Enacts a highway use tax on fuel-efficient vehicles which get at least 30 miles per gallon; requires the installation of an on-board unit to record miles travelled; reimburses vehicle owners for gas tax through a credit against highway tax; deposits moneys into the dedicated highway and bridge trust fund.
Expands the ethical duties of public officers and employees to include compliance with the state human rights law and any policies or procedures implemented by their employer related thereto.
Requires a public engagement process to guide the investment of resources under the New York state climate leadership and community protection act to maximize the involvement of disadvantaged community members in the development of local clean energy and energy efficiency programs.
Prohibits a cause of action for defamation where the subject of such action includes an allegation made to an employer regarding an unlawful discriminatory practice or act of retaliation.
Requires student financial aid award letters to contain information on net costs, defined as an estimate of the costs of attendance after financial aid which does not require repayment and options for loans which do require repayment.
Requires mobile applications on cell phones, smart phones and tablets that offer a subscription service provide an option to cancel the subscription on its application and have the option posted in a clear and conspicuous format.
Requires warning labels on social media platforms which provide an addictive feed, autoplay, infinite scroll, like counts, and/or push notifications; directs the commissioner of mental health to design the warning label.
Enacts the "Stop Addictive Feeds Exploitation (SAFE) for all act"; requires a setting which allows a social media user to turn off algorithmic recommendations and other notifications; prohibits the use of dark patterns to subvert choice or inhibit users from accessing certain mechanisms.
Directs the metropolitan transportation authority, in conjunction with the New York city transit authority, to develop weekly and monthly tickets valid for optional, discounted transfers between such authorities.
Establishes scramble crosswalks leading to and from school buildings during times of student arrival and dismissal to ensure all vehicular traffic is stopped while pedestrians are crossing in the same intersection.
Prohibits discrimination against and harassment or bullying of students by other students on school property or at a school function; requires schools to investigate reports of bullying; requires schools to adopt a written, plain-language anti-bullying and harassment policy; requires school employees to report incidents of bullying or harassment.
