5960 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA :
6061 SECTION 1. AMENDATORY 2 O.S. 2021, Section 5 -107, is
6162 amended to read as follows:
6263 Section 5-107. A. There is hereby created the “Oklahoma Meat
6364 Consumer Protection Act”.
6465 B. As used in the Oklahoma Meat Consumer Protection Act:
6566 1. “Cell-cultured food product”, also referred to as lab -grown
6667 meat, cultivated meat, clean meat, in vitro meat, imitation meat,

94+synthetic meat, and fake meat, means a food product developed from
9595 animal cell cultures rather than through the traditional ra ising and
9696 slaughtering of livestock. Cell -cultured food product does not
9797 include imitation meat made of non -meat ingredients including, but
9898 not limited to, plant -based protein;
9999 2. “Insect-protein food product” means a food product having
100100 one or more sensory attributes that resemble a type of tissue
101101 originating from an agricultural food animal but that, in lieu of
102102 being derived from meat processing, is derived from manufacturing
103103 insect parts;
104104 3. “Livestock” means animals defined by paragraph 9 of Section
105105 1-3 of Title 2 of the Oklahoma Statutes;
106106 2. 4. “Meat” means any edible portion of livestock or part
107107 thereof;
108108 3. 5. “Misrepresent” means the use of any untrue, misleading ,
109109 or deceptive oral or written statement, advertisement, label,
110110 display, picture, ill ustration, or sample; and
111111 4. 6. “Represent” means the use of any form of oral or written
112112 statement, advertisement, label, display, picture, illustration , or
113113 sample.
114114 C. Pursuant to the Oklahoma Meat Consumer Protection Act, no
115115 person advertising, offering for sale, or selling meat shall engage
116116 in any misleading or deceptive practices, including, but not limited
117117 to, the following:

145144 1. Misrepresenting the cut, grade, brand, trade name , or weight
146145 or measure of any meat, or misrepresenting a product as meat th at is
147146 not derived from harvested production livestock; provided, product
148147 packaging for plant-based items shall not be considered in violation
149148 of the provisions of this paragraph so long as the packaging
150149 displays that the product is derived from plant -based sources in
151150 type that is uniform in size and prominence to the name of the
152151 product;
153152 2. Using a USDA-quality grade on a product not graded by the
154153 United States Department of Agriculture (USDA) or Oklahoma
155154 Department of Agriculture, Food, and Forestry (ODAF F); or
156155 3. Failing to fully and conspicuously disclose the correct
157156 government grade for any product if the product is represented as
158157 having been graded by the USDA or ODAFF ; or
159158 4. Failing to fully and conspicuously disclose that a product
160159 is a cell-cultured food product or is an insect-protein food
161160 product.
162161 D. The State Board of Agriculture shall promulgate rules
163162 necessary to enforce compliance with the Oklahoma Meat Consumer
164163 Protection Act.
165164 SECTION 2. This act shall become effective Nove mber 1, 2025.
