7373 WHEREAS, pursuant to Section 11 -103.6a-1 of Title 70 of the
7474 Oklahoma Statutes, all subject matter standards and revisions to the
7575 standards adopted by the State Board of Education are subject to
7676 legislative review; and
7777 WHEREAS, three newly sworn-in members of the State Board of
7878 Education were sent the proposed subjec t matter standards via email
7979 at 4:01 p.m. on February 26, 2025; and
8080 WHEREAS, the State Board of Education meeting to consider
8181 adoption of the subject matter standards was scheduled for 9:30 a.m.
8282 on February 27, 2025; and
8383 WHEREAS, questions exist regarding the transparency of the
8484 subject matter standard adoption process; and

136136 WHEREAS, given the magnitude of the decision facing State Board
137137 of Education members to adopt sub ject matter standards for all
138138 public schools in this state; and
139139 WHEREAS, given the signif icant cost, estimated to be Thirty -
140140 three Million Dollars ($33,000,000.00), to implement the subject
141141 matter standards through development of new curriculum and the
142142 purchase of new textbooks; and
143143 WHEREAS, Governor J. Kevin Stitt and the three newly sworn -in
144144 members of the State Board of Education have requested that the
145145 subject matter standards be returned to the State Board of Education
146146 for proper review and consideratio n.
147147 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF
148148 REPRESENTATIVES OF THE 1 ST SESSION OF THE 60TH OKLAHOMA LEGISLATURE:
149149 SECTION 1. The Legislature hereby disapproves in whole the
150150 social studies and science subject matter standards approved by the
151151 State Board of Education on February 27, 2025.
152152 SECTION 2. The Secretary of State is hereby directed to
153153 distribute copies of this resolution to the Governor, the State
154154 Department of Education, and the editor of “The Oklahoma Register”.
