CONCURRENT RESOLUTION Whereas the United States and Taiwan (which officially refers to itself as the Republic of China) have long enjoyed strong bilateral relations encompassing trade, education, cultural exchanges and tourism; and Whereas the United States and Taiwan share the core values of freedom, democracy, human rights, the rule of law, peace and prosperity; and Whereas trade between the United States and Taiwan contributes meaningfully to their mutual economic growth; and Whereas the United States is Taiwan’s second-largest trading partner, while Taiwan is the seventh-largest trading partner of the United States, with bilateral trade totaling $128 billion in 2023;and Whereas Taiwan imported $3.7 billion of U.S. farm products in 2023, making it the seventh- largest market for U.S. agricultural products, as well as the sixth-largest export market for both U.S.beef and wheat; and Whereas the strong trade and investment partnership between the United States and Taiwan serves as a solid foundation for advancing a mutually beneficial bilateral trade agreement that fos- ters job creation, expands access to global markets and strengthens international supply chains; and Whereas since 1986, Taiwan and the State of Oregon have maintained a sister state relationship and enjoyed particularly close economic ties; and Whereas a sister city partnership between Portland and Kaohsiung, established in 1988, has fa- cilitated mutually beneficial educational and cultural exchanges as well as international municipal cooperation; and Whereas in 2023, Taiwan was Oregon’s fourth-largest import source and its ninth-largest export market, making Taiwan Oregon’s sixth-largest overall trading partner, with a total trade value of $2.1 billion, covering commodity goods such as semiconductor parts, electrical machinery, chemicals, optical and medical equipment and agricultural products; and Whereas the establishment of an Oregon trade office in Taiwan would further boost trade vol- umes and export growth to Taiwan and other Asian markets while strengthening sister state re- lations, including collaboration in education, technology and cultural exchanges; and Whereas the landmark Taiwan Relations Act of 1979 has fostered a close bilateral relationship NOTE:Matter in boldfaced type in an amended section is new; matter [italic and bracketed] is existing law to be omitted. LC 4237 SCR26 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 between the United States and Taiwan, advancing mutual security and commercial interests; and Whereas the United States has actively supported Taiwan’s participation in international or- ganizations such as the World Health Organization, the International Civil Aviation Organization and the International Criminal Police Organization (INTERPOL), and it continues to advocate for Taiwan’s meaningful inclusion in these and other global institutions; and Whereas Taiwan, as a responsible and contributing member of the international community, has provided significant technical and financial assistance in response to natural disasters worldwide; now,therefore, Be It Resolved by the Legislative Assembly of the State of Oregon: That we, the members of the Eighty-third Legislative Assembly, reaffirm the State of Oregon’s commitment to strengthening and deepening its relationship with Taiwan; and be it further Resolved, That we support the reopening of Oregon’s trade office in Taiwan; and be it further Resolved, That we support Taiwan’s meaningful participation in important international organ- izations that address global trade and the health, safety and well-being of Taiwan’s 23 million citi- zens; and be it further Resolved, That we endorse a closer economic and trade partnership between the United States and Taiwan, including the signing of a bilateral trade agreement and a tax agreement to promote mutual trade and investment; and be it further Resolved, That a copy of this resolution shall be sent to the Taipei Economic and Cultural Office in Seattle, Washington.
