pand public funding for kindergarten through 12th grade public education and to refrain from si-
phoning off public school funding to support school voucher and private charter school programs.
JOINT MEMORIAL
To the President of the United States, the United States Secretary of Education and the Senate and
the House of Representatives of the United States of America, in Congress assembled:
We, your memorialists, the Eighty-third Legislative Assembly of the State of Oregon, in legisla-
tive session assembled, respectfully represent as follows:
Whereas an informed citizenry capable of reasoned decision-making is a cornerstone upon which
a democratic republic is maintained; and
Whereas an informed citizenry capable of reasoned decision-making is possible only if broad
access to public kindergarten through 12th grade education exists; and
Whereas the United States Secretary of Education in some prior administrations has made
statements promoting the use of publicly funded school vouchers for use at private, charter and
online schools; and
Whereas the United States Secretary of Education in some prior administrations has supported
the proliferation of private charter schools; and
Whereas creating publicly funded voucher systems while reducing funding for public schools will
have a major negative impact on public schools in the State of Oregon and in the nation as a whole;
and
Whereas the appropriation and redirection of public moneys away from public schools and to-
ward nonpublic beneficiaries endangers the public school system that is a foundation of our democ-
racy and represents a threat to the very fabric of the State of Oregon and the United States; now,
therefore,
Be It Resolved by the Legislative Assembly of the State of Oregon:
That we, the members of the Eighty-third Legislative Assembly, respectfully urge the President,
the United States Secretary of Education and the Congress of the United States to continue to ex-
pand public funding for kindergarten through 12th grade public education in this state and nation;
and be it further
Resolved, That we strongly urge the President, the United States Secretary of Education and
Congress to refrain from siphoning off public school funding to support unproven and risky school
voucher and private charter school programs; and be it further

Resolved, That a copy of this memorial shall be sent to the President of the United States, the
United States Secretary of Education, the Senate Majority Leader, the Speaker of the House of
Representatives and each member of the Oregon Congressional Delegation.
