Requires lifetime post-release supervision for offenders convicted of rape in the first degree, criminal sexual act in the first degree, aggravated sexual abuse in the first degree, course of sexual conduct against a child in the first and second degrees or sexual abuse in the first degree when the other person is less than eleven years old; prohibits good behavior allowances against a determinate sentence for a person convicted of any such crimes.
Establishes the New York small business relief fund consisting of monetary penalties imposed by the state liquor authority to provide grants to small businesses which have suffered economic hardship as a result of the COVID-19 pandemic.
Authorizes imposition of life imprisonment without parole sentence for persistent violent felony offenders upon conviction of a violent felony offense when such person has previously been subjected to two or more predicate violent felony convictions.
Elevates the offense of killing a police work dog or police work horse from being a class E felony to a class D felony; establishes the class E felony of injuring a police work dog or police work horse for intentionally causing serious physical injury to a police work dog or police work horse while such dog or horse is performing its duties under the supervision of a police officer.
Permits tuition assistance program awards to be made to part-time students enrolled in certain degree granting institutions chartered or authorized by the New York state board of regents.
Permits teachers licensed in another state to teach in New York while completing state-specific teaching certification or licensure requirements; establishes such requirements must be met within one year from the date such teacher began teaching in New York.
Prohibits electric, gas, telephone, cellular telephone, television, internet, energy, water services or any other utility providers from imposing additional fees related to administrative surcharges, fees for non-use or any other charges to customers living at their primary residence who are over sixty-five years of age or who have a developmental disability.
