Declares an emergency, effective July 1, 2025. A BILL FOR AN ACT Relating to the financial administration of the Department of Early Learning and Care; and declar- ing an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. There are appropriated to the Department of Early Learning and Care, for the biennium beginning July 1, 2025, out of the General Fund, the following amounts, for the following purposes: (1)Operations.................................$72,708,336 (2)Early learning programs...........$681,503,819 SECTION 2.Notwithstanding any other law limiting expenditures, the following amounts are established for the biennium beginning July 1, 2025, as the maximum limits for payment of expenses from fees, moneys or other revenues, including Miscellaneous Receipts, but ex- cluding lottery funds, corporate activity tax funds transferred from the Early Learning Ac- count by the Department of Education and federal funds, collected or received by the Department of Early Learning and Care, for the following purposes: (1)Operations.................................$7,543,134 (2)Early learning programs...........$13,028,890 SECTION 3.Notwithstanding any other law limiting expenditures, the following amounts are established for the biennium beginning July 1, 2025, as the maximum limits for payment of expenses from federal funds collected or received by the Department of Early Learning and Care, for the following purposes: (1)Operations.................................$56,748,257 (2)Early learning programs...........$215,712,669 SECTION 4.Notwithstanding any other law limiting expenditures, the following amounts Note: For budget, see 2025-2027 Biennial Budget NOTE:Matter in boldfaced type in an amended section is new; matter [italic and bracketed] is existing law to be omitted.
