77	77	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
78	78	SECTION 1. NEW LAW A new section of law to be codified
79	79	in the Oklahoma Statutes as Section 491 of Title 19, unless there is
80	80	created a duplication in numbering, reads as follow s:
81	81	The board of county commissioners of a county with a population
82	82	greater than five hundred thousand (500,000) according to the latest
83	83	Federal Decennial Census , with the approval of the county budget
84	84	board, may, by resolution, employ and set the salary of a county
85	85	manager. Such county manager shall:
86	86	1. Work with the board of coun ty commissioners, other county
87	87	officers, and county employees to improve the efficiency of county
88	88	government operations ;

140	140	2. Oversee a county human resources department;
141	141	3. Assist the board of county commissioners and county budget
142	142	board with developing and implementing the county budget;
143	143	4. Oversee a county information technology department;
144	144	5. Serve as an ex officio member of the county budget board;

146	146	6. Perform other administrative functions delegated to the
147	147	county manager by the board of county c ommissioners or the county
148	148	budget board.
149	149	SECTION 2. AMENDATORY 19 O.S. 2021, Section 1407, is
150	150	amended to read as follows:
151	151	Section 1407. A county budget board is created in each county
152	152	which elects to come under the provisions of this act the County
153	153	Budget Act. The board shall consist of each elected county officer.
154	154	If the county has a county manager, as provided for in Section 1 of
155	155	this act, the county manager shall serve as an ex officio member of
156	156	the county budget board. The chairman chair of the board of county
157	157	commissioners shall serve as chairman chair of the county budget
158	158	board. The county clerk shall serve as secretary of the county
159	159	budget board. The chairman chair shall have all the rights and
160	160	privileges as of any other member of the board, including the right
161	161	to vote on questions. Each member of the board shall be entitled to
162	162	cast one vote. The members shall elect a vice-chairman vice chair
163	163	from among them and develop such other rules or procedures as may be

215	215	necessary to ensure the orderly conduct of business. The vice-
216	216	chairman vice chair shall serve as chairman chair during the absence
217	217	or vacancy of the chairman chair. When a vacancy occu rs in the
218	218	office of any county officer serving as a member of the board, such
219	219	position on the board shall be considered vacant until the county
220	220	office is filled in the manner provided by law. Regular meetings of
221	221	the board shall be set by the board. Speci al meetings shall be held
222	222	at the call of the chairman chair or any two (2) members of the
223	223	board. A majority of all the members of the board then in office
224	224	shall constitute a quorum and have the power to transact business.
225	225	Any official action of the board in adopting or revising the county
226	226	budget or any portion thereof shall be effective upon the approving
227	227	vote of a majority of all the board members then in office.
228	228	SECTION 3. This act shall become effective November 1, 2025.
