A JOINT RESOLUTION
Proposing an amendment to the Constitution of the Commonwealth 
of Pennsylvania, prohibiting the taxation of real property.
The General Assembly finds and declares as follows:
(1)  Section 1 of Article I of the Constitution of 
Pennsylvania declares that acquiring, possessing and 
protecting property are inherent rights of mankind.
(2)  These rights have been recognized since the 
Commonwealth's liberation from tyranny in 1776.
(3)  These rights are being abrogated by circumstances 
within the Commonwealth and its political subdivisions, 
causing residents to be deprived of their property for no 
reason other than an inability to pay taxes.
(4)  The highest duty of a government of free people is 
to protect such inherent rights.
The General Assembly of the Commonwealth of Pennsylvania 
hereby resolves as follows:
Section 1.  The following amendment to the Constitution of

17 Pennsylvania is proposed in accordance with Article XI:
That Article VIII be amended by adding a section to read:
ยง 18.   Real property. 
Beginning July 1, 2030, all taxation, assessment and 
valuation of real property by the Commonwealth, or by any 
authority, district, jurisdiction or political subdivision 
within this Commonwealth, shall be prohibited.
Section 2.  The following procedure applies to the proposed 
constitutional amendment in this joint resolution:
(1)  Upon the first passage by the General Assembly of 
the amendment, the Secretary of the Commonwealth shall 
proceed immediately to comply with the advertising 
requirements of section 1 of Article XI of the Constitution 
of Pennsylvania.
(2)  Upon the second passage by the General Assembly of 
the amendment, the Secretary of the Commonwealth shall 
proceed immediately to comply with the advertising 
requirements of section 1 of Article XI of the Constitution 
of Pennsylvania. The Secretary of the Commonwealth shall 
submit the amendment to the qualified electors of this 
Commonwealth at the first general or municipal election which 
meets the requirements of section 1 of Article XI of the 
Constitution of Pennsylvania.
