Requires the empire state plaza art commission to examine the historical significance of major rivers in the state of New York in connection with renaming the agency buildings located at the empire state plaza; requires the governor to choose the new agency building names within 60 days after the commission's recommendation.
Requires health care plans and payors to have a minimum of twelve and one-half percent of their total expenditures on physical and mental health annually be for primary care services.
Provides outpatient insurance coverage for non-opioid treatment of chronic pain including complementary and integrative treatments and non-opioid drugs.
Includes implants, replacement dental prosthetic appliances, crowns and root canals as medically necessary dental care and services for coverage under the Medicaid program if a qualified dentist authorizes the procedures.
Requires notice and additional review for managed care providers of the methodologies and fee schedules and other materials used for determining medicaid reimbursement rates.
Requires any regulation that mandates prior authorization to establish a mechanism for submission of requests for prior authorization by health care providers directly to the medical indemnity fund; requires the medical indemnity fund administrator to notify qualified plaintiffs which costs are qualifying health care costs to be paid from the fund and which are not within a reasonably prompt period of time.
Makes conforming changes reflecting the previously authorized scope of practice of nurse practitioners; adds nurse practitioners as persons who can authorize or make certain determinations authorized to be made or determined by physicians.
Provides that a police officer in the county of Westchester can be suspended without pay for not more than 30 days pending a trial of disciplinary charges.
Enacts "Francesco's law" which establishes violations for the failure to safely store rifles, shotguns, and firearms in the presence of a minor or a prohibited person; requires the office of gun violence prevention to collect and analyze statistical and other information and data with respect to injuries or deaths of minors resulting from failure to safely store a firearm, rifle, or shotgun.
