PRINTER'S NO. 336 THE GENERAL ASSEMBLY OF PENNSYLVANIA HOUSE RESOLUTION No.29 Session of 2025 INTRODUCED BY SOLOMON, KENYATTA, GIRAL, HADDOCK, SANCHEZ, STEELE, HILL-EVANS AND GREEN, JANUARY 28, 2025 REFERRED TO COMMITTEE ON COMMUNICATIONS AND TECHNOLOGY, JANUARY 28, 2025 A RESOLUTION Directing the Joint State Government Commission to conduct a study on the development and implementation of a campaign contribution reporting system that requires contributions to be reported within 24 hours of receipt, establish an advisory committee to assist with the study and issue a report of its findings and recommendations to the House of Representatives. WHEREAS, The amount of money in politics continues to increase year to year and impacts campaigns and our system of government; and WHEREAS, The current finance disclosure process in this Commonwealth creates long lags in the timely posting of campaign contributions; and WHEREAS, The people of this Commonwealth are entitled to accurate and timely information about the individuals and special interests that are funding a campaign; and WHEREAS, By requiring campaign contributions to be reported within 24 hours of receipt, voters will have the ability to quickly determine how the contributors to a campaign impact the support level for a particular candidate; and 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 WHEREAS, Requiring campaign contributions to be reported within 24 hours of receipt will create a more informed, better engaged electorate; therefore be it RESOLVED, That the House of Representatives direct the Joint State Government Commission to conduct a study on the development and implementation of a campaign contribution reporting system that requires contributions to be reported within 24 hours of receipt, establish an advisory committee to assist with the study and issue a report of its findings and recommendations to the House of Representatives; and be it further RESOLVED, That the advisory committee consist of the following: (1) the Secretary of the Commonwealth or a designee; (2) one member appointed by the President pro tempore of the Senate; (3) one member appointed by the Minority Leader of the Senate; (4) one member appointed by the Speaker of the House of Representatives; (5) one member appointed by the Minority Leader of the House of Representatives; (6) two residents of this Commonwealth appointed by the Governor with subject matter expertise on campaign finance laws; and (7) two residents of this Commonwealth with expertise that will provide assistance to the Department of State in developing technology allowing for the immediate uploading of campaign contributions; and be it further 20250HR0029PN0336 - 2 - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 RESOLVED, That the study by the Joint State Government Commission, in collaboration with the advisory committee: (1) identify the technology needed to implement a reporting system in which campaign contributions can be reported within 24 hours of receipt; (2) identify best practices and rationale for the timely reporting of campaign contributions; and (3) include recommendations for legislative or administrative action to implement the reporting system, including recommendations for penalties for not reporting campaign contributions within 24 hours of receipt; and be it further RESOLVED, That the Joint State Government Commission form the advisory committee within three months of the adoption of this resolution; and be it further RESOLVED, That the Joint State Government Commission issue a report of its findings and recommendations to the House of Representatives no later than one year after the adoption of this resolution. 20250HR0029PN0336 - 3 - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19
