure Pre-Integration Pilot Program shall address a
143143 comprehensive plan for release of an inmate to his or her family or
144144 community entity, including a church or non -profit organization.
145145 The family or community entity responsible for such released inmate
146146 shall monitor the person and make regular reports to the Department
147147 of Corrections.
148148 C. The Secure Pre-Integration Pilot Program shall be
149149 administered by the Department of Co rrections. The Department shall
150150 promulgate rules to administer the provisions of this section.
151151 D. This section shall not be construed to decrease sentence
152152 time or serve as a mechanism for probation or parole. Inmates
153153 released pursuant to the provisions of this section are considered
154154 to be in the custody of the responsible party a s determined by the
155155 Department of Corrections.
156156 E. Inmates transferred to the custody of the Department of
157157 Corrections from another state pursuant to the Interstate
158158 Corrections Compact (ICC), or any similar agreement, are eligible to
159159 participate in the Secure Pre-Integration Pilot Program.
160160 SECTION 2. NEW LAW A new section of law to be codified

163163 There is hereby created in the State Treasury a revolving fund
164164 for the Department of Corrections to be designated the “Secure Pre-
165165 Integration Pilot Program Revolving Fund ”. The fund shall be a

217217 continuing fund, not subject to fiscal year limitations, and shall
218218 consist of all monies received by the Department of Corrections from
219219 appropriations, donations, grants, or other sources of funding
220220 provided for the purpose of administering the Secure Pre-Integration
221221 Pilot Program. All monies accruing to the credit of the fund are
222222 hereby appropriated and may be budgeted and expended by the
223223 Department of Corrections for the purpose provided for in Section 1
224224 of this act. Expenditures from the fund shall be made upon warrants
225225 issued by the State Treasurer against claims filed as prescribed by
226226 law with the Director of the Office of Management and Enterprise
227227 Services for approval and payment. Of the available funds, the
228228 Department may use up to five percent (5 %) to cover administrative
229229 costs.
230230 SECTION 3. This act shall become effective November 1, 2025.
