Enacts the "donor-conceived person protection act" to ensure that reproductive tissue banks, licensed by the department of health, collect and verify medical information from any donor it procures reproductive tissue from and to disseminate such information to a recipient before a recipient purchases or otherwise receives such tissue, and to donor-conceived persons, if any, when such persons turn eighteen years of age or earlier upon consent of the recipient parent or guardian; defines terms; makes related provisions.
Provides for a phased decrease of excise taxes and sales taxes and petroleum business taxes on diesel motor fuel and motor fuel when the average price of motor fuel in the state exceeds $2.25 per gallon; authorizes cities having a population of one million or more and counties to adopt local laws limiting taxes on diesel motor fuel and motor fuel.
Provides for a personal income tax deduction, once every three years up to six hundred dollars, for the testing of potable well water by a certified laboratory.
Requires nursing homes and assisted living facilities to provide and maintain automated external defibrillators in quantities and types deemed by the commissioner to be adequate to ensure ready and appropriate access for use during emergencies.
Establishes the "Defund Municipalities that Defund the Police Act" which provides for a withholding of a certain amount of state funding for a defunding municipality.
Enacts the "opened physician entrance (OPEN) act"; requires every health care provider's office that provides outpatient services to install at least one automatic entry door; provides income tax credits for providers who install an automatic door if they did not previously have one.
Requires hospitals and healthcare facilities which provide emergency services to develop plans to provide reasonable accommodations to house a patient's service animal until such time as they can be picked up.
Provides real property tax relief to veterans who have at least ten years of service in the U.S. armed forces or in the organized militia of the state of New York.
