Relates to modular construction work; provides that modular construction shall comply with any existing municipal licensing requirements for all electrical, plumbing, and fire suppression work.
Prevents unfounded complaints against police officers, peace officers, firefighters, correction officers and emergency medical service providers from being disclosed or added to such police officer, peace officer, firefighter, correction officer or emergency medical service provider's personnel record.

Continues the New York State Pathways in Technology Early College High School Program in this state; requires the commissioner to allocate funds for new P-TECH programs for the purposes of preparing eligible academically at-risk and/or economically disadvantaged students for high-skill jobs.
Expands the monitoring of student incidents within the online occurrence reporting system to maintain and store data for the entirety of a student's elementary and secondary education, in order to allow school principals to identify repeated incidents of behavior and determine if additional support or intervention is needed.
Permits judicial discretion based on dangerousness when issuing a securing order; allows for limited pre-trial detention upon such a determination; extends the time period for discovery from twenty to forty-five days; permits the immediate issuance of a bench warrant for failure to appear for certain principals charged with hate crimes; places restrictions on when appearance tickets may be issued.
