Takes effect on the 91st day following adjournment sine die. A BILL FOR AN ACT Relating to state financial administration; and prescribing an effective date. Be It Enacted by the People of the State of Oregon: SECTION 1. In addition to and not in lieu of any other appropriation, there is appropri- ated to the Higher Education Coordinating Commission, for the biennium beginning July 1, 2025, out of the General Fund, the amount of $3,200,000, for distribution to the University of Oregon, for the Climate Solutions Center, to conduct research to understand and address water needs of environmental justice communities and to award grants. SECTION 2. In addition to and not in lieu of any other appropriation, there is appropri- ated to the Higher Education Coordinating Commission, for the biennium beginning July 1, 2025, out of the General Fund, the amount of $800,000, for distribution to Portland State University, for the Institute for Tribal Government, to conduct research to understand and address water needs of tribal communities and to award grants. SECTION 3.This 2025 Act takes effect on the 91st day after the date on which the 2025 regular session of the Eighty-third Legislative Assembly adjourns sine die.
