A BILL FOR AN ACT
Relating to the Chintimini Wildlife Center; and declaring an emergency.
Whereas increased wildfire activity has had a profound impact on the health of wildlife across
Oregon; and
Whereas wildlife hospitals have struggled to meet the demand of wildlife that need care, and the
Chintimini Wildlife Center in Corvallis is now the only comprehensive wildlife rehabilitation center
left in the Willamette Valley, serving Linn, Benton, Lane, Marion and Lincoln Counties; and
Whereas the Chintimini Wildlife Center is a privately funded organization with no ongoing
government support and is a tremendous resource to the region; and
Whereas the Chintimini Wildlife Center provides care for more than 2,000 injured and orphaned
native wild animals each year, preparing them for release back into their natural habitats, and
benefits from volunteers who donate nearly 20,000 hours of service every year; and
Whereas the Chintimini Wildlife Center engages the community in the natural environment by
providing community education activities and sponsoring inclusive summer learning programs for
children of all ages; and
Whereas the construction of improved accessible paths and expanded facilities for wildlife will
make the Chintimini Wildlife Center a regional destination for Oregonians of all ages and will create
a sustainable revenue stream to support the ongoing work of  the center to rehabilitate Oregon
wildlife;and
Whereas the construction of a new nature center in Corvallis will be a natural, educational and
cultural asset to the region and this state; now, therefore,
Be It Enacted by the People of the State of Oregon:
SECTION 1.	(1) The Oregon Department of Administrative Services shall award a grant
to the Chintimini Wildlife Center. The grant shall be for the purposes of building or im-
proving:
(a) Modern wildlife enclosures;
(b) Paths that are accessible to and usable by persons with disabilities, in accordance
with the Americans with Disabilities Act; and
(c) Other facilities or infrastructure necessary to expand the ability of the center to

support education, outreach and visitor opportunities.
(2) The base amount of the grant awarded under this section shall be $1.5 million. The
department may award an additional amount of up to $500,000, if the center certifies to the
department that the center has raised matching funds in that amount from other sources.
(3) The department may impose such conditions on the grant awarded under this section
as is necessary to ensure that grant moneys are used for the purposes for which they were
awarded.
SECTION 2.	In addition to and not in lieu of any other appropriation, there is appropri-
ated to the Oregon Department of Administrative Services, for the biennium beginning July
1, 2025, out of the General Fund, the amount of $2,000,000 for the purpose of carrying out
section 1 of this 2025 Act.
SECTION 3.Section 1 of this 2025 Act is repealed on January 2, 2028.
SECTION 4.This 2025 Act being necessary for the immediate preservation of the public
peace, health and safety, an emergency is declared to exist, and this 2025 Act takes effect
July 1, 2025.
