Establishes a state SNAP minimum benefit program to provide a minimum amount of supplemental nutrition assistance program benefits that is higher than the amount of federal SNAP benefits.
Establishes a pilot project for placement of incarcerated individuals close to home; provides that such project would house incarcerated individuals who are parents of minor children in the correctional facility located in closest proximity to the primary place of residence of any such incarcerated individual's minor child or children.
Prohibits the placement in segregated confinement of any person in the first eight weeks of the post-partum recovery period regardless of pregnancy outcome by amending the definition of special populations to include such persons.
Establishes the SAT school day program and the SAT school day fund; directs the department of education to establish and maintain the SAT school day program to enter into contract with the college board to provide the annual administration of the SATs at all public secondary schools free of charge during one regular school day.
Changes the start date of the operation and enforcement of the central business district tolling program from no earlier than December thirty-first, two thousand twenty to no earlier than January first, two thousand twenty-nine.
Relates to the purchase of zero-emission buses and the procurement of electric-powered buses, vehicles or other related equipment and infrastructure; requires public utilities to have infrastructure, capacity, facilities, and transmission and distribution systems needed to supply power for the charging of zero-emission buses and provides a tariff for charging of electric buses.
Creates parity for incarcerated individual telephone services for international calls to family members outside continental United States, Canada, U.S. Virgin Islands, Puerto Rico, Guam or Central Northern Mariana Islands by requiring identical restrictions on the duration or number of phone calls and use of unit or facility phones made available to incarcerated individuals who are calling family members who are not outside continental United States, Canada, U.S. Virgin Islands, Puerto Rico, Guam or Central Northern Mariana Islands.
Prohibits foreign banking corporations from issuing payday loans; defines payday loans as any transaction in which a short-term cash advance is made to a consumer in exchange for: a consumer's personal check or share draft, in the amount of an advance plus a fee, where presentment or negotiation of such check or share draft is deferred by agreement of the parties until a designated future date; or a consumer's authorization to debit the consumer's transaction account, in the amount of the advance plus a fee, where such account will be debited on or after a designated future date.
Requires, in cities having a population of one million or more, supportive housing be disbursed throughout the boroughs of such city in proportion to the borough population.
Provides that bicycle operators and the businesses affiliated with such operators shall be liable for such operator's failure to carry an identification card or certain other violations regarding the use of a bicycle for commercial purposes; changes violations for the failure to carry an identification card or certain other violation procedures and fines by a commercial bicycle operator.
Allows municipal commissions to use alternate lists for filling vacancies with resident and non-resident minority group members and women in order to achieve diversity in police departments.
Requires the city of New York to consult with the community board of the district and all local elected officials where a proposed homeless shelter or use of commercial hotel space to shelter homeless individuals shall be located, at least three hundred sixty-five days beforehand.
