1971 WHEREAS, Russell M. Perry is a highly accomplished businessman,
2072 banker, community leader, former state official, publisher,
2173 broadcaster, and journalist; and

2374 WHEREAS, born in 1939 during the Jim Crow era of segregation in
2475 Oklahoma City and homeless at the age of 12, Russell M. Perry
2576 surmounted a great host of unju st odds to live a life of
2677 extraordinary achievement and leadership in our state; and

2878 WHEREAS, Russell M. Perry devoted his journalistic passion to
2979 serving the African Americ an community, founding The Black
3080 Chronicle, the largest weekly newspaper in Oklahoma, in 1979 ;
3181 working to restore black commerce in Oklahoma City ; and creating
3282 opportunity and access for his community and beyond; and

3584 powerhouse Perry Publishing & Broadcasting, which today is the

52147 American Urban Radio Network Broa dcasters Hall of Fame, and the
53148 Oklahoma Hall of Fame; and

55149 WHEREAS, in 1999, Governor Frank Keating nominated Russell M.
56150 Perry to serve as the Oklahoma Secretary of Commerce, making Perry
57151 the first African American in the state ’s history to serve in this
58152 prestigious position.

65157 economic development of Oklahoma , and his enduring legacy of service
