Extends time frame to two years to receive updated mandated reporter training to include guidance on identifying an abused or maltreated child when such child is an individual with an intellectual or developmental disability.
Relates to the sealing and expungement of records in persons in need of supervision cases in family court; carves out certain foster care and preventive service records maintained by social services departments.
Relates to utility intervenor reimbursement to a participant for its reasonable costs of participation in any proceeding before the Public Service Commission (PSC).
Requires that every court, and every public board, commission, institution, or officer having powers or charged with duties in relation to abandoned, delinquent, destitute, neglected or dependent children who shall receive, accept or commit any child shall provide and keep a record showing if such child has a developmental disability; requires a study of the number of children in foster care who have a developmental disability.
Provides that a caregiver shall be eligible for assistance for child care under the child care block grant regardless of the hours the parent actually works.
Requires health care plans and payors to have a minimum of twelve and one-half percent of their total expenditures on physical and mental health annually be for primary care services.
Authorizes the state inspector general to receive and investigate complaints of sexual assault in correctional facilities and other places operated by the department of corrections and community supervision for the confinement of persons; requires the state inspector general to establish protocol and procedures for such reports and investigations.
Enacts the "fair pay for home care act" relating to minimum wages applicable to home care aides; provides for a minimum wage of 150% of the applicable statewide or regional minimum wage.
Requires the commissioner of health to establish rules and regulations requiring that all health information systems or electronic health record systems segregate certain patient information related to reproductive health services, gender-affirming care, sexually transmitted diseases, mental health services, alcohol or substance abuse treatment and other information from the rest of such patient's medical record.
Establishes a civil cause of action for employees who are subjected to an abusive work environment; provides employers shall be vicariously liable for such work environment.
Establishes the warehouse worker injury reduction program; requires employers to establish an injury reduction program designed to identify and minimize the risks of musculoskeletal injuries and disorders among workers involved in performing manual materials handling tasks.
