6354 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6455 SECTION 1. NEW LAW A new sectio n of law to be codified
6556 in the Oklahoma Statutes as Section 6.1 of Title 80, unless there is
6657 created a duplication in numbering, reads as follows:
6758 A. The Legislature declares that the purpose of this act is to
6859 ensure that law enforcement services are avai lable on United States
6960 military installation property located in this state especially for
61+the enforcement of juvenile matters including , but not limited to,
62+delinquency, children in need of care, families in need of services,
63+and any other matters affecti ng the safety and welfare of juveniles
64+within the state. The Legislature further finds, determines, and

97-the enforcement of juvenile matters including , but not limited to,
98-delinquency, children in need of care, families in need of services,
99-and any other matters affecting the safety and welfare of juveniles
100-within the state. The Legislature further finds, determines, and
10191 declares that this act is necessary for the immediate preservation
10292 of the public peace, health, or safety or for appropriations for the
10393 support and maintenance of the departments of the state and state
10494 institutions.
10595 B. 1. The State of Oklahoma hereby accepts the relinquishment
10696 of exclusive jurisdiction from the United States pursuant to this
10797 section. The State of Oklahoma shall have concurrent jurisdi ction
10898 with the United States over the United States military installation
10999 property indicated pursuant to this section for as long as the
110100 United States controls the property.
111101 2. The concurrent jurisdiction over the United States military
112102 installation property pursuant to this section is effective upon the
113103 Governor’s written acceptance of a request filed by the principal
114104 officer, or an authorized representative of the United States who
115105 has supervision or control over the property pursuant to 10 U.S.C.,
116106 Section 2683, of the property where concurrent jurisdiction is
117107 sought, relinquishing exclusive jurisdiction and retaining
118108 concurrent jurisdiction over the property.
109+3. The Governor shall not accept a request filed pursuant to
110+this section unless the request co ntains all of the following
111+requirements:
112+a. states the name, position, and legal authority of the
113+person requesting the cession,

146-3. The Governor shall not accept a request filed pursuant to
147-this section unless the request contains all of the following
148-requirements:
149-a. states the name, position, and legal authority of the
150-person requesting the cession,
151140 b. unambiguously states the matter for which concurrent
152141 jurisdiction is requested,
153142 c. describes by metes and bounds the United States
154143 military installation property subject to the
155144 concurrent jurisdiction request, and
156145 d. indicates whether the request includes future
157146 contiguous expansions of land acquired for military
158147 purposes.
159148 4. If the Governor accepts a request pursuant to this section,
160149 the Governor’s written acceptance shall state the elements of the
161150 request that are accepted.
162151 5. If the Governor accepts a request p ursuant to this section,
163152 the Governor shall file the following documents with the Secretary
164153 of State and submit copies of all of the following documents to the
165154 person who requested concurrent jurisdiction:
166155 a. the United States’ request for concurrent
167156 jurisdiction,
168157 b. the Governor’s written acceptance of concurrent
169158 jurisdiction, and
159+c. a description by metes and bounds of the United States
160+military installation property subject to the
161+concurrent jurisdiction.

200188 C. Upon request by the United States through an authorized
201189 representative, the governor may execute appropriate documents to
202190 accomplish the cession granted by thi s section.
203191 D. The state shall not incur or assume any liability as a
204192 result of accepting concurrent jurisdiction pursuant to this
205193 section.
206194 E. Upon the establishment of the concurrent jurisdiction
207195 pursuant to this section, a state agency or political subdivision
208196 may, at the sole discretion of the state agency or political
209197 subdivision, enter into a reciprocal agreement with a United States
210198 agency to designate duties related to the concurrent jurisdiction
211199 between the parties. Nothing in this section shall be construed to
212200 create any affirmative obligation on the part of a state agency or
213201 political subdivision or to require a state agency, local
214202 government, or district to enter into any reciprocal agreement
215203 related to the investigation or prosecution of any ca se, incident,
216204 or allegation.
217205 SECTION 2. This act shall become effective November 1, 2025.
