provide certain emergency dental services to eligible low-income seniors without any corre-
sponding copayments, deductibles or cost sharing required.

A BILL FOR AN ACT
Relating to dental care for seniors; and prescribing an effective date.
Be It Enacted by the People of the State of Oregon:
SECTION 1. (1) As used in this section, “coordinated care organization” and “medical
assistance” have the meanings given those terms in ORS 414.025.
(2) The Seniors Emergency Dental Program is established in the Oregon Health Author-
ity to provide the following emergency dental services to eligible seniors without any corre-
sponding copayments, deductibles or cost sharing required:
(a) Emergency extractions;
(b) Limited oral evaluation; and
(c) Necessary X-ray services, including periapical, bitewing, panoramic and cone beam.
(3) The authority shall enter into or amend contracts with coordinated care organizations
throughout this state to provide services under the Seniors Emergency Dental Program.
(4) An individual is eligible for the Seniors Emergency Dental Program if the individual:
(a) Is a resident of an area served by a coordinated care organization;
(b) Is at least 65 years of age;
(c) Is ineligible for medical assistance; and
(d) Has income that is at or below 400 percent of the federal poverty guidelines.
(5) The authority may adopt any rules necessary to carry out the provisions of this sec-
tion.
SECTION 2. (1) Section 1 of this 2025 Act becomes operative on January 1, 2027.
(2) The Oregon Health Authority may take any action before the operative date specified

in subsection (1) of this section that is necessary to enable the authority to exercise, on and
after the operative date specified in subsection (1) of this section, all of the duties, functions
and powers conferred on the authority by section 1 of this 2025 Act.
SECTION 3. This 2025 Act takes effect on the 91st day after the date on which the 2025
regular session of the Eighty-third Legislative Assembly adjourns sine die.
