Outlines the requirements and process for LEAs to get written parental consent before conducting an evaluation or making an initial placement of a student in a special education program of services.
Directs the department of elementary and secondary education to establish a two (2) year pilot outreach and tracking program at two (2) public high schools.
Directs each local education agency adopt a program to monitor absenteeism data to identify students who are at risk for chronic absenteeism before it becomes a chronic situation.
Requires that the appointment of public members to the coastal resources management council to include an active, licensed fisher, a representative from Save the Bay and from an organization representing developers.
Establishes requirements which would have to be met by an applicant prior to the issuing of permits for an activity that would have an environmental impact on or would increase the cumulative impacts on an environmental justice area.
Prohibits utility companies from limiting the eligibility of a net metering site based on prior consumption and requires excess energy not consumed under the net metering system to be credited to the consumer.
Requires executive climate change coordinating council (EC4) to develop a template to be used by all agencies of the state to track their climate emissions to uphold the pathway to Rhode Island's act on climate legislative goals.
Bans state purchases of plastic bottles and also requires state funds to be used to lease or purchase electric vehicles and renewable energy efficient technologies for use on state property.
Provides that the $5,500,000 appropriation to the infrastructure bank from the 2023 budget act be allocated for eligible municipal infrastructure grant program projects.
Adds multilingual learners into the determination of high-need students and provides a student success factor of twenty-five percent (25%) of the core instruction per-pupil amount and repeals the categorical funding for these students.

JOINT RESOLUTION MAKING AN APPROPRIATION OF $500,000 TO THE UNITED WAY OF RHODE ISLAND FOR THE 2-1-1 HUMAN SERVICES HOTLINE (This resolution would authorize the appropriation of the sum of $500,000 to the United Way of Rhode Island to provide operational support for the 2-1-1 system.)
Establishes the Rhode Island purchasing cooperative for procurement of public service and municipal vehicles for all state and municipal agencies to participate in procurement opportunities of zero-emission vehicles.
