Directs the agencies to include an analysis of progress toward meeting the goals of the strategic plan in specific biennial reports required under the Educators Equity Act. A BILL FOR AN ACT Relating to nontraditional pathways to licensure for educators. Be It Enacted by the People of the State of Oregon: SECTION 1. (1) The Higher Education Coordinating Commission, the Department of Ed- ucation, the Teacher Standards and Practices Commission, the Department of Early Learn- ing and Care and the Educator Advancement Council shall jointly develop a three- to five-year strategic plan for agency collaboration to align, coordinate and strengthen the ed- ucator workforce in Oregon. (2) The strategic plan must, at a minimum, include: (a) A vision, mission, priorities, goals, timelines and progress indicators; and (b) Recommendations to align all nontraditional pathways to licensure for educators, in- cluding grow your own programs and apprenticeship programs. (3) The strategic plan must be updated by June 30 at least once every five years. (4) The agencies described in subsection (1) of this section shall include in each biennial report required under ORS 342.448 an analysis of progress made by this state toward meeting the goals identified in the strategic plan. SECTION 2. The analysis of progress described in section 1 (4) of this 2025 Act must first be included in the report under ORS 342.448 in 2026. SECTION 3.Section 2 of this 2025 Act is repealed on January 2, 2027. NOTE:Matter in boldfaced type in an amended section is new; matter [italic and bracketed] is existing law to be omitted.
