Declares an emergency, effective July 1, 2025. A BILL FOR AN ACT Relating to state financial administration; and declaring an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. In addition to and not in lieu of any other appropriation, there is appropri- ated to the Water Resources Department, for the biennium beginning July 1, 2025, out of the General Fund, the amount of $500,000 for the following purposes: (1) Implement and report on recommendations from the evaluation of the place-based water planning program and recommendations of the regional water planning and manage- ment group described in section 238, chapter 669, Oregon Laws 2021; (2) Produce, or contract for the production of, a prototype for a water basin assessment that is consistent with the provisions of ORS 536.220 to 536.540 and that can form the tech- nical basis for water planning; and (3) Develop and document recommendations regarding a proposed schedule and sequence for completion of basin assessments in basins across the state, best practices and lessons learned related to water planning and basin assessments and opportunities to reduce the cost of, or expedite completion of, water basin assessments, including by contracting for devel- opment of water basin assessments. SECTION 2. In addition to and not in lieu of any other appropriation, there is appropri- ated to the Water Resources Department, for the biennium beginning July 1, 2025, out of the General Fund, the amount of $3,350,000 for deposit in the Water Resources Department Water Supply Fund established in section 10, chapter 906, Oregon Laws 2009. SECTION 3. Notwithstanding any other law limiting expenditures, the limitation on expenditures established by section 3 (5), chapter ___, Oregon Laws 2025 (Enrolled Senate Bill 5543), for the biennium beginning July 1, 2025, as the maximum limit for payment of ex- penses from fees, moneys or other revenues, including Miscellaneous Receipts and including federal funds received under cooperative agreements with or contracts from the Bureau of NOTE:Matter in boldfaced type in an amended section is new; matter [italic and bracketed] is existing law to be omitted. HB 3116 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 Reclamation of the United States Department of the Interior, the United States Army Corps of Engineers, the United States Geological Survey, the Bonneville Power Administration and the National Fish and Wildlife Foundation, but excluding lottery funds and federal funds not described in section 3, chapter ___, Oregon Laws 2025 (Enrolled Senate Bill 5543), collected or received by the Water Resources Department, for the director’s office, is increased by $3,350,000, for distribution of grants in the following amounts to the following recipients for implementation of actions to advance state-recognized place-based integrated water re- sources plans that are supported by the relevant state-recognized place-based integrated water resources planning group through the decision-making process set forth in the group’s governanceagreement: (1) $650,000 to the Lincoln County Soil and Water Conservation District; (2) $1,100,000 to the High Desert Partnership; (3) $500,000 to Union County; and (4) $1,100,000 to the Gilliam County Soil and Water Conservation District. SECTION 4. This 2025 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2025 Act takes effect July 1, 2025. [2]
